COMMUNITY CENTER, VILLAGE HALL, 50 SOUTH EMERSON STREET Trustee Paul Hoefert called the meeting to order at 9:05 AM. Other trustees present were Michaele Skowron and Timothy Corcoran (who arrived at 9:30 A.M.) Representing Village staff were Village Manager Michael Janonis and Director of Public Works Glen Andler. Helena Ave. Mount Prospect Jaycees 512 Na-Wa-Ta Ave. Mount Prospect Jaycees 810 Dresser Dr. Katy and Bert Hanson, 103 N. Eastwood Ave., and Jean Skrzynski, 100 N. Elmhurst Ave., are still concerned about their neighbors at 104 N. Elmhurst Ave., who may be operating an auto repair/painting business out of their garage. The noise, smell of paint, and working all hours of the day and night have not occurred this winter, but they are sure it will begin again with the coming of warmer weather. Trustee Hoefert reminded the Hansons and Ms. Skrzynski to call the Village if they witness the startup of their neighbor's alleged repair/painting business. Mr. Janonis said he will have staff continue to monitor it. Jim and Pat Chylik, 1809 W. Locust Ln., came to ask why the cost of the Village vehicle sticker has not been reduced. Mr. Chylik thought the increase implemented several years ago had a sunset on it. Trustees Hoefert and Skowron explained that, when the Village's financial state turned to a deficit budget; it was necessary to remove the sunset. Mr. Chylik is also not Coffee with Council Minutes 3-12-2005 Page 2 of 3 happy with the fact that he has to pay a higher license fee for his S-IO pickup, when it is smaller than most SUV s, which require only a passenger vehicle license fee. Also, why can't he get a senior discount on his Village sticker for his pickup. Mr. Janonis explained that the Village follows the state classifications of vehicles to regulate the Village's vehicle sticker program, and the Village allows only one senior discount per residence for a passenger vehicle only. Mr. Chylik asked if the Village allows the installation of speed bumps to help regulate traffic. Trustee Skowron informed Mr. Chylik about the Village's plan to develop a uniform traffic program for the entire Village and a part of that program may include traffic calming devices such as speed bumps. Mr. Chylik was invited to participate in those discussions, which will begin at a joint workshop of the Village Board and the Safety Commission on April 26, 2005 at 7:00 PM in the Community Center of the Village Hall. Lee Willilams, 70 N. Albert St., just came to say hello and visit. Carol Tortorello, 223 S. Elmhurst Ave., just came to say hello and visit. Frank Salato, 258 Lee St., just came to say hello and visit. Walter Fisher, 904 S. Can-Dota Ave., came to ask the Board for help concerning a stray cat problem in his neighborhood. Mr. Fisher called the Village Environmental Health Division and was told the Village does not have an animal control department. He then called the police for help and they told him homeowners were on their own to trap and dispose of stray cats. Mr. Fisher referred to a Village ordinance that states stray animals are prohibited and shall be trapped and disposed of by the Village's animal control officer. Mr. Janonis stated that the Village does not have an animal control officer, and it is a question for the full Village Board to decide to approve and fund this additional officer. Mr. Janonis asked Mr. Fisher if he knew if any of his neighbors were feeding the strays. Mr. Janonis would have staff contact them and tell them to stop. Mr. Fisher will give that information to Mr. Janonis after the meeting. Trustee Corcoran informed Mr. Fisher that the Village Board will be discussing the issue of licensing cats in the near future, and the subject of strays can be added to those discussions. Staff will see that Mr. Fisher is notified when the meeting is scheduled. Ed Hedko, 316 S. Helena Ave., is new in the Village and stopped by to see what Coffee with Council is all about. Mr. Hedko also asked for help concerning a flooding problem next to his home. Each time there is a major storm, there is a lake in his front yard. Mr. Andler told Mr. Hedko he would have the Village's engineering division contact him about his flooding problem. Larry Braus and Laura Garrison, Mount Prospect Jaycees. Laura Garrison, President, Mount Prospect Jaycees, announced that the Jaycees will be holding their May carnival at the Mount Prospect Plaza site. Also, Ms. Garrison wanted to present a plaque thanking Mayor Farley for all his support. Since Mayor Farley wasn't in attendance, Ms. Garrison was asked to Coffee with Council Minutes 3-12-2003 Page 3 of 3 make her presentation to the Mayor at the Village Board meeting on April 19, 2005, when the Mayor will be present. David Schein, 512 Na-Wa-Ta Ave., informed the Village about a program the Village may want to pursue. The Lake County Storm Water Management Commission just received a grant to stencil street curbs adjacent to storm inlets with the message, "Do Not Dump Waste Here - This drains to Lake Michigan." Mr. Schein will find out who they received the grant from and share the information with the Village. David Engh, 810 Dresser Dr., has two issues he is looking to the Village for help on. The first is a problem with his neighbor across the street from him who is running a limo service out of his house. Trustee Hoefert told Mr. Engh this is illegal and Mr. Janonis will have staff investigate. Mr. Engh's second issue was construction debris on the street from a new home that is being built on Dresser. Mr. Andler will have the Village's inspector see that the contractor cleans up the debris off the street and keep it clean. The meeting was adjourned at 10:30 AM.
