2005 SIDEWALK IMPROVEMENTS PROGRAM (NOT TO EXCEED $110,

Backaround
This project combines two programs: the Shared Cost Sidewalk Program and the Sidewalk
Construction Program. The Shared Cost Sidewalk Program is a cooperative effort between the
residents and the Village to share in the cost of replacing sidewalk throughout the Village.
Information about the Shared Cost Program was published in the Village Newsletter, giving
residents an opportunity to have sidewalk replaced at a discounted cost. This year's cost to the
resident is $42.50 per sidewalk square, approximately half of the total cost of one square. The
Shared Cost Sidewalk Program is dependent upon resident participation and includes replacing
sidewalk thròughout the Village. The Sidewalk Construction Program includes the installation of
new sidewalk on the north side of Lincoln Street, east of Busse Road.
Biddina Results
Sealed bids for the 2005 Sidewalk Improvements Program were publicly opened and read aloud
on May 2, 2005 at 10:00 AM. . A Notice to Bidders was published in a local newspaper as
required and invitations were sent to seven contractors familiar with this program.
Eight contractors submitted bids for this project. The bids ranged from a low of $111,725.00 by
JG Demo, Inc. to a high of $163,000.00 by Meridian Construction Company, Inc. The Engineer's
estimate for the project was $108,825.00.
Each of the bidders submitted a bid bond in the amount of 5% of the total bid as required in the
Bid Proposal Packet. All bids were checked for their accuracy. No errors were found. All bidders
correctly signed their bids and bid bonds. Below is a summary of the bids:

2005 Sidewalk Improvements Program
Discussion
The low bidder, JG Demo, Inc., is prequalified by the Illinois Department of Transportation for
concrete construction projects. They completed concrete projects for the City of Darien, the
Village of Addison, and the Village of Woodridge, all in 2004. They also completed concrete
work for the York Township Highway department in 2003 and 2004. In all cases their
workmanship has been reported as acceptable.
The 2005 Sidewalk Improvements Program combines funds available in two accounts: Shared
Cost Sidewalk account and Sidewalk Construction account. The Shared Cost Sidewalk budget
amount is $115,000.00. This year $25,000.00 will be set aside for reimbursements to residents
for work completed by their own contractors replacing public sidewalk in front of their homes.
Therefore, the total amount available for the Shared Cost Sidewalk Project is $90,000.00. The
budget for the Sidewalk Construction account is $20,000.00. The total budget for the 2005
Sidewalk Improvements Program is $110,000.00
Recommendation
The Contractor's bid is based on estimated quantities. We recommend the contract for the
2005 Sidewalk Improvements Program to be awarded to the low bidder, JG Demo, Inc. in an
amount not to exceed $110,000.00 to cover the full amount budgeted for the program.
Funding for this project is under the following Account Code Numbers:

2005 CDBG SIDEWALK PROGRAM (NOT TO EXCEED $52,500.00)

Backaround
The project consists of the installation of handicap accessible sidewalk ramps in accordance with
the federal guidelines, primarily along Central Road.
Biddina Results
Sealed bids for the 2005 CDBG Sidewalk Program were publicly opened and read aloud on
May 2, 2005 at 10:00 AM. A Notice to Bidders was published in a local newspaper as required
and invitations were sent to seven contractors familiar with this program.
Six contractors submitted bids for this project. The bids ranged from a low of $51,980.00 by
Strada Construction Company to a high of $73,372.50 by Meridian Construction Company, Inc.
The Engineer's estimate for the project was $49,893.25.
Each of the bidders submitted a bid bond in the amount of 5% of the total bid as required in the
Bid Proposal Packet. All bids were checked for their accuracy. No errors were found. All
bidders correctly signed their bids and bid bonds. Below is a summary of the bids:

Discussion
The low bidder, Strada Construction Company, is prequalified by the Illinois Department of
Transportation for concrete construction projects. They completed sidewalk projects for the
Village of Mount Prospect in 2002, 2003, and 2004. In all cases their workmanship has been
acceptable.

2005 CDBG Sidewalk Program
Recommendation
The Contractor's bid is based on estimated quantities. The lowest bid, in the amount of
$51,980.00, is within the total budget for the 2005 CDBG Sidewalk Program. We recommend
the contract for the 2005 CDBG Sidewalk Program to be awarded to the low bidder, Strada
Construction Company in an amount not to exceed $52,500.00 to cover the full amount
budgeted for the program.

Backoround
The Television Services Department's, 3 Sony DSR-300A Broadcast Camcorders, has been slated for replacement
during the 2005 Calendar year. In January of 2005, it was discovered that the Sony DSR-390L camcorder staff
originally wanted to purchase to replace the Sony DSR-300A Camcorder was being discontinued. It was learned at
that time that a totally new camcorder, the Sony DSR-400L was to be rolled out in the spring of 2005. Sony has
begun the delivery process and staff solicited 3 quotes from dealers handling the sales of the camcorder.

Discussion
The Sony Camcorder recommended by staff is the newest in the line of camcorders that TV Service$ has been
using since 1998. It is the only broadcast camcorder made by Sony in this price range.
Pros:
The Sony DSR-400L is upwardly compatible with the current DVCam tape format used by the Television Services
Department. Panasonic and JVC camcorders of this Level do not support DVCam tape formats.
The DSR-400L is compatible with camera batteries, on camera lighting equipment, field monitors, and wireless
microphone systems currently owned by the TV Services Department.
The Canon Camera lenses are compatible with TV Services current lens control systems. The len s control systems
are a $2000.00 investment apiece, and purchasing the Canon lens will preclude our purchasing of new lens
controllers.
The DSR-400L has a 30% improvement in picture quality over TV Services' current camcorders.

The DSR-400L is 10 Ibs. Lighter than TV Services' current Camcorders.
The DSR-400L is 50% more energy efficient than TV Services' Current Camcorders.
The DSR-400L has just been released and will not become obsolete in the next several years.
Cons:
The DSR-400L is not capable of converting to High definition Television Signals. When it is time to convert the
Village's stations to HDTV the camcorders will not be able to be in use. Staff does not see a conversion to HDTV in
the next 5 years (the expected lifetime of the DSR-400Ls) and this will most likely not happen in the next 10 years.
Action Requested
Staff requests the waiving of the bid process due to the specialized nature of the camcorders and lenses.
Staff recommends the approval of purchase of 3 Sony DSR-400L Camcorders in the Amount of $34,126.00 from
B&H PhotoNideo since they provided the lowest quote.
The amount has been allocated for this purchase in the 2005 CIP budget.
