Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS Phone 847/870-5656 Ext 303 MINUTES November 2, 2000 PRESENT: MARIE COTTEN, Secretary CHRISTOPHER LENZ, Commissioner CLAUDE BJORK, Commissioner ROBERT McKILLOP, Commissioner Commissioner Lenz called the meeting to order at 4:48 p.m. Commissioner Lenz, with respect to the passing away of Chairman Henry (Hank) Friedrichs on October 24, 2000, expressed his appreciation for the wonderful service Hank gave to the job of BOFPC Chairman and stated he will be missed by all. The Commissioners then held a moment of silence in memory of Chairman Friedrichs. A motion was made by Commissioner Lenz and seconcied by Commissioner Bjork to make Commissioner Cotten, as BOFPC Secretary, Acting Chairperson for the business of running this meeting. Upon roll call: Ayes: Nays: Abstain: Lenz, Bjork, McKillop None Cotten Motion carried. Commissioner Bjork raised the question of who wants to be Chairman. Commissioner Lenz replied, "1 do." In response to Commissioner Bjork's request for his qualifications Commissioner Lenz reported the following: 1 ) He has become involved with the Illinois Fire & Police Commissioners Association, and has attended their Conferences for three years, twice a year. Also, he has completed their certification classes. He has become familiar with not only the Fire and Police Chiefs, but also the supervisors and rank and file of each department. He is a former-Police Officer and currently works ill Corporate Security. 2) 3) Commissioner Lenz reported he had reviewed the BOFPC Rules and Regulations and came up with a job description for Chairman - calls meetings, runs meetings as indicated in the Rules & Regulations, page 3, section 8, presents an annual report of the activities of the Commission to the Mayor and Board of Trustees, acts as a Liaison between the Commission and the Chiefs and the Commission and the Mayor and Board, and conducts swearing-in ceremonies. Commissioner Lenz also indicated he wants to address the issue of diversity in the Fire and Police Departments. Commissioner Lenz stated he believes in a more open process among the Commissioners, as well as the Village, and would call regular monthly meetings, provide agendas and minutes to the Mayor and Board, and provide notification and invitations to swear-ins. He feels the Commission needs to become more involved in the recruitment process of both departments, and he would undertake a complete review of the Rules & Regulations in conjunction with the State Statutes. A motion was made by Commissioner McKillop and seconded by Commissioner Bjork to elect Christopher Lenz as Chairman of the Board of Fire and Police Commissioners. Upon roll call: Ayes: Nayes: Abstain: Cotten, Bjork, McKillop None Lenz Motion carried. Commissioner Cotten asked newly elected Chairman Lenz to take over the chairing of the meeting. Chairman Lenz and Commissioner McKillop reported on the value of attending the Illinois Fire & Police Commissioners Association Conferences, as well as being certified by the Association. Chairman Lenz indicated certification is not required. Chairman Lenz reminded the Commissioners the police written test will take place on Sunday, November 5, the physical agility on Sunday, November 12, and the oral interviews will be scheduled November 16, 17, 20, 21, 27 with the possibility of eliminating the 17th, depending on the number of applicants. The monthly meetings could begin in 2001. ~ Chairman Lenz reported he will be requesting a copy of the Village Ordinance establishing the Board of Fire and Police Commissioners, copies of the State Statutes and the Home Rule Ordinance, updates on department activities from the Fire and Police Chiefs, a monthly status on personnel, and also a statistical breakdown on each department based on race, gender, rank and number of employees. Chairman Lenz indicated he would have Jan Daley prepare a letter from the Commission thanking the Honor Guard for the excellent presentation they provided for the wake and funeral of BOFPC Chairman Henry Friedrichs. Commissioner McKillop asked Chairman Lenz to cover the question of the Commission being advised of retirement parties. Chairman Lenz replied that with regular monthly meetings being held, the Commissioners would be aware oJ this type of activity. He stated "Officer of the Year" awards ceremonies, employee quinquennial anniversary Board meetings, etc. will be attended by Commission representative{s), but as far as retirement parties it will be up to the Commissioners to decide if they will attend. Chairman Lenz reported he will be meeting with Chief Pavlock and, hopefully, Chief Figolah on Wednesday to determine what their expectations will be. A short discussion was held on filling the vacant position on the Commission and also the terms of office for Chairman and Commissioner. The Chairman is elected annually and the Commissioners fill three-year terms. Each year the Mayor has the right to either reappoint or not reappoint a Commissioner. Commissioner Cotten reported the Commission needs to vote for a secretary annually in May.
