A RESOLUTION AUTHORIZING THE PARTICIPATION OF THE
VILLAGE OF MOUNT PROSPECT IN
CABLE TELEVISION FRANCHISE NEGOTIATIONS
WHEREAS, The Northwest Municipal Conference is a corporate
organization representative of municipalities and to~~ships
chartered within the State of Illinois and the County of
Cook; and
WHEREAS, Article VII, Section 10, of the Constitution of
the State of Illinois, and Chapter 127, paragraphs 741
through 748 of the Illinois Revised Statutes, authorize and
encourage intergovernmental association and cooperation; and
WHEREAS, the public officials of the Northwest Municipal
Conference represent thirty local government bodies and a
population of over 750,000 Illinois residents; and
WHEREAS, the Village of Mount Prospect is authorized by
virtue of Federal and State statute to franchise and regulate
the installation and operation of a cable television system
within the municipality; and
WHEREAS, the Village of Mount Prospect recognizes the potential
for general public and community ~enefit gained by the
installation and operation of suCh cable television systems;
and
WHEREAS, the Village of Mount Prospect has studied the
complex issues of cable television and reviewed the proposals
of various franchise applicants along with the public officials
. of local governments which are members of the Northwest
Municipal Conference and individually for a period of over
two years; and
WHEREAS, the Village of Mount Prospect has been actively
participating as a member of the Cable Television Selection
Council of the Northwest Municipal Conference in its cable
television franchising studies; and
WHEREAS, the Cable Television Selection Council, on
January 31, 1981, recommended Cablenet, Inc., as the applicant
most likely to be able to provide cable television service
in the manner best suited to serve the public interest; and
WHEREAS, the Cable Television Selection Council, on January 31,
1981, recommended Warner-Amex and Cablevision of Chicago, in
order, as the applicants with whom negotiations should be
initiated in the event a mutually beneficial franchise
agreement is not achieved with Cablenet, Inc.; and
WHEREAS, the Village of Mount Prospect desires to continue
joint and cooperative action with other local gover~ents
which have made a similar determination;
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNLY,
ILLINOIS:
SECTION ONE: That the Village of Mount Prospect hereby
designates Cablenet, Inc., as the company with which it
intends to initiate cable television franchise negotiations.

SECTION TWO: That the Village of Mount Prospect hereby
designates Warner-Amex and Cablevision of Chicago, in order,
as the applicants with whom negotiations should be initiated
in the event a mutually beneficial franchise agreement is
not achieved with Cablenet, Inc.
SECTION THREE: That the Village of Mount Prospect authorizes
the Village's participation in franchise negotiations with
other local governments of the Northwest Municipal Conference
which have made similar determination.
SECTION FOUR: That the Village of Mount Prospect reserves
the right of final acceptance of the franchisee(s) and the
terms and conditions of the franchise agreement(s).
SECTION FIVE: That a copy of this Resolution be forwarded
to the office of the Northwest Municipal Conference by
February 27, 1981.
SECTION SIX: That this Resolution shall be in full force
and effect from and after its passage and approval in the
manner provided by law.
