Northwest Highway Mount Prospect, Illinois 60056 BOARD OF FIRE AND POLICE COMMISSIONERS Phone 847/870-5656 Ext. 303 MINUTES September 3, 2002 Meeting was called to order at 5:30 p.m. Present: Commissioner Christopher Lenz, Chairman Commissioner Marie Cotton, Secretary Commissioner Claude Bjork Commissioner Clyde Brooks Commissioner Robert McKillop Chief Richard Eddington, Police Department Chief Michael Figolah, Fire Department Deputy Chief John Malcolm, Fire Department Chairman Lenz asked for any comments or questions on the minutes of the August 6, 2002 open meeting. Commissioner Bjork made a motion to accept the minutes of the August 6, 2002 meeting. Commissioner Cotten seconded the motion. Ayes: Lenz, Cotten, Bjork, Brooks, McKillop Nays: None Motion Carried The order of the agenda was changed to accommodate the schedule of the Fire Chief. FIRE DEPARTMENT UPDATE There are no openings for lieutenant or firefighter. The Fire Department is currently accepting applications until September 1ih. Chief Figolah passed around an e-mail from Chris Hill that showed the breakdown for the Fire Department applications. A total of 806 applications have been distributed so far (275 through Malcolm X College, 153 from the database, 135 through the police desk, 110 from the bureau, 61 through the Fire Administration, 20 at the various stations). Applications are being accepted until September 1ih at 4:45 p.m. The written exam will be given at both Malcolm X College and Prospect High School on September 21st at 10:00 a.m. and commissioners will be needed at both locations. A commissioner will also. be needed for the physical ability test, which is held at NIPST A on . October 19th at 8 :00 a.m. to 1 :00 p.m. Chairman Lenz agreed to coordinate commissioner attendance at both the written test and the physical ability test. Chief Figolah and Deputy Chief Malcolm left the meeting to attend a dedication. Page 2 of 3 POLICE DEPARTMENT UPDATE Chief Eddington reported that the Police Department has an officer assigned to the midnight shift considering an offer from another department. In anticipation, the Chief is sending two individuals on the Police Officer Eligibility list for the polygraph and psychological testing. REVIEW OF THE MERIT EMPLOYMENT ASSESSMENT SERVICES LETTER Chairman Lenz said the letter from the Merit Employment Assessment Center did not impress him. The Police Chief summarized the letter as an attempt to defend their position statistically on a testing process we are not happy with. He also asked the BOFPC to consider directing him to look into several other testing options for the future. Chairman Lenz said a Request For Proposal would need to be done. Then presentations by these companies would be done for the BOFPc. All the Commissioners agreed the process should be started now. Chairman Lenz asked for a motion. Commissioner McKillop made a motion to direct the chiefs to present a Request For Proposal to the BOFPC in January 2003. Commissioner Brooks seconded the motion. Ayes: Lenz, Cotten, Bjork, Brooks, McKillop Nays: None Motion Carried POLICE DEPARTMENT OTHER BUSINESS Chief E4dington presented an update on the Sergeants exam. The written test results and merit and efficiency points have been totaled. Chairman Lenz pointed out that the merit and efficiency was done prior to the written test. There is a list of eight eligible officers, but there were ten people with a score above 80. It was mentioned that in the past the BOFPC had expanded that number if they so choose. The rules and regulations read only the top eight candidates proceed to the assessment center. None of the current commissioners remember the list being expanded. The commissioners agreed to stay with the rules and regulations. Commissioner McKillop mentioned that he had been unaware of the Public Hearing for the Commission on Accreditation for Law Enforcement Agencies (CALEA). He would have liked to attend the hearing. Chief Eddington said comments could still be sent to CALEA, and he would forward the address. Chairman Lenz felt the topics discussed by the commission when the CALEA reviewers visited made a positive impression on behalf ofthe department. REVIEW OF BOFPC FUTURE MEETING DATES AND TOPICS -. Chairman Lenz asked Chief Eddington if the BOFPC did not have äfoimalmeeting for-the-resf of the year, would this present a problem. The Chief said only the approval of the sergeants list, which will be on or about the 1 st of October. Chairman Lenz mentioned that he would not be able to attend the regularly scheduled October meeting. Commissioner McKillop said he felt all the commissioners should be present for the approval. It was agreed that a special meeting would be called on or about October 2nd. Chairman Lenz recommended not holding a regular meeting in November because ofthe Fire Department oral interviews. " Page 3 of3 OTHER BUSINESS The Illinois Board of Fire and Police Commissioners is looking for commissioners to join their Executive Committee. Chief Eddington presented information from Buzz Hill on a change in the Rules and Regulations to be considered at a future meeting. Commissioner McKillop mentioned the two ceremonies being conducted in the Village on September 11 th. With no further business, a motion was made by Commissioner Brooks to adjourn the meeting. Commissioner Cotten seconded the motion.
