HomeMy WebLinkAboutOrd 5107 05/02/2000 ORDINANCE NO. 5107 AN ORDINANCE AMENDING ORDINANCE NO. 5095 ESTABLISHING A SISTER CITIES COMMISSION Passed and approved by the President and Board of Trustees the 2nd day of May, 2000 Published in pamphlet form by authority of the corporate authorities of the Village of Mount Prospect, Illinois, the 3rd day of May, 2000 4/6/00 4/13/00 ORDINANCE NO. 5107 AN ORDINANCE AMENDING ORDINANCE NO. 5095 ESTABLISHING A SISTER CITIES COMMISSION WHEREAS, on March 22,2000, the corporate authorities of the Village of Mount Prospect approved the passage of Ordinance No. 5095 which establishes a Sister Cities Commission to recommend pollicies and establish programs for the Village's padicipation in the Sister Cities International Organization. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That Chapter 5 of the Village Code of Mount Prospect, as amended, and entitled "Creation and Membership", is hereby further amended by deleting the first paragraph of Section 5.1502 and adding a new paragraph which shall be and read as follows: "Sec. 5.1502 CREATION AND MEMBERSHIP. There is hereby created a permanent Commission, which shall be known as the Sister Cities Commission of the Village, consisting of fifteen (15) members, a majority of whom shall be residents of the Village, and one (1) member shall be a Village Trustee. The members of the Sister Cities Commission shall be appointed by the Village President with the consent of the Board of Trustees. In addition, the Village President shall serve as an ex officio member of the Sister Cities Commission." SECTION TWO: That this Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form in the manner provided by law. AYES: Lohrstorfer, Prikkel, Wilks, Fadey NAYS: Hoefed, Skowron ABSENT: Corcoran PASSED and APPROVED this 2"d Cities, Apr 2000.doc Declaration of Friendship On this the 19th Day of May 2000, we, the Village of Mount Prospect and the City of Sevres Decree a Sister City affiliation to establish greater friendship and promote understanding between the peoples of our two cities. We Proclaim, in the name of citizens, that this affiliation will deepen the friendship and respect between our two cities and promote the cultural heritage of both cities. In witness thereof, we affix our signatures to this declaration. OFFICIALPROTOCOLBETVVEEN MOUNT PROSPECT AND SEVRES The Village of Mount Prospect is a member of Sister Cities International and adheres to the policies of this organization. The Sister City concept was inaugurated by Dwight D. Eisenhower, President of the United States in 1956 to establish greater friendship and understanding between the peoples of the United States and other nations through the medium of direct personal contact. ARTICLE 1 Mount Prospect and Sevres engage in this relationship with the following understanding: · Neither city nor committee will engage in the internal affairs of either community. · The twinning is a cultural instrument without prejudice or partisan concerns. It is neither political nor religious in nature. · Any gestures of good will, irrespective of its origin, opinions or their purpose, will be considered. ARTICLE 2 Participation in the twinning is free and not for the purpose of making money. ARTICLE 3 The exchanges are based on an agreement of reciprocity. ARTICLE 4 Exchange participants are responsible for the costs of transportation to the sister city. The host city agrees to provide housing, food and local tours for a predetermined period of time to officially sanctioned delegates from the sister city. ARTICLE 5 Participating volunteer host families shall not receive remuneration for costs associated with providing lodging, meals and local tours. ARTICLE 6 The exchanges are primarily for human and cultural interactions, but we are open to other projects which may be mutually agreed upon. Teachers, students, government officials and employees, business people, church people, medical personnel and citizens of both communities have opportunities to travel and participate in exchanges. ARTICLE 7 The exchanges are intended to promote cultural awareness and bilingualism, promote improved wodd relationships and to provide opportunities for people to participate in internships. ARTICLE 8 Every proposed project shall define those responsible for the project, the financial arrangements, the dates when the project shall take place and the expected outcome or goal. All proposed projects shall be reviewed and approved by each city and each Sister City Committee. ARTICLE 9 People responsible for the two cities and the two committees will meet every two years to review the situation and agree on future programs.
