AN ORDINANCE GRANTING A CONDITIONAL USE FOR PROPERTY
COMMONLY KNOWN AS 400 WEST CENTRAL ROAD
WHEREAS, Dr. Pardeep S. Gill (hereinafter referred to as Petitioner) has filed a petition for a
Conditional Use with respect to property located at 400 West Central Road, (hereinafter referred to
as the Subject Property) and legally described as follows:
Lots 4 and 5 in block 24 in Prospect Manor, a subdivision of part of the South 3/4 of
the West ~ of the West ~ of Section 34, Township 42 North, Range 11 east of the
Third Principal, Meridian in Cook County, Illinois.
WHEREAS, Petitioner seeks a Conditional Use to operate an animal hospital at the Subject Property,
currently zoned B-5; and
WHEREAS, a public hearing was held on the request for Conditional Use being the subject of ZBA
Case No. 31-97 before the Zoning Board of Appeals of the Village of Mount Prospect on the 29th
day of January, 1998, pursuant to proper legal notice having been published in the Mount Prospect
Herald on the 18th day of January, 1998; and
WHEREAS, the Zoning Board of Appeals has submitted its findings and recommendations to the
President and Board of Trustees in support of the request being the subject of ZBA 31-97; and
WHEREAS, the President and Board of Trustees of the Village of Mount Prospect have given
consideration to the request herein and have determined that the same meets the standards of the
Village and that the granting of the proposed Conditional Use would be in the best interest of the
Village.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF
THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: The recitals set forth hereinabove are incorporated as findings of fact by the
President and Board of Trustees of the Village of Mount Prospect.
SECTION TWO: The President and Board of Trustees of the Village of Mount Prospect do hereby
grant a Conditional Use to operate an animal hospital on the Subject Property, which facility shall
be operated in substantially the same manner as described in the letter from Dr. Gill to Ms. Judith
M. Connolly dated February 12, 1998 and as shown on Sheet I of the preliminary floor plans prepared
by New Horizons, Inc. dated December 5, 1997, a copy of which are attached hereto and hereby
made a part hereof as Exhibits "A" and "B", respectively.
SECTION THREE: This Ordinance shall be in full force and effect from and after its passage,

approval and publication in pamphlet form in the manner provided by law.

Dear MS. ConnoHy,
This is in response to your letter dated December 24, !997 gOntnlning ge~omm~ndnt~o~ alld collcorns
1., SOUND PROOFING: The business will be conducted strictly on the inside of tho building and no
animals will bc kept on tho outside at anytime. This facility will not be boarding any animals as I
have no plans of building any kennels. All the animals to be kept on pr~mises would either be ill or
recaperating from various surgical procedures or thc others who need day,ne supervision, treatment
and care. All the ~nlma]$ wi]] be e~ther gOillg home or to an emergency facility at the end of the day.
The building is built un eight inch brick exterior, which in itself is an excellent sound proofing
2. DOG RUNS: In the existing plan there is not enough space for providing the dog mas so all the dogs
will be kept in cages of appropriate sizes.
I have made note of the items I through $ which need to be resolved prior to obtaining the permits for
remodeling. I have also contacted Mr. Busse regarding consolidation of lots 4 and 5 and he will be
contacting the village office soon. Az regaxds to the recommendation about relocating the sign, I have
talked to my architect and heis of the opinion ~hat oxistin~g Iocafiou of the sign i,s ve~y appropriate and h,as
extremely good visibility. I also uaderstamt that the sign was installed just recently as per the village code.
Since I will be operating my business on scheduled appointments' only, the traffic flow will be
considerably less compare to what it used to be during the earlier Deli and Pantry business. Therefore. by
not eliminating the central road curb cut I will not be causing any increased traffic flow through that area.
