Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS Phone 847/870-5656 Ext. 303 MINUTES November 16, 2000 PRESENT: CHRISTOPHER LENZ, Chairman MARIE COTTEN, Secretary CLAUDE BJORK, Commissioner ROBERT McKILLOP, Commissioner CLYDE BROOKS, Commissioner THOMAS DALEY, Deputy Police Chief Chairman Lenz called the meeting to order at 5:30 p.m. Chairman Lenz welcomed and introduced Reverend Clyde Brooks who is filling the vacancy created in the Commission by the death of Henry Friedrichs. Reverend Brooks, who is a Pastor of a Church on the Westside of Chicago, gave a brief synopsis of his background and stated he is looking forward to working' on the Commission and being a positive contributor. A motion was made by Commissioner Bjork and seconded by Commissioner Cotten to accept the minutes of the open meeting of July 17,2000. Ayes: Lenz, Cotten, Bjork, McKillop Nays: None Abstained: Brooks Motion carried. A motion was made by Commissioner McKillop and seconded by Commissioner Bjork to accept the minutes of the executive session of July 17,2000. Ayes: Lenz, Cotten, Bjork, McKillop Nays: None Abstained: Brooks Motion carried. A motion was made by Commissioner McKillop and seconded by Commissioner Bjork to accept the minutes of the open meeting of November 2,2000. Ayes: Lenz, Cotten, Bjork, McKillop Nays: None Abstained: Brooks Motion carried. Chairman Lenz distributed background information to assist the Commissioners in preparing for a review of the BOFPC Rules and Regulations next year at the first meeting of the BOFPC. He reported the first item on that agenda will be to establish a procedure on how to go forth with this review. The second item will be an update from Chief Figolah on the lieutenants promotional exam and the search for a vendor. The following documents were distributed to the Commission: 1) Job descriptions for Patrol Officer and Sergeant 2) Organizational chart for the entire Police Department, including civilians 3) Operational rank listing showing gender and race 4) List of officers who are on probation. D/C Daley explained that probation for an officer having prior police officer experience is exactly two years. Those officers who do not have prior police experience begin their probation after graduating from the training academy and being certified by the state. This results in a two and a quarter year probation. D/C Daley also reported that there have been a couple of times when medical conditions kept an officer out of work for six months or longer, thereby extending their probation. There have also been one or two extensions of probation because of problems with the officer. 5) Recruit officer testing update for last test (April, 2000), including cost. Chairman Lenz indicated one of the reasons he requested this update was to show the Commissioners the financial impact the BOFPC has on the Village. 6) Grievance Procedure. D/C Daley had highlighted wherever the BOFPC is talked about in the Collective Bargaining Agreement. Chairman Lenz explained this matter came up because the Fire Department is currently negotiating an agreement and the disciplinary procedures are on the bargaining table. He recently met with Fire Chief Figolah, Deputy Fire Chief Malcolm, Police Chief Pavlock, Deputy Police Chief Daley, and Police Commander Condon on this subject. Deputy Chief Daley reported the firefighters could bargain away discipline before the BOFPC and go to an Arbitrator instead. Chairman Lenz stated the Illinois Association of Board of Fire and Police Commissions says this is a bad idea. Chairman Lenz is working with Village Manager on where the Village is going with this matter. 6) EEOC Plan 7) Village Ordinance establishing the BOFPC 8) Update by the BOFPC Association on cases and pending legislation that affects this Commission. Chairman Lenz reported the idea of the Commission obtaining uniform items from the Police and Fire Departments such as t-shirts, jackets, etc. is frowned on by the Chiefs. However, he suggested coming up with some type of polo or golf shirt, monogrammed at the Commissioners' expense to be worn at certain events. The Commissioners selected the first Tuesday of the month at 5:30 p.m. as their regular monthly meeting, to begin with the first Tuesday in February, 2000. They will meet in the Police 2nd floor Administrative Conference Room. .. A motion was made by Commission McKillop and seconded by Commissioner Cotten to go into Executive Session for purposes of reviewing Oral Interview questions for police applicants. Ayes: Lenz, Cotten, Bjork, McKillop, Brooks Nays: None The Commission went into Executive Session at 5:50 p.m. Chairman Lenz reconvened in Open Session at 5:55 p.m. A motion was made by Commissioner Bjork and seconded by Commissioner Brooks to return to Open Session.
