Recommended Action Staff concurs with the recommendation of the Transportation Safety Commission. The
Transportation Safety Commission recommends the Village Board enact ordinances
amending prohibitions on rights turns, except for buses, from Rand Road to Louis Street
between 6 AM and 9 AM as well as 3:30 PM and 6:30 PM, Monday through Friday;
amending prohibitions on left turns from Louis Street to Rand Road between 6 AM and 9 AM
as well as 3:30 PM and 6:30 PM, Monday through Friday; and enacting an ordinance
prohibiting northbound traffic on Louis Street continuing across Rand Road to the Menards
parking lot entrance.

Information
The Transportation Safety Commission transmits their recommendation to modify existing turn restrictions at the
intersection of Louis Street and Rand Road.
Louis Street is a local neighborhood street with connections to Central Road and Rand Road. In recent years there
have been an increase in traffic volume and vehicle speeds associated with motorists avoiding the Rand-Central-
Mount Prospect intersection. It is believed that a significant amount of cut thru traffic are motorists traveling to and
from the Kensington Business Park.
Staff implemented a series of trial traffic-calming measures on Louis Street in 2018 in response to resident concerns
of speeding and cut thru traffic. These measures included expanding the evening turn restrictions at Louis Street &
Rand Road, installing a warning sign with programed flashing lights to deter cut thru traffic, installing permanent
speed feedback devices, and adding pavement markings.
The purposes of the traffic-calming measures are to reduce vehicles speeds and volume on Louis Street between
Central Road and Rand Road.
The Transportation Safety Commission asked staff to perform a post-study in 2019 and provide the results to the
residents and Commission.

Daily traffic volume has reduced approximately 40% along Louis Street since implementing the traffic-calming
measures. The recorded 611 and 660 vehicles per day (two study locations along Louis Street) are more
representative of a typical residential street in Mount Prospect. The expanded timeframe restricting right turns from
Rand Road onto Louis Street in the evening has helped to reduce traffic. Continued Police enforcement will be the
most effective means to deter violators and cut thru traffic.
Average speeds have reduced 4 - 5 mph along Louis Street. The recorded 23 and 24 mph average speeds (two study
locations along Louis Street) are more representative of a typical residential street in Mount Prospect. The speed
feedback devices have helped to reduce speeds, particularly the high end speeds. In the 2017 study, an average of
132 vehicles were traveling over 35 mph daily on Louis Street near Henry Street. The May 2019 study showed an
average of 6 vehicles were traveling over 35 mph daily.
The issue was presented to the Transportation Safety Commission at their September 9, 2019, meeting. No residents
were in attendance. The Commission agreed the expanded evening turn restrictions at Louis Street & Rand Road, and
the speed feedback devices have helped to reduce traffic volume and speeds that are more representative of a typical
residential street in Mount Prospect. They determined the trial traffic-calming measures have been successful and
should be made permanent.
In addition, they directed staff to perform another post-study 6 - 12 months after completion of the Mount Prospect
Pointe development.
The Commission also asked the Police Department to continue emphasizing enforcement.
By a vote of 7-0, the Transportation Safety Commission recommends to approve the following:
1. Amend the existing ordinance prohibiting right turns from southeast bound Rand Road onto Louis
Street from 6:00-9:00 AM & 4:00-6:30 PM Monday-Friday, excluding buses, to
prohibiting right turns from southeast bound Rand Road onto Louis Street from 6:00-9:00 AM & 3:30-
6:30 PM Monday-Friday, excluding buses (Section 18.2002).
2. Amend the existing ordinance prohibiting left turns from northbound Louis Street onto Rand Road
from 6:00-9:00 AM &4:00-6:30P M Monday-Friday, excluding buses, to
prohibiting left turns from northbound Louis Street onto Rand Road from 6:00-9:00 AM & 3:30-6:30
PM Monday-Friday, excluding buses (Section 18.2002).
3. Enact an ordinance prohibiting northbound traffic on Louis Street at Rand Road from continuing
thru to the Menards driveway (Section 18.2017).
Alternatives
1. Enact an ordinance modifying turn restrictions at the intersection of Louis Street and Rand Road.
2. Action at discretion of Village Board.
Staff Recommendation
Staff concurs with the recommendation of the Transportation Safety Commission. The Transportation Safety
Commission recommends the Village Board enact ordinances amending prohibitions on rights turns, except for buses,
from Rand Road to Louis Street between 6 AM and 9 AM as well as 3:30 PM and 6:30 PM, Monday through Friday;
amending prohibitions on left turns from Louis Street to Rand Road between 6 AM and 9 AM as well as 3:30 PM and
6:30 PM, Monday through Friday; and enacting an ordinance prohibiting northbound traffic on Louis Street continuing

BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF

SECTION ONE: That Section 18.2002, "SCHEDULE II — "PROHIBITED TURNS," of Chapter
18, "Traffic," of the Village Code, as amended, is further amended by inserting the following:

The meeting of the Mount Prospect Transportation Safety Commission was called to order at 7:00 p.m.
on Monday, September 9, 2019.

APPROVAL OF MINUTES
Chairman Kuehlthau,seconded by Commissioner Tortorello,moved to approve the minutes of the regular
meeting of the Transportation Safety Commission held on April 8, 2019. The minutes were approved by
a vote of 6-0 with Commissioner Prosperi abstaining.
Commissioner Prosperi, seconded by Superintendent Moe, moved to approve the minutes of the regular
meeting of the Transportation Safety Commission held on June 10, 2019. The minutes were approved by
a vote of 5-0 with Chairman Kuehlthau and Commissioner DeAragon abstaining.

A. Louis Street Traffic Post-Study
1) Background
The Village of Mount Prospect implemented a series of traffic calming measures on Louis Street in
2018 in response to resident concerns of speeding and cut through traffic. The purposes of the traffic
calming measures are to reduce vehicles speeds and volume on Louis Street between Central Road
and Rand Road. The Village Transportation Safety Commission asked that the Engineering Division
perform a post-study in 2019 and provide the results to the residents and Commission.
Traffic Calming Measures
1. Expanded the evening turn restriction timeframe to 3:30pm —6:30pm for eastbound Rand Road
onto southbound Louis Street.
2. Expanded the evening turn restriction timeframe to 3:30pm—6:30pm for northbound Louis Street
onto westbound Rand Road.
3. Installed a warning sign with programmed flashing lights at Louis Street & Rand Road to deter
violations and cut thru traffic.
4. Installed NO THRU TRAFFIC signs on Louis Street at Central Road and at Rand Road.
5. Installed SLOW signs reminding motorists to obey the speed limit.
6. Installed permanent speed feedback devices on Louis Street at Henry Street.
7. Installed pavement markings on Louis Street at Rand Road to reduce speeds of vehicles turning
right from Rand Road onto Louis Street.
8. Prohibited cross traffic from Louis Street to Menards and vice-versa with signs.
Volume &Speed Data
Traffic data was collected in 2017 on Louis Street prior to implementing the traffic calming measures,
and then again in May 2019. One traffic counter was located north of Central Road (0 block) and one
traffic counter was located south of Rand Road (200 block). In summary,

Crash History
The Police Department provided crash reports for accidents from June 2018 to May 2019 after the
traffic calming measures were installed on Louis Street.

Resident Survey
As part of the post-study, surveys were sent to 65 residential properties and one business property
along Louis Street between Central Road and Rand Road to solicit their input on this issue. A total of
21 surveys (32%) were returned to the Village. The Village received 26 surveys (39%) as part of the
original 2017 study before implementing the traffic calming measures. In summary, residents who
returned a survey have not perceived there to be a noticeable difference in traffic volume and speeds
on Louis Street.
2) Analysis
Daily traffic volume has reduced approximately 40% along Louis Street. The recorded 611 and 660
vehicles per day are more representative of a typical residential street in Mount Prospect. The data
does not show a particular timeframe that had a dramatic reduction compared to other times of the
day. The traffic volume is consistently lower throughout the day. The expanded timeframe restricting
right turns from Rand Road onto Louis Street in the evening has helped to reduce traffic. However,
violations are still occurring and it appears the flashing warning sign may not have a significant impact.
It is not recommended that it be removed at this time but additional study should be done. Continued

expanded evening turn restrictions at Rand Road and the speed feedback devices have helped to
reduce traffic volume and speeds that are more representative of a typical residential street in Mount
Prospect. It is recommended the Police Department continue to provide enforcement of the turn
restrictions and speed limit to reduce cut through traffic and speeding.
4) Discussion
Traffic Engineer Lawrie provided a presentation on the issue. He summarized the results of the post-
study and provided the Engineering Division's recommendations.
Commission members were pleased to see lower traffic volume and speeds since implementing the
traffic calming measures. They acknowledged that unfortunately no one was in the audience to speak
about the project. Commissioner Prosperi noted that one of the resident surveys asked that another

traffic study be done on Louis Street after completion of the Mount Prospect Pointe development on
Rand Road at Henry Street. He supported this request to see if there is a change in traffic volume and
speeds. There was support for another traffic study from the Commission members.
Commissioner Prosperi made a recommendation to not make any further changes to Louis Street at
this time and to perform another traffic study 6—12 months after completion of the Mount Prospect
Pointe development including installation of the traffic signal at Rand Road.
The motion was seconded by Chairman Kuehlthau.
The motion was approved by a vote of 7-0.
B. Henry Street Parking Restriction
1) Background
Mount Prospect Pointe is a new development under construction at the intersection of Rand Road
and Henry Street. Construction includes a Texas Roadhouse restaurant, Buona Beef restaurant, and
Tile Shop. There will be a new traffic signal system on Rand Road that will provide access to the
development as well as Walmart on the opposite side of the road. There will also be a right-out only
driveway on Rand Road as a secondary access. On Henry Street,there will be a right-in only driveway
east of Edward Street. Construction of a median island on Henry Street in front of the driveway will
discourage vehicles from turning left into the site as requested by nearby residents and approved by
the Village Board of Trustees. With the construction of a median island, parking will need to be
prohibited on both sides of the street so that traffic can safely travel by the island.
2) Analysis
Henry Street is approximately 31' wide (back-of-curb to back-of-curb). The median island is 6' wide
with curb&gutter,and the travel lanes are 10'wide. The narrow lane width is designed to slow traffic
along the street. The median island is approximately 75' long. Parking will need to be prohibited on
both sides of the street beyond the limits of the median island to allow traffic to safely maneuver
without being impeded by parked vehicles.
3) Recommendation
The Engineering Division recommends to prohibit parking on the north side of Henry Street from a
point 35' west of the centerline of Edward Street to a point 180' east of the centerline of Edward
Street. Parking is also recommended to be prohibited on the south side of Henry Street from Edward
Street to a point 180' east of the centerline of Edward Street.
4) Discussion
Traffic Engineer Lawrie provided a brief presentation on the issue. He summarized the existing traffic
conditions and described the recommended parking restriction.
Commissioner Prosperi asked the purpose of the proposed NO U-TURN sign on Henry Street per the
diagram. Traffic Engineer Lawrie said it is to discourage eastbound motorists on Henry Street from
traveling past the median island and then turning around in the street to turn right into the site.
Commissioner Prosperi suggested the sign be moved to the median island to make it more visible.

Commissioner Tortorello asked if the same turn restrictions at Louis Street and Rand Road were also
in place at Henry Street and Rand Road. Traffic Engineer Lawrie said they are and would remain in
place to discourage cut through traffic in the neighborhood.
Superintendent Moe suggested installing temporary NO PARKING signs on Henry Street until the
developer could install permanent signs. Traffic Engineer Lawrie responded the developer has already
installed temporary signs to prevent trade workers from parking near the median island and site
driveway.
Commissioner Prosperi made a recommendation to approve the parking restriction as presented by
Traffic Engineer Lawrie.
The motion was seconded by Commissioner DeAragon.
The motion was approved by a vote of 7-0.
COMMISSION ISSUES
Commissioner DeAragon inquired as to when the 1700 block of Carib Lane is scheduled for resurfacing.
Traffic Engineer Lawrie said he would discuss it with the Project Engineer who oversees the resurfacing
program for the Village and follow-up with Commissioner DeAragon.
Chairman Kuehlthau inquired as to the status of the proposed crosswalk improvements at Central Road
& Emerson Street. Traffic Engineer Lawrie said he recently met with IDOT to discuss the engineering plans
and hopes they will be approved soon so the Village can move forward with construction.
Traffic Engineer Lawrie mentioned the traffic calming measures on Forest Avenue are under construction
and should be completed in the next month. He also noted the Village recently received an Invest in Cook
grant from Cook County in the amount of approximately $460,000 to assist with design engineering for
the Rand-Central-Mount Prospect intersection project. Finally, Traffic Engineer Lawrie thanked
Superintendent Moe in his effort to complete the streetscape improvements along Prospect Avenue this
summer.
ADJOURNMENT
With no further business to discuss, the Transportation Safety Commission voted 7-0 to adjourn at 7:46
p.m. upon the motion of Chairman Kuelthau. Commissioner Tortorello seconded the motion.
