JANONIS DATE: MARCH 9, 2005 SUBJECT: SEALED BID RESULTS FOR THE 2005 SEWER CATCH BASIN & REPAIR CONTRACT (NOT TO EXCEED $30,000) BACKGROUND This bid is for our annual contract for sewer catch basin and inlet repair. Many of our older structures are made of brick and, with time, the mortar or brick deteriorate, requiring patching, reconstructing, or total replacement. The repairs are usually made with concrete adjustment rings or precast cones to minimize future deterioration of the mortar joints. This work is usually completed by late August to make sure all structures are in good repair for the fall rainy season and to minimize any possible winter failures. BID RESULTS Sealed bids were opened at 10:00 A.M. on March 7, 2005 for proposed sewer catch basin and street inlet repairs. Bid prices were based on estimated quantities of 30-35 structures to be adjusted, reconstructed or replaced. Invitational bids were mailed, and a bid notice was placed in the local paper. Quantities will be adjusted so that the total expenditure will not exceed the budgeted amount. Funds for this proposed contract are in the current budget, on page 251, account code 6105509- 540777, in the amount of$30,000. H~- :3) \S' ¡oS- FROM: SUPERINTENDENT OF STREETS & BUILDINGS DATE: MARCH 9, 2005 SUBJECT: SEALED BID RESULTS FOR THE 2005 STORM SEWER CATCH BASIN AND INLET CLEANING CONTRACT (NOT TO EXCEED $35,700) BACKGROUND Annually a contract is let to clean and inspect one sixth (1I6th) of the Village's storm sewer catch basins and inlets. This annual program helps minimize the potential for storm sewer flow restrictions caused by clogged sewer structures. This program also provides an opportunity to assess the structural condition of inlets and catch basins on a scheduled, basis. BID RESULTS Sealed bids were opened at 10:00 A.M. on March 7, 2005 for this proposed storm sewer catch basin and inlet cleaning contract. This year's area is the area south of Golf Road. The bid prices were based on estimated quantities of 250 sewer catch basins and 250 inlets to be cleaned. Seven invitational bids were mailed, and a bid notice was placed in the local paper. Quantities will be adjusted so that the total expenditure will not exceed the budgeted amount. Funds for this proposed contract are in the current budget, on page 251, account code 6105509-540779, in the amount of $30,000.00 and on page 212, account code #0015108-540520, in the amount of $5,700.00. Total amount of funds for this year is $35,700.00. JANONIS DATE: MARCH 9, 2005 SUBJECT: SEALED BID RESULTS FOR THE 2005 CONCRETE RESTORATIONS CONTRACT (NOT TO EXCEED $32,000) BACKGROUND Concrete restoration to driveways, curbs, and sidewalks are necessary throughout the year following water main breaks, storm and sanitary sewer repairs. Annual contracts for this work allow us to do replacements monthly, thus reducing the time our residents are waiting for restorations. BID RESULTS Sealed bids were opened at 10:00 A.M. on March 7, 2005 for a proposed concrete restoration contract. Bid prices were based on estimated quantities. There is $32,000 available in this year's budget for this proposed contract. Quantities will be adjusted so as not to exceed the budgeted amount. These proposals were to provide the following: . Cost to perform the testing of concrete material for the new curbs and driveway aprons. . Cost to perform the testing of asphalt binder and surface mix material at the asphalt plant and the testing of the asphalt binder and surface as it is placed. RESULTS On Tuesday, March 8, 2005, we received seven proposals to complete the material testing for the 2005 Street Resurfacing Program. All of the proposals also included references of past work and qualifications of the personnel who will be evaluating the material samples. Based on a review of the proposals, Material Testing Laboratories offers the best overall services for the cost. Material Testing Laboratories has previously completed material testing for the Village in conjunction with previous Street Resurfacing Programs and their work has been acceptable. Material Testing Laboratories has successfully completed work on many similar projects for the Village of Palatine and the Village of Arlington Heights and appears to be well qualified to complete the required work. Recommendation The quantities listed in the proposal are estimated quantities based on averages from previous years and prorated for the anticipated work for this year. Many factors can influence the actual quantities for material testing, especially weather and unanticipated soil conditions. Therefore, I recommend that the proposal from Material Testing Laboratories be accepted at the March 15, 2005 Village Board meeting for the full budgeted amount of $51,500.00. FARLEY AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: MARCH 4,2005 SUB AREA #1 BUILDING ASSESSMENT SUBJECT: Attached is a proposal from DLK under which they would conduct an assessment of the historical/economic feasibility of preserving some of the structures within the Sub-Area. DLK will also develop a concept plan as to how preserved buildings could be integrated in to a larger redevelopment scenario. The study does not include a structural assessment of individual buildings. I think it is safe to assume that any buildings that might be proposed for preservation will require extensive renovation and infrastructure upgrades. I will bring it forward for approval at the March 15 Board meeting. " MEJ/rcc r DLK February 15, 2005 David Strahl, Assistant Village Manager Village of Mount Prospect 80 South Emerson Mount Prospect, IL 60056 RE: Downtown Study Area Letter of Proposal Dear Dave, DLK Civic Design is pleased to have this opportunity to continue our relationship with the Village of Mount Prospect by providing consultant services for assessing building preservation/reuse and development opportunities for the area of Downtown Mount Prospect bounded by Busse Avenue to the north, Main Street (IL Route 83) to the east, Northwest Highway (lL Route 14) to the south, and Wells Street to the west. This area will, hereinafter, be referred to as the Study Area. DLK has been able to observe the significant and positive changes that have occurred in the downtown area over the last few years and we admire and support the direction of redevelopment that the downtown area is experiencing. We understand that there are several significant buildings whose preservation may be important for a variety of reasons. Among these significant structures are sites that present opportunities for infill development. We also understand that the fabric of this area, both now and in the future, is of vital importance to the Village and its residents. DLK pledges to work closely with Village Staff to provide recommendations that are grounded in economic feasibility and cognizant of the importance of maintaining the historic integrity of the Study Area within the context of the overall downtown area. The degree to which redevelopment within the Study Area can be successfully blended with existing structures will influence the perception of the downtown area and the Village of Mount Prospect as a whole. Scope of Services DLK will acquire base plans from the Village as well as any additional archival materials available from Community Development, Public Works and the Historic Society. DLK will engage in field observation within the study area. During the field observations, DLK will make a comprehensive photographic inventory of all buildings within the Study Area. DLK will also perform a visual-based analysis of all buildings in the study area to determine their overall condition and suitability, although this exercise is not meant to fully assess structural stability and may need to be augmented with the ability to view the interiors of certain key buildings. DLK envisions a final deliverable of three schemes that would consider various degrees of infill height, scale and resultant densities. These sketches will be reviewed with Village Staff in two meetings. Each of the sketches will be converted to a massing study that will illustrate the Study Area in a) Plan View and b) 3-D Perspective View. It is important to stress that these will be massing studies, as the degree of illustrated detailing on the buildings (i.e. doors, windows, balconies, rooflines, façade materials, projections, etc.) will be limited to ensure that the consideration of the three schemes stays focused on mix and density and not on visual preference of design type or style. This goal in no way lessens the importance of the look and appearance that redevelopment within the Study Area may pursue - it merely reflects that such considerations will naturally follow at a later stage. The three schemes will be presented to the Plan Commission and the Village Board for their review and input. Following presentations to these two groups, DLK will meet with Staff in order to assess the reaction to the three schemes. DLK will then prepare a summary report that illustrates the process and results of the project. This deliverable will represent the culmination of services for this project. The deliverable may also be provided in PowerPoint format for future use by Village Staff, if desired. Professional Fees DLK has calculated the amount of hours necessary to complete the tasks described in the Scope of Services. Fees for this project will have a not-to-exceed amount of $14,400 (Fourteen Thousand Four Hundred Dollars). Supplemental services or attendance at meetings in addition to those cited above will be performed at the request of the Village and will be performed on a time and materials basis or for negotiated lump sum fee. The services of this letter of proposal do not include Engineering, Materials Testing, Market Analysis, Economic Impact Analysis, Cost Estimation, Construction Documents, and the like. Reimbursable Expenses for items necessary to the performance of the work will be invoiced in addition to the Professional Fees. Reimbursable expenses for the project will have a budgeted amount of $1,000 (One Thousand Dollars). Time of Performance DLK estimates a time of performance of this project of approximately four to six weeks. Obtaining meeting times with the Plan Commission and Village Board may prolong the time of performance in order to get the DLK presentations on their respective agendas. General Conditions Invoicing will occur at the completion of work. As the client, the Village of Mount Prospect has the right to abandon the project at any time.
