CALL TO ORDER
Chairman Luteri called the meeting to order at 7:35 p.m.
APPROVAL OF MINUTES .
Minutes from the September 16, 2004 meeting were approved as written.
CITIZEN FORUM
No individuals were in attendance to address the Commission.
SOLID WASTE PROGRAMS AND DATA
Multifamily Service
. Timberlane Apartments.
Due to on-going problems with fly dumping Timberlane Apartments installed a video camera to
monitor the refuse enclosure area. The surveillance tape was given to the police department for
follow-up. The police department issued a ticket for "theft of service" to an individual residing
across the alley from Timberlane. In addition, the Solid Waste Coordinator sent a letter to all the
residents in the townhomes as a reminder that the refuse container is for Timberlane tenants
only.
. Single Family Service
The cost of the Village's refuse/yard material sticker for the single family user fee system was
discussed under New Business.
NEW BUSINESS
At the September 16, 2004 Commission meeting, Chairman Lueteri recommended there be further
discussion of the Village' refuse/yard material sticker fee. An analysis of the sticker fee was calculated
by Chairman Luteri and distributed to the members in November 2004. However, this is the first
opportunity the Commission has had to discuss the sticker fee.
Chairman Luteri provided an overview of the costs associated with the refuse/yard material sticker as
well as the projected costs for 2006 and 2007. Noting the current $1.75 fee no longer covers the actual
"service" costs, Chairman Luteri suggested the sticker fee be raised to $2.50. The $2.50 sticker fee is
the average "blended" rate for the collection and disposal of refuse and the collection and disposal of yard
material. (The Village utilizes a blended rate for program efficiency and resident convenience.)
Based on the information provided by the Chairman the Commissioners had very few questions, and
expressed their support for raising the sticker fee. In response, the following recommendation to the
Mayor and Village Board of Trustees was moved, seconded and unanimously approved.
The Solid Waste Commission recommends the Village Board raise the Village's refuse/yard
material sticker fee to $2.50 per sticker. The increase would be effective July 1, 2005 and
remain at that rate through 2005, and 2006, if the current contract is extended for an additional
year.
OTHER BUSINESS
The Coordinator reminded the Commissioners of the May 14th, Public Works Open House. The
Coordinator will contact the Commission members closer to that date about working at the event.
NEXT MEETING
The next meeting was scheduled for Thursday, May 19, 2005 in the Public Works Facility, 1700 West
Central Road at 7:30 p.m.
ADJOURNMENT
As there was no further business the meeting was adjourned at 8:25 p.m.
