Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS Phone 847/870-5656 Ext. 303 MINUTES September 4, 2001 PRESENT: CHRISTOPHER LENZ, Chairman MARIE COTTEN, Secretary CLAUDE BJORK, Commissioner CLYDE BROOKS, Commissioner ABSENT: ROBERT McKILLOP, Commissioner Also present were Fire Chief Michael Figolah, Police Chief Richard Eddington, Deputy Police Chief Kevin Condon, and Attorney Buzz Hill (arrived at 5:50p.m.). Chairman Lenz called the meeting to order at 5:35p.m. A motion was made by Commissioner Brooks and seconded by Commissioner Cotton to accept the minutes of the open meeting of 8-7-01. Ayes: Lenz, Cotten, Brooks Nays: None Abstained: Bjork Motion carried. FIRE DEPARTMENT BACKGROUND CHECKS Chief Figolah reported to the Commission that he met with Chief Eddington regarding background checks for new fire applicants. The Police Department has agreed to do the background checks using the same procedure they use for police candidates. The completed backgrounds will go to the Fire Chief and BOFPC Chairman for review. . Chief Figolah told the Commission..that the Fire Department's Administrative Assistant has resigned, which is causing a set back in completing the new hire application. FIRE DEPARTMENT PROMOTIONAL PROCESS CHANGE Chief Figolah is requesting a change in the BOFPC Rules & Regulations for Lieutenant promotion testing requiring a candidate to have a minimum of Fire Officer I, which requires 200 hours of classes. This would not be effective until the 2004 testing. The purpose of this would be to give members time to prepare. Attorney Buzz Hill said this would not be a problem. Mr. Hill will come back with the language in the rules and regulations before the next meeting. There was also discussion on Mount Prospect being home rule and where the Commission gets their authority. Mr. Hill explained that home rule allows the Village Board to give the Commission the ability to hire and fire. Chairman Lenz asked for news on the rank and file. Chief Figolah said there were still two (2) left on the Lieutenant list. Chief Eddington said he would like to delay starting the testing process until the end of the year. He would also like to find people within our department to help with recruiting. Sixteen people have already expressed interest in recruiting. More effort will be placed at the high school level to focus on juniors and seniors so they will gear their college education in the direction of police. POLICE DEPARTMENT PROMOTIONAL READING LIST Chief Eddington referred to the packet the Commissioners received on the Merit Employment Assessment Services, Inc. The Chief mentioned there were several reading lists and he would like the Commission to add the lists to include this theory of promotional process. He would like to disseminate the reading lists to eligible officers as soon as the Commission approves them. Chairman Lenz defers to the Chief to select the reading list and the Commission will support him. Commissioner Brooks asked if other departments have used the reading lists successfully. Chief Eddington will check into this. There was discussion on how long have we have used Merit Employment Assessment Services. Commissioner Brooks would like to know more about the organization. Deputy Chief Condon told the Commission that Lazer only runs a portion of the assessment and Lazer has been used for a while. .. There was a discussion as to why the Fire Department stopped using Tyler. Normally there was no problem, but they had an issue with the development of the test. Tyler was asked not to put certain items on the test, but still did and it caused problems. Commissioner Brooks asked if they are under contract. There is no contract; it is on a test to test basis. Chairman Lenz said he has no problem looking into other companies. Chairman Lenz commented that both departments had excellent supervisors. Chief Eddington will pick a list using the most relevant books and books on community oriented policing. He would also like to send the list out before the next meeting. Chairman Lenz mentioned the IFPCA legislation and there was discussion regarding the proposed legislation. Chief Figolah said that there is a legislative luncheon scheduled that fire chiefs were invited to attend and the promotion legislation would be one of the topics.
