I, CALL TO ORDER - ROLL CALL il. ACCEPTANCE OF MINUTES OF JANUARY 27, 1998 Ill. CITIZENS TO BE HEARD IV. PEER JURY UPDATE In September 1996, the Village Board discussed and approved the creation of a local Peer Jury system in Mount Prospect. Residents Barb Korkoron and Jill Friedrichs were appointed as Peer Jury Coordinator and Assistant Coordinator respectively. Mount Prospect Police Officer Klm Nagel was designated as Police Department liaison to the Peer Jury. Thereafter, extensive interviews were undertaken to identify prospective youth Peer Jurors and on December 12, 1996, the Mount Prospect Peer Jury met for the first time. During 1997, 43 juvenile offenders were referred to the Peer Jury with a total of 679 hours of community service completed. Only two juveniles failed to complete the program and were subsequently petitioned to Juvenile Court. Peer Jury Coordinator Barb Korkoron and Officer Klm Nagel would like to provide the Village Board with an overview of the program's operation over this first year which by everyone's account is an overwhelming success. V. I-AW ENF(~RCEMENT BLOCK GRANT APPLICATION STATUS Dudng 1997, the Police Depadment made application for a monetary Block Grant Award through the Bureau of Justice Administration (BJA). Mount Prospect was subsequently awarded a Grant totaling $16,320, which could be used for the purchase of equipment or technology directly related to basic law enforcement functions. The Department proposed to use the funds for the initial purchase of a new generation in-cer computer work station. This laptop/modem configuration would take the place of the existing Mobile Data Terminals (MDTs) which have been in Police Patrol cars for the last 15 years. Pdor to recetving any of the BJA Block Grant funds, the Department was required to form an Advisory Board made up of various segments of the community In order to review the proposed allocation of the Grant funds and make non-binding recommendations to the Police Chief. Deliberations of the Advisory Board have been completed and they have unanimously endorsed the recommended equipment purchase. NOTE: ANY INDMDUAL WHO WOULD LIKE TO ATTEND THIS MEETING BUT BECAUSE OPA DISABILITY NEEDS SOME ACCOMMODATION TO PARTICIPATE, SHOULD CONTACT THE VILLAGE MANAGER'S OFPICE AT 'fO0 SOUTH EMERSON, MOUNT PROSPECT, ILLINOIS The purpose of Tuesday evenings' discussion is to review both staff's recommendation and the Advisory Board's endorsement and seek the Village Board's concurrence. If such concurrence is given, then a required Public Hearing will be held during the regular Village Board meeting on February 17, 1998. Chief Pavlock will be present to answer questions and facilitate discussion. VI. CRIMINAL APPREHENSION AND BOOKING SYSTEM (CABS) UPDATE_ During the 1997 discussion regarding the Capital Improvement Plan and again during the 1998 Budget discussions, the Police Department requested, and the Village Board approved, funding in the amount of $20,000 for the purpose of participating in the Cook County CABS project. CABS is an arrestee booking system that uses livescan technology for fingerprint taking and digital imaging technology for mug shot photography. The Cook County CABS system will be a networked system that will be interconnected with the State's Attorney's Office, the Courts, and all State and Federal criminal history data banks. The Cook County Sheriff's office was recently informed that their Grant application for Federal funding has been approved and the system could be operational by July 1998. The Sheriff's Department is asking each participating municipality to adopt an appropriate Intergovernmental Agreement and pay.its local share for the project. The Police Chief overwhelmingly endorses Mount Prospect's participation in this effort. The CABS system should make the Department's arrest processing and offender identification efforts less time- consuming and more accurate. The attached information package provides additional detail and includes a copy of the Intergovernmental Agreement. If the Village Board agrees with the staff recommendation, the Intergovernmental Agreement can be placed on the February 17, 1998 Village Board Agenda for official consideration. Chief Pavlock will be in attendance to answer questions and facilitate discussion. VII. MAJOR CASE ASSISTANCE TEAM (MCAT) MEMBERSHIP For several years, there have been discussions among area Police Chiefs regarding the need to form a multi-jurisdictional major case unit, When the 1993 Brown's Chicken murders occurred, many governmental agencies were involved in the subsequent investigative effort. This incident underscored the need for an organized, intergovernmental framework through which to undertake the investigation of serious crimes. In response, 13 municipal agencies in the northwest suburbs, the Cook County Sheriff's Police and the Illinois State Police are in the process of banding together to form a Major Case Assistance Team (MCAT). MCAT will be an intergovernmental organization for pooling Police resources in the event the investigative demands of a serious crime exhaust the resources of an individual participating agency. Participating Police Chiefs have met numerous times dudng the past two years to develop the MCAT proposal. At this time, an Intargovemmental Agreement and Bylaws have been drafted; Investigators from each Agency have been selected and have begun participating in monthly training activities. An operational plan is currently under development which will cover the actual workings of the Major Case Assistance Team. Suburban communities have had a long history of intergovernmental cooperation in the delivery of both common (water) and specialized (hazardous matedal response) services to residents on a regional basis. The creation of MOAT is a natural progression in the evolution of intergovernmental assistance. With the continuing urbanization of the suburbs, the need for MCAT becomes more apparent every day. Both Chief Pavleek and Village Attorney have been instrumental in the drafting of the major MCAT documents. Under the proposed organizational structure, Chief Pavlock and I will sit on the MCAT Board of Directors. Staff recommends that the Village Board authorize membership in MCAT. The attached information package provides additional background information and contains a copy of the Intergovernmental Agreement and Bylaws. LOCAL THEFT AND RETAIL THEFT ORDINANCES '[-ne Police Chief is recommending that the Village Board consider the adoption of local theft and retail theft Ordinances that would supplement State Theft Statutes and give the Police Department more discretion in handling juvenile and young adult theft offenses. Currently, the only option for Police Officers is to either "station adjust" a juvenile offender or file charges under State Statutes. In either case, the outcome of proceeding along these two paths is often less than desirable. Station adjustment carries little or no deterrent effect, while a State filing either re, suits in too harsh a result or a finding of supervision. The ability of Patrol Officers to write a local offense would provide a third alternative that approaches a middle ground between the two extremes. The attached memorandum from Chief Pavlock outlines the circumstances under which a local Theft and Retail Theft Ordinance might be utilized. As you will see, the scenarios involve either juvenite or young adult offenders where the "right amount" of deterrent effect might be critical in persuading a first-time or petty offender from becoming a repeat offender.
