RESOLUTION NO. 22-80
A RESOLUTION REQUESTING THE METROPOLITAN SANITARY
DISTRICT OF GREATER CHICAGO TO GR~NT A LEASE FOR THE
USE OF ~HE CEKT~4L/BUSSE DETENTION BASIN
¡WHEREAS, the corporate authorities of the Village of Mount
¡Prospect on September 4, 1973, authorized an agreement to be
¡entered into ì\'ith the ?\Jetropolitan Sanitary District of
¡Greater Chicago and the Village of Arlington Heights for the
¡construction and maintenance of the flood control detention
basin at Central Road and Busse Road to be known as the Mount
¡prospect Basin; and
¡!WHEREAS, the -Village of Mount Prospect has entered into an
agreement with the Metropolitan Sanitary District to maintain
the grounds of the Mount Prospect Basin; and
WHEREAS, construction of the ~1etropolitan Sanitary District
lof Greater Chicago's Mount Prospect Basin is now substantially
completed and it is recognized that a need exists for
additional open space for recreational activities in the
Mount Prospect area; and
WHEREAS, the Village of Mourit Prospett has received requests
from several local civic organizations and athletic groups
including the Lions Club, the Jaycees and Rotary for use of
the MSD Basin in their activities; and
KHEREAS, the ~jount Prospect Village Board has cons idered these
requests and has directed the formulation of a municiDal
policy permitting and limiting the use of the ~1SD Basin to
such civic groups; and
WHEREAS, the Village of Mount Prospect has prepared plans
and budgeted monies to make improvements to the Basin area
as outlined in a program submitted to the Netropolitan Sanitary
District previous to this Resolution; and
WHEREAS, the Village of Mount Prospect recognizes the potential
for use of the Mount Prospect Basin as recreational space;
NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the Village of Hount Prospect requests a
lease for a period of 20 years from the Metropolitan Sanitary
District for the Mount Prospect Basin to permit its use as a
recreational area.
SECTION TWO: That the ~1etropolitan Sanitary District review
their policies regarding the sale of alcoholic beverages at
such sites to consider permitting civic groups liKe the Lions,
Jaycees and Rotary to sell such TefreshÅ’ents as part of
their fund-raising activities.
SECTION THREE: That the Vi11age of Mount Prospect and
the j..1etropoli tan Said tary -District cast away their differences
and resolve themselves to promoting and developing a closer
relationship in' the future~ and - ~,

I SECTION FOUR: That the Village intends to make improvements
to the site at its expense in order to enhance the aesthetic
appearance ,of the community and to promote a favorable image
of the MSD,
SECTION FIVE: That this Resolution shall be in full force and
effect from and after its passage and approval in the manner
provided by law.
