DRAFT MINUTES 5/3/05 CALL TO ORDER ROLL CALL PLEDGE INVOCATION MINUTES BILLS MAYOR'S REPORT CITIZENS TO BE HEARD MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT May 3, 2005 CALL TO ORDER Mayor Farley called the meeting to order at 7:06 p.m. ROLL CALL Present: Mayor Gerald Farley Trustee Timothy Corcoran Trustee Paul Hoefert Trustee Richard Lohrstorfer Trustee Irvana Wilks Trustee Michael Zadel Absent: Trustee Michaele Skowron PLEDGE OF ALLEGIANCE Members of the Mount Prospect Police Department Honor Guard presented the Posting of Colors, after which Trustee Zadelled the Pledge of Allegiance. INVOCATION Reverend Steven Welker, of the Christian Church of Arlington Heights, gave the invocation. APPROVAL OF MINUTES Trustee Lohrstorfer, seconded by Trustee Zadel, moved to approve the minutes of the regular meeting held April 19, 2005. Upon roll call: Ayes: Corcoran, Hoefert, Lohrstorfer, Wilks, Zadel Nays: None Motion carried. APPROVE BILLS Mayor Farley stated that the next item on the agenda, "APPROVE BILLS" noted by an asterisk, as well as all items further listed in that manner, would be considered with one vote, as business item "/X CONSENT AGENDA." MAYOR'S REPORT None. COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD Jim Uszler, Executive Director of the Chamber of Commerce, reported that the Fun and Fitness Art Walk was a success this past weekend, and thanked participants and local merchants for their efforts. CONSENT AGENDA BILLS BID RESULTS SMOKE DETECTORS BRK ELECTRONICS OLD BUSINESS NEW BUSINESS ELECTION RESULTS RES 28-05 BOARD REMARKS ADJOURN SINE DIE ADMINISTER OATHS CONSENT AGENDA Trustee Zadel, seconded by Trustee Lohrstorfer, moved to approve the following business items: 1. Bills, dated April 14-27, 2005 2. BID RESULTS: A. Purchase of smoke detectors ($4) and combination smoke/carbon monoxide detectors ($27) for Fire Department's Smoke Detector Assistance Program, BRK Electronics of Aurora, Illinois, not to exceed $17,000. Upon roll call: Ayes: Corcoran, Hoefert, Lohrstorfer, Wilks, Zadel Nays: None Motion carried. OLD BUSINESS None. NEW BUSINESS The Board considered a resolution declaring the April 5, 2005 election results. With this election, Trustee Wilks was elected Mayor, and Trustees Corcoran, Lohrstorfer, and Zadel were each reelected for four-year terms. Trustee Zadel, seconded by Trustee Lohrstorfer, moved to approve Resolution Number 28-05: A RESOLUTION DECLARING THE RESULTS OF THE CONSOLIDATED ELECTION OF THE VILLAGE OF MOUNT PROPSECT APRIL 5, 2005 Upon roll call: Ayes: Corcoran, Lohrstorfer, Wilks, Zadel Nays: None Motion carried. BOARD REMARKS Mayor Farley expressed his appreciation to the Trustees, the staff and the community. The Trustees expressed their appreciation to Mayor Farley for his many contributions to the Board and community throughout his 27 years of service. And extended their best. wishes to him and his family as he retired from public service. ADJOURN SINE DIE The Board adjourned sine die at 7:37 p.m. ADMINISTER OATHS OF OFFICE TO NEWLY ELECTED OFFICIALS Village Clerk Velma Lowe administered the oath of office to Mayor Irvana Wilks and Trustees Corcoran, Lohrstorfer, and Zadel. Mayor Wilks began serving her first term as Mayor, with the other members having been re-elected in April. Each was elected to a four-year term. 2 CALL TO ORDER ROLL CALL MAYOR'S REPORT APPOINTMENT OF A. JOHN KORN OATH OF OFFICE PROCLAMAMTIONS CLERKS WEEK SENIOR CELEBRATION DAY POLICE OFFICERS MEMORIAL DAY PUBLIC WORKS WEEK CHAPTER 13 MOUNT PROSPECT PARK DISTRICT ORD 5487 CALL TO ORDER Mayor Irvana Wilks called the meeting to order at 7:43 p.m. ROLL CALL Present: Mayor Irvana Wilks Trustee Timothy Corcoran Trustee Paul Hoefert Trustee Richard Lohrstorfer Trustee Irvana Wilks Trustee Michael Zadel Absent: Trustee Michaele Skowron MAYOR'S REPORT Mayor Wilks recommended the appointment of A. John Korn to the position of Village Trustee, to complete the unexpired term of Trustee Irvana Wilks. Trustee Hoefert, seconded by Trustee Zadel, moved to approve the appointment of A. John Korn as Village Trustee, term to expire May, 2007. Upon roll call: Ayes: Corcoran, Hoefert, Lohrstorfer, Zadel Nays: None Motion carried. Village Clerk Velma Lowe administered the oath of office to Mr. A. John Korn, after which he took his seat as Village Trustee. The following proclamations were read and presented by Mayor Wilks: . Municipal Clerks Week, May 1-7, 2005, presented to Village Clerk, Velma W. Lowe and Deputy Village Clerk, Kimberly A. Dewis. . Senior Celebration Day, May 11,2005, to be forwarded to School District 214. . National Police Officers Memorial Day, May 15, 2005, presented to Sgt. Tim Janowick . . National Public Works Week, May 15-21,2005, presented to Public Works Director, Glen Andler. An ordinance was presented to increase the number of Class "R" liquor licenses issued by one for the Mt. Prospect Park District, 600 See-Gwun. This license is specific to the new clubhouse and golf course and will allow for expanded service without limitation. Trustee Hoefert, seconded by Trustee Zadel, moved to waive the rule requiring to readings of an ordinance Upon roll call: Ayes: Corcoran, Hoefert, Korn, Lohrstorfer, Zadel Nays: None Motion carried. Trustee Hoefert, seconded by Trustee Zadel, moved for approval of Ordinance No. 5487: AN ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE MOUNT PROSPECT VILLAGE CODE Upon roll call: Ayes: Corcoran, Hoefert, Korn, Lohrstorfer, Zadel Nays: None Motion carried. 3 NEW BUSINESS MANAGER'S REPORT ANY OTHER BUSINESS ADJOURNMENT There were no appointments to boards or commissions. NEW BUSINESS None VILLAGE MANAGER'S REPORT All business items listed under Manager's Report were previously approved as Consent Agenda business. Village Manager Michael Janonis congratulated all of the officials that were sworn in that evening. ANY OTHER BUSINESS Trustee Korn thanked the Board for the chance to serve the Village in this new role. He also thanked the Finance Commission for the chance to work with them.
