SUBJECT: PURCHASE OF SMOKE DETECTORS
BACKGROUND
The fire department is requesting the purchase of smoke detectors and
combination smoke and carbon monoxide detectors for the Smoke Detector
Assistance Program. This program allows fire department personnel to install
smoke detectors in approved owner-occupied units. Specifically, this program will
focus on the low and moderate-income areas of the Boxwood neighborhood.
There are approximately 400 owner-occupied units in this area.
According to our adopted codes, a smoke detector is required in each bedroom,
outside the sleeping areas and on every level of the home.
GENERAL BID INFORMATION
Bid specifications were developed for smoke detectors and combination smoke
and carbon monoxide detectors. Three distributors received invitational bids and
advertising was placed in the local newspaper.
SUMMARY OF BID RECEIVED
On April 18, 2005 one sealed bid was received for the Smoke Detector Assistance
Program.
BRK Electronics, Aurora Illinois, $4.00 per smoke detector and $27 per
combination smoke and carbon monoxide detector.

BID RECOMMENDATION
Based on the above information, I recommend award of the contract to BRK
electronics in an amount not to exceed $17,000. This bid amount per detector is
lower than purchasing direct from a local retail outlet.
BUDGET AUTHORIZATION
Funding for the purchase of the detectors is provided in the 2005 Community
Development Block Grant (CDBG). The account number for the program is
0702307-590250 and can be found on page 143 of the budget book.
