MINUTES
August 6, 2002
Meeting was called to order at 5:35 p.m.

Chairman Lenz asked for any comments or questions on the minutes of the June 4, 2002 open
meeting. Commissioner Brooks made a motion to accept the minutes of the June 4, 2002
meeting. Commissioner Cotten seconded the motion.

Nays: None Motion Carried
Chairman Lenz asked for any questions or comments on the minutes of the July 18, 2002 open
meeting. A motion was made to accept the minutes by Commissioner Cotten and seconded by
Commissioner Bjork

Nays: None
Abstain: McKillop Motion Carried
The order of the agenda was changed to accommodate the Police Department.
FIRE DEPARTMENT NEW HIRE TEST
Distributed: Fire Department Brochure and Applications
Fire Chief Figolah discussed the applications for the new hire test, which was advertised the
weekend ,of Aug\J,~tc.~xcApplicationsare~_heing accepted untiL September 12th at 4:45 p.m.
Currently, 200 applications have been given out. The Fire Department has partnered up with
Malcolm X College, which has turned out to be a good experience. Their staff is promoting the
test and distributing the applications. New for this test is the applications may be mailed in and
there is no $10 fee. The written exam will be given at both Malcolm X College and Prospect
High School on September 21st at 10:00 a.m. Commissioner Brooks asked if there was a break
down of the characteristics for the 200 applications. Fire Chief Figolah said they have identified

where the applications are being distributed from so there will be a break down at the end. The
physical ability test will be at NIPST A on October 19th and a Commissioner will need to be
present. Oral Interviews will be held sometime between November 4th and November ih, which
will be determined by the Board. The final eligibility List is to be posted on November 15th.
A brochure for this test was developed by Chris Hill, which is being distributed to all fire
departments and colleges.
The Fire Chief asked for direction from the Board on a candidate that will have 60' semester
hours on September 19th which is after the applications due date, September 1th. The Board
agreed that the applicant must have 60 semester hours by September 1th.
COMMISSION ON ACCREDITATION FOR LAW ENFORCEMENT AGENCIES
(CALEA)
Chief Eddington introduced Chief Andrew Scott of the Boca Raton Police Department, the Head
of the team from the Commission On Accreditation For Law Enforcement Agencies (CALEA).
Chief Scott briefly explained CALEA and their interest in the BOFPC and the role the Board
plays in hiring of police officers. He introduced the other assessors, Deputy Chief Templeton
from the Bristol Tennessee Police Department and Captain Savage from the Greeley Colorado
Police Department. Chief Scott also said the Mount Prospect Police Department is a
professional organization that the Village should be very proud of. He also said the fact that the
Commission is focusing on minority recruiting is important to CALEA. .
Chairman Lenz thanked the assessors for being here. He briefly explained the purpose of the
Board of Fire and Police Commissioners. He told the assessors that BOFPC has made minority
recruiting a top priority. Although the BOFPC is making every effort inthis regard, progress has
been slow.
POLICE DEPARTMENT SERGEANTS TEST
The sergeants test is on schedule. There are 21 candidates taking the test. Arrangements were
made for Officer Weger to take the test at his military base.
A letter from MEAS concerning the test validation issue was handed out to the BOFPC for future
discussion.
Chairman Lenz expressed concern about not completing the merit and efficiency process prior to
the written test. At the request of the Commissioners, if the merit and efficiency is not
completed prior to the written test, MEAS will be contacted and advised to exclude sharing the
test results with the Chief until this is completed. .
POLICE DEP ARTMENT~OTHER BUSINESS
There will be a sergeant opening as ofthe next commander promotion. No officer opening.
Arrangements have been made for the return to duty of Sergeant Thomas Lopotko from
disability. This has occurred outside the BOFPC's jurisdiction.

Chairman Lenz requested the information on salaries and benefits ITom Officer Specht to be
sorted according to salary and then by population in order to see where Mount Prospect ranks.
Chairman Lenz asked for a motion to go into executive session for the purpose of discussing
personnel matters. A motion was made by Commissioner Mc Killop and seconded by
Commissioner Claude Bjork.

The meeting reconvened at 6:01 p.m.
FIRE DEPARTMENT MERIT AND EFFICIENCY PRESENT A TION
Fire Chief Figolah gave an overview of the merit and efficiency process. He passed out an
information book, which spells out the process. Buzz Hill, BOFPC Attorney and Chief Cavello
initiated this merit and efficiency process. It is basically the same as the one the Police
Department uses. Candidates will be sent to the Assessment Center first. This will be followed
by the merit and efficiency process, which is completed by the department's three captains.
The Chief explained the matrix that is used to score candidates. Extensive discussion followed
involving questions from the BOFPC being answered. .
FIRE DEPARTMENT OTHER BUSINESS
Chainnan Lenz asked Chief Figolah about staffing. At this time there are no openings and no
promotions. There are still three left on the list. Total fire department personnel are 69 sworn.
Chainnan Lenz thanked Mr. & Mrs. Ardent for attending the meeting and asked if they had any
questions.
With no further business, a motion was made by Commissioner Brooks to adjourn the meeting.
Commissioner Cotten seconded the motion.
