Northwest Highway Mouñt Prospect, Illinois 60056 MINUTES April 4, 2001 PRESENT: CHRISTOPHER LENZ, Chairman MARIE COTTEN, Secretary CLAUDE BJORK, Commissioner CLYDE BROOKS, Commissioner ABSENT: ROBERT McKILLOP, Commissioner Chairman Lenz called the meeting to order at 5:45 p.m. A motion was made by Commissioner Brooks and seconded by Commissioner Bjork to accept the minutes of the open meeting of January 22, 2001. Ayes: Lenz, Cotten, Bjork, Brooks Nays: None Motion carried. A motion was made by Commissioner Bjork and seconded by Commissioner Cotten, to accept the minutes of the Executive Session of January 22, 2001 . Ayes: Lenz, Cotten, Bjork, Brooks Nays: None Motion carried. A motion was made by Commissioner Bjork and seconded by Commissioner Brooks to accept the minutes of January 24, 2001. Ayes: Lenz, Cotten, Bjork, Brooks Nays: None Motion carried. A motion was made by Commissioner Bjork and seconded by Commissioner Cotten to accept the minutes of February 21, 2001. . .. Ayes: Lenz, Cotten, Bjork Nays: None Abstain: Brooks Motion carried. POLICE/FIRE OATH OF OFFICE Chairman Lenz read the current Police/Fire Oath of Office to the Commissioners, explaining he feels the second paragraph which reads, "I also swear that I am not now a member nor do I intend to become a member of any organization intent upon the subversion or the overthrow of the legal government of this country. If is archaic and should be deleted. He reported he has spoken to BOFPC Attorney Buzz Hill about this matter. Mr. Hill said deleting the second paragraph is not a problem and this change just needs to be approved by the Commission at its next meeting. After a short discussion a motion was made by Commissioner Brooks and seconded by Commissioner Bjork to accept the revised Police/Fire Oath of Office. Ayes: Lenz, Cotten, Bjork, Brooks Nays: None Motion carried. A motion was made by Commissioner Cotten and seconded by Commissioner Brooks to go into Executive Session to discuss police/fire personnel. Ayes: Lenz, Cotten, Bjork, Brooks Nays: None Motion carried. The Commission went into Executive Session at 5:51 p.m. Chairman Lenz reconvened in Open Session at 6:00 p.m. Chairman Lenz reported the number one candidate on the Police Officer Eligibility Register II, Dirk Ollech, will be sworn in April 12, 2001 at 10:00 a.m. All the Commissioners are invited to attend. The last three individuals to be sworn in the Police Department have all graduated from the Training Academy. Officer Kanupke received high honors. All three are in field training and on the street. Chairman Lenz indicated the Fire Department will be presenting their new hire process for the Commission's review at the May BOFPC meeting. He further indicated the Commission will then look at the Police Department's new hire process after a new Police Chief is hired. That should be followed by a review of the Fire Department's Lieutenants promotional testing and the Police" Department's Sergeants promotional testing. '. REVIEW OF BOFPC RULES & REGULATIONS Chairman Lenz led the Commission in a review of the BOFPC Rules & Regulations adopted July 29, 1997 and amended July 13, 1998. It was noted the date was not changed on the Chairman's signature page when the amendment took place and still reads July 29, 1997. Chairman Lenz noted an election of a Chairman and a Secretary should be held at the first meeting in May. Also Chapter 1 "Meetingslf Section 5 A. should be changed from regular meetings being be held on the second Monday of each month to the first Tuesday of each month. A discussion was held on Section 11 "Annual Report and Budget. If It was decided to table this Section until the Commissioners are further' along in the review process. Chairman Lenz reported the Mayor would like the Commission to address the issue of diversity in the Fire and Police Departments. Chairman Lenz stated that in addition to the notices and ads that are sent out announcing new hire testing for the departments, members of the Commission, the Fire and Police Departments and/or Village Administration need to go out and recruit minorities at various colleges for instance.
