MAYORS REPORT 5/3/05 PROCLAMA TION "MUNICIPAL CLERKS WEEK" MA Y 1 - MA Y 7, 2005 WHEREAS, the Office of the Municipal Clerk, a vital position of local government, exists throughout the world; and WHEREAS, the Office of the Municipal Clerk is the oldest among public servants; and WHEREAS, the Office of the Municipal Clerk provides a professional link between the citizens and the local governing bodies and agencies of government at other levels; and WHEREAS, Municipal Clerks have pledged to be ever mindful of their neutrality and impartiality, rendering equal service to all; and WHEREAS, Municipal Clerks continually strive to improve the administration of the affairs of the Office of the Municipal Clerk through participation in education programs, seminars, workshops and the regular meetings of their state, county and international professional organizations; WHEREAS, it is most appropriate at this time that we recognize the contributions and accomplishments of the Office of the Municipal Clerk. NOw, THEREFORE, I, ¡rvana K. Wilks, Mayor of the Village of Mount Prospect, do proclaim the week of May 1 through May 7, 2005, as "MUNICIPAL CLERKS WEEK" and further extend appreciation to our Village Clerk, Velma W. Lowe, to our Deputy Clerk Kimberly A. Dewis, and to all Municipal Clerks for the vital services they perform and their exemplary dedication to the communities they represent. ATTEST: ¡rvana K. PROCLAMA TION "SENIOR CELEBRA TION DA Y" MAY 11,2005 WHEREAS, education is a lifelong process; and WHEREAS, public education is a community enterprise, and community education philosophy advocates full use of public facilities, programs and services by every age group in the community; and WHEREAS, the skills, talents and experiences of senior citizens are untapped resources in many communities and intergenerational cooperation promotes efficient use ofhuman resources; and WHEREAS, community education promotes the use of community resources, community volunteers in schools, senior citizen centers and community agencies, and maximizes the use of human resources to provide educational opportunitiesfor residents of all ages; and WHEREAS, the goal of community education is to promote a sharing, caring, learning community; and WHEREAS, senior citizens have earned our respect and recognition for their past accomplishments, and their present and future contributions; and WHEREAS, Senior Celebration Day is co-sponsored by the High School District 214 Community Education and the Village of Mount Prospect, to encourage and develop programs and activities to meet the needs of all the residents in High School District 214 and the Village of Mount Pro~pect. NOW, THEREFORE, 1, lrvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim May 11, 2005 as a day in recognition of the "SEVENTEENTH ANNUAL SENIOR CELEBRATION DAY" in Mount Prospect. Furthermore, J call upon the seniors in our community, the residents of High School District 214, and the entire Village of Mount Prospect to recognize and celebrate the bonds they have discovered, the partnerships they have formed, and the sense of community they have strengthened through community education programs. PROCLAMA TION "NATIONAL PEACE OFFICERS MEMORIAL DAY" MAY 15,2005 WHEREAS, the well-being of all citizens of the United States is preserved and enhanced as a direct result of the vigilance and dedication of law enforcement personnel; and WHEREAS, more than 740,000 male and female law enforcement officers, at great risk to their personal safety, serve their fellow citizens as guardians of peace; and WHEREAS, on average, 57,000 law enforcement officers are assaulted each year, resulting in more than 17,000 injuries; and WHEREAS, in addition to the sacrifices officers face from criminals, the experiences of law enforcement officers and the trauma they experience, will cause3 times as many more officers to commit suicide this year than those killed in the line of duty; and WHEREAS, on May 15, 2005, more than 15, 000 peace officers are expected to gather in the nation's capital to join with the families of their recently fallen comrades to honor those comrades and all others who went before them; and WHEREAS, our peace officers work devotedly and selflessly on behalf of the people of this nation, however, the Village of Mount Prospect has been very fortunate to have never lost an officer in the line of duty. NOw, THEREFORE, I, Jrvana K. Wilks, Mayor of the Village of Mount Prospect. do hereby proclaim May 15, 2005 as "NATIONAL PEACE OFFICERS MEMORIAL DAY" and May 15 through 21,2005 as "NATIONAL POLICE WEEK" in memory of all fallen or disabled officers and their families, and do further proclaim that we, as citizens of the Village of Mount Prospect, should recognize these dedicated individuals for their efforts to maintain a peaceful society for all citizens. lrvana K. PROCLAMA TION "NATIONAL PUBLIC WORKS WEEK" MAY 15-21,2005 WHEREAS, the services provided by the Public Works Department in our community, are an integral part of our citizens' everyday lives; and WHEREAS, the support of an understanding and informed community is vital to the efficient operation of a public works system and its many programs relating to water, sewers, streets and highways, public buildings. public grounds, solid waste collection, trees, recycling, and snow removal; and WHEREAS, the quality and effectiveness of these facilities, as well as their planning, design and construction are dependent upon the efforts and skills of public works employees; and WHEREAS, the efficiency of the qualified and dedicated personnel who staff public works departments is materially influenced by the people's attitude and understanding of the importance of/he work they perform; and WHEREAS, the Mount Prospect Public Works Department will have its 26th Annual Open House on Saturday, May 14, 2005, between the hours of 9:00 a.m. and 1:00 p.m., to acquaint the residents of Mount Prospect with the many services provided by the Public Works Department. NOW, THEREFORE, 1, Jrvana K. Wilks, Mayor of the Village of Mount Prospect, do hereby proclaim the week of May 15-21, 2005 as "NA TIONAL PUBLIC WORKS WEEK" in the Village of Mount Prospect and J call upon all citizens and civic organizations to acquaint themselves with the various services provided by the Mount Prospect Public Works Department to ensure the health, safety and comfort of our residents. WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: APRIL 29, 2005 MT. PROSPECT PARK DISTRICT - GOLF COURSE CLUB HOUSE, 600 SEE-GWUN, REQUEST FOR CREATION OF A NEW CLASS "R" LIQUOR LICENSE SUBJECT: On Tuesday, April 26, 2005, the Village Manager met with Ms. Terri Fiore, owner of Open Kitchens, the management company that operates the Park District's food and beverage concession. The Class R designation provides for the sale of full-service alcohol at dining tables only. The Park District currently holds, and will continue to maintain a separate Class G Liquor License which provides for the sale of beer and wine at its facilities as well as up to 30 Special Events per year where full-service alcohol may be provided. Last year, the Mt. Prospect Park District completed construction of a new Club House at the Mount Prospect Golf Club located at the above-noted address. The new Club House provides for expanded catering and other special events' opportunities for both the Park District and outside users. Earlier this year, the Park District inquired as to the best way to expand liquor service at the Club House while maintaining current restrictions for other Park District facilities and functions. After consulting with the Village Attorney, it was determined that the creation of a separate Class R Liquor License, specific to the Golf Course facility would be most appropriate. The Class R License would allow for the sale and consumption of full-service alcohol at the Club House, adjacent Special Events' tent, halfway house and the golf course proper; Le., beverage carts on the course. Open Kitchens has successfully operated the Mt Prospect Golf Course concession for a number of years without alcohol related incidents. They also operate a concession for the Wilmette Park District that includes the sale and distribution of alcohol. The overall operation of the Golf Club facility and the food and beverage concession will remain unchanged except for the additional "menu" of alcoholic beverages available. While the Glass G License is available to Park Districts at no charge, the Class R License fee of $2,000 will be paid the Park District. The rationale being that it makes the facility a more viable commercial enterprise. It is also consistent with the Liquor License arrangement with Old Orchard Country Club operated by the Prospect Heights Park District. Old Orchard Golf Course holds a Class S Liquor License and pays a fee of $2,500 per year. All necessary documentation, insurance papers and fees have been satisfied. If the Village Board views this request favorably, adoption of an Ordinance creating a new Class R Liquor License would be in order. MEJ/rcc ORDINANCE NO. - AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized. Said list is hereby amended by increasing the number of Class R Liquor Licenses by One (1) Mt. Prospect Park District, 600 See-Gwun.
