Information
In the current budget, there are funds available to replace vehicle 4513. This vehicle is a 2001 International model
4900 35,000 lbs Gross Vehicle Weight Rating (GVWR) dump truck with snow and ice control equipment. This truck is
used by the Public Works Department maintenance crews to haul miscellaneous materials, such as asphalt, black dirt,
sand, stone, etc. to job sites throughout the Village. This truck is also equipped with snowplows, salt spreader, and
pre-wetting equipment for winter snow and ice control.
This vehicle has been evaluated utilizing our detailed comprehensive replacement policy. This policy uses a point-
based criterion, which rates the following four (4) major factors: Age, mileage, repair & maintenance (R&M) cost, and
condition of the body/mechanical components. A point total equaling or exceeding eleven (11) out of sixteen (16)
indicates that the vehicle should be recommended for replacement.
This vehicle scored a total of thirteen (13) points; a high rating indicating replacement. The vehicle condition
evaluation form and summary report have been attached as Exhibits A and B respectively. Additionally, life cycle cost
analyses are included in Exhibit C. Photographs of both the existing and proposed replacement vehicles are also
attached.
The current truck has a double "C" channel frame construction and has rust between the two channels. This rust will
eventually cause the frame to crack and lose the necessary strength needed to carry heavy loads. At the time when
we purchased these trucks we had to have both "C" channels to meet the weight limits when the truck is loaded with
heavy materials. The new proposed chassis will have a heavier single "C" channel frame construction eliminating the
future rust problem between the channels.

The current book value of the existing vehicle is $10,000. Estimated repair costs exceed the value of the vehicle.
Replacement Recommendation
The proposed replacement vehicle is an International Model MV607 cab and chassis. It will be configured with a
dump body, snow plows, salt spreader, pre-wet equipment, and a 900 gallon water tank.
Most recent dump truck purchases have been the Peterbilt platform. However, the primary operational use for this
truck (besides wintertime snow and ice control), is brush chipping and plant material watering. These tasks are
better served by a lower profile truck that Peterbilt does not offer. International offers a lower profile truck that best
addresses the primary tasks while also facilitating snow and ice control equipment.
The engine and emission problems that plagued previous International trucks have been addressed by the use of a
Cummins manufactured engine. The engine mounted in the proposed International purchase is the same engine
currently featured in Peterbilt trucks.
This proposed replacement vehicle is available for purchase through the Sourcewell joint purchasing cooperative;
formerly known as National Joint Powers Alliance. The Sourcewell contract is publicly bid and satisfies the Village's
public bidding requirements. The local vendor for this contract is Rush Truck Centers of Illinois, Inc.
Delivery of the new cab & chassis is expected within approximately 180 days of order. The vehicle being replaced will
be sold through the GovDeals.com Internet auction.
Alternatives
1. Accept Sourcewell joint bid results for the purchase of one (1) International MV607 cab and chassis.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends the Village Board accept the Sourcewell bid contract award #081716 and authorize the purchase fo
one (1) new 2021 single axle International model MV607, cab and chassis from Rush Truck Center of Chicago, Illinois
at a cost not to exceed $79,861.
