Northwest Highway Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS Phone 847/870-5656 Ext. 303 MINUTES December 13, 2000 PRESENT: CHRISTOPHER LENZ, Chairman MARIE COTTEN, Secretary CLAUDE BJORK, Commissioner ROBERT McKILLOP, Commissioner CLYDE BROOKS, Commissioner THOMAS DALEY, Acting Police Chief MICHAEL FIGOLAH, Fire Chief JOHN MALCOLM, Deputy Fire Chief Chairman Lenz called the meeting to order at 5:32 p.m. A motion was made by Commissioner McKillop and seconded by Commissioner Bjork to accept the minutes ofthe open meeting of November 16,2000. Ayes: Lenz, Cotton, Bjork, McKillop, Brooks Nays: None Motion carried. A motion was made by Commissioner McKillop and seconded by Commissioner Cotten to accept the minutes of the Executive Session of November 16, 2000. Ayes: Lenz, Cotten, Bjork, McKillop, Brooks Nays: None Motion carried. A motion was made by Commissioner Bjork and seconded by Commissioner Brooks to accept the minutes ofthe meeting of November 21,2000. Ayes: Lenz, Cotten, Bjork, McKillop, Brooks Nays: None Motion carried. A motion was made by Commissioner Bjork and seconded by Commissioner McKillop to go into Executive Session for an update on the Police Officer Candidates. Ayes: Lenz, Cotten, Bjork, McKillop, Brooks Nays: None Motion carried: ,~ The Commission went into Executive Session at 5:34 p.m. Chairman Lenz reconvened in Open Session at 5 :44 p.m. A motion was made by Commissioner Bjork and seconded by Commissioner Cotten to direct that letters be sent to Mr. O'Connell and Mr. Wertepny that they do not meet the standards of the Commission and will be dropped from the testing process. Ayes: Lenz, Cotten, Bjork, McKillop, Brooks Nays: None Motion carried. Chairman Lenz asked the Commissioners to call Jan Daley with their calendars so that Oral Interview dates can be scheduled for the remaining 23 police applicants in the pool. FIRE LIEUTENANTS ELIGIBILITY LIST EXPIRATION Chairman Lenz explained the Fire Lieutenants Eligibility List was 3 years old in June 2000. The Commission voted to extend it indefinitely since the department was not prepared to test for a promotional list and wanted to have a list in case it was needed. In the 2001 budget the department has the approval for 3 additional lieutenants and it may have a need for a 4th. Chief Figolah has asked the Commission to expire the list and he is prepared to go forth with the testing. Chairman Lenz reminded the Commission the normal practice is to extend the list for six months, which is outlined in the BOFPC Rules and Regulations. That would have been December 1, 2000. A motion was made by Commissioner Cotten and seconded by Commissioner Bjork to expire the Fire Lieutenants Eligibility List as of December 13,2000. Ayes: Lenz, Cotten, Bjork, McKillop, Brooks Nays: None Motion carried. Commissioner McKillop stated that in the future when this matter comes up he would like to recommend that a closing date be specified and not left open because it renders confusion, and could render a little bitterness on candidates who think they will make promotion before the list expires. Chairman Lenz agreed and indicated it is his intention to not do an indefinite extension, just on an "as needed" basis. Chief Figolah reported that what happened is they were looking to hold the list because they were in the process of promoting a Captain and wanted to hold it until they filled that position. They did not want to cheat someone out of the opportunity to move up. Also, the death of Hank Friedrichs also added to the extension. Chief Figolah informed the Commission the department is currently in need of 2 or 3 additional Lieutenants and probably will see somewhere between 2 to 3 retirements, so they are looking at possibly 6 openings. '^ Chief Figolah proceeded to give a review of the Fire Lieutenants Promotional Test. He explained that a few months ago they were unhappy with the written test and were given an okay by the Commission to search for a new testing agency. Chief Figolah reported they have found an agency out of Sacramento, California. He then referred the Commission to a chart explaining the changes being made to the whole testing process (see attached) and reviewed each change with the Commissioners. Chairman Lenz encouraged the Commissioners to meet with either Chief to go over the different phases of the promotional process as it is very interesting. He recommended learning more about the merit and efficiency points and stated the simulator exercise is a fascinating thing to sit in on. He would recommend only one of the Commissioners at a time attend as the quarters are cramped. Chief Figolah indicated they would like to start the testing process with putting out the notice next Monday, December 18, 2000, and should be posting an eligibility list on February 9, 2001. Shortly after that the department will be ready to promote at least three Lieutenants from this list. A motion was made by Commissioner McKillop and seconded by Commissioner Bjork to approve the Fire Lieutenants Promotional Test as described. Ayes: Lenz, Cotten, Bjork, McKillop, Brooks Nays: None Motion carried. Chief Figolah provided a copy of the Fire Department's Annual Report to each Commissioner.
