RESOLUTION NO. 12-83
A RESOLUTION CREATING A CABLE TELEVISION PUBLIC ACCESS
COMMISSION FOR THE VILLAGE OF MOUNT PROSPECT
WHEREAS, the Mayor and Board of Trustees of the Village of
Mount Prospect have entered into a Franchise Agreement for
the construction and operation of a Cable Television System
within the corporate limits of the Village of Mount Prospect;
and
WHEREAS, the Cable Television System is scheduled to be
available to all residents of the Village of Mount Prospect
by Aúgust 1, 1983; and
HEREAS, in accordance with the Cable Television Franchise
granted by the Village of Mount Prospect, numerous public
access channels will be provided as a menas of communications
and expression for community groups, institutions and
'ndividuals within the Mount Prospect community; and
WHEREAS, the Mayor and Board of Trustees of the
ount Prospect believe that initially a process
education is necessary in order to make members

1HEREAS, the Mayor and Board of Trustees believe it to be
in the best interests of the Village of Mount Prospect to
creat a Commission for the purpose of promoting the various
Cable Television Public Access Channels.
OW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF .
RUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
ECTION ONE: That a Commission comprised of Mount Prospect"
esidents be established, which Commission shall be established
or a period of two (2) years, from May 1, 1983, through.

ECTION TWO: That said Commission shall be known as the
"Mount Prospect Cable Television Public Access Commission".
ECTION THREE: That the primary purpose of the Mount Prospect
able TeleVlsion Public Access Commission shall be to encourage
he use of the public access channels to include the widest
ossible range of institutions, groups and individuals.
ECTION FOUR: The duties and responsibilities of the
ount Prospect Cable Television Public Access Commission shall
e as follows:
To promote the use of local Public Access Channels;
Educate the community to the potential services and
uses of Cable Television;
Relay the communication needs and concerns of the
community to the President and Board of Trustees of
the Village of Mount Prospect;
Inform the public of rules and regulations relative to
use of Cable Television facilities and equipment for
production of public access programming;
Develop standards and procedures for a grant program
to fund community programming projects;
Recommend to the President and Board of Trustees of the
Village of Mount Prospect whether or not the Commission
should be disbanded at the end of the initial two year
period or if a need exists for continuation.

ECTION FIVE.~: That the Mount Prospect Cable Television
ublic Access Commission shall consist of a Chairman and
our (4) Commission members, as appointed by the President
ith the consent of the Board of Trustees of the Village of
ount Prospect, for terms of two (2) years each, or until
uch time as a successor has been duly appointed and qualified.
ECTION SIX: That this Resolution shall be in full force
nd effect from and after its passage and approval in the
anner provided by law.
