Information
The Police r r P-38 is budgeted for replacement in 2019. This vehicle, which is utilized as a
front line patrol vehicle, is a 2014 Dodge Charger II-wheel drive pursuit vehicle with approximately 90,,541 miles.
Replacement Pqlfty
Squad P-38 was evaluatedutilizing Public is detailed comprehensive replacement policy. The policy uses a point-
basedcriterion that rates the following four ( ) majorfactors: mileage, repair and maintenance (R&M) costs, and
condition the body/mechanical c s. A pointtotal equaling or exceeding eleven ( ) out of sixteen ( )
indicates vehicle should be replaced.
Squad P-38 scored a total of fourteen (1 ) points, which indicates that the vehicle is recommended for replacement.
This vehicle has exceededits life expectancy (14 points) and major repairs will be needed if service life is extended
any longer based on current conditions. A copy of the Public Works Vehicle Evaluation Forms (Exhibits , B,, and Q
are attached.

The Village is a member of the Northwest Municipal Conference (NWMC), which has pricing available through the
Suburban Purchasing Cooperative (SPC). The Dodge Charger all-wheel drive pursuit vehicle is included in the 2019
Joint Purchasing Contract #149. This is a publicly bid contract that satisfies the procurement requirements of the
Village of Mount Prospect Purchasing Policy.
The police department has utilized Dodge Charger's in its fleet for 5 years, primarily as front line patrol vehicles,
during which time it has proven itself to be a reliable vehicle. The Dodge Charger has all-wheel drive, which has been
invaluable during times of inclement weather.
Funding for the replacement of squad P-38 is provided in the 2019 Annual Budget on page 423 of the Community
Investment Program section and listed under account 061.60-90-00.1-708.660.003. The total budgeted amount for
this purchase is $42,000, which reflects the price of the vehicle as well as the electronics, emergency lighting, and
vehicle markings. A copy of the 2020 Dodge Charger price sheet listing the vehicle equipment is attached.
The Dodge Charger in replaced will be sold through the GovDeals.com Internet auction.
Alternatives
1. Accept the Suburban Purchasing Cooperative bid for the purchase of one (1) 2020 Dodge Charger all-wheel
drive pursuit vehicle from Napleton Fleet Group in an amount not to exceed $42.,000.
2. Action at the discretion of the Village Board.

Staff recommends acceptance of the Suburban Purchasing Cooperative joint bid results for the purchase of one (1)
2020 Dodge Charger all-wheel drive pursuit vehicle from Napleton Fleet Group in Oakbrook Terrace,, Illinois and the
purchase and installation of emergency lighting, a prisoner cage, and communication equipment in an amount not to
exceed $42,000.00
