Public Content Information The Village assisting single ily property owners experiencing private property flooding for many years. The assistance has consisted of consulting with the resident obtain nr I scope of the problem, performing detailed survey of the site and adjacent properties as necessary, and providingdrainage site plan designedt minimize flooding the site. Village f s prepared over 300 drainageI in the past 20 years. Due increased r frequency and intensities however, a backlog79 sites has developed awaitingthe preparation of a drainage site plan. At the direction of the Village Board,, staff is seekingthis time to enter into a contract with consulting design firm to preparedrainage site plan designsreduce the backlog. Proposal The Village solicitedTechnical and Cost Proposals from six ( ) engineering consulting firms to providedesign engineering services for the private property site plans. Each firm was asked to submit s part of their proposal the following information for the preparation of site r i plans for 46 locations: • Resumes of key personnel and related experiencesimilar type projects • Summary of the firm"firm"s approach to the project • Project schedule • Staff hour estimate and cost proposal for major phases of work Tasks that are identified erfor include: • Coordinatea Project Kick-OffMeeting with Village Staff. • Perform it it survey of topography,, utilities, and right-of-way features of the site and adjacent sites s necessary. https://go.boarddocs.com/il/vomp/Board.nsf/Private?open&login 1/3 10/2/2019 BoardDocs®Pro Prepare the draft drainage plans on the provided base maps and submit to Village Staff for review. Revise the plans per Village Staff comments and submit the final plans. Prepare a summary of quantities for each of the final plans and submit to the Village with the final plans. Identify any other agency permits that will be required to construct the improvements fore c the final plans. The Village received Five (5) submissions. The five (5) consulting firms" Technical were reviewed on the basis of their understanding of our goals and their methodology of the design process. They were rated (with a maximum score of 100 points) according to these specific categories: project team, relevant experience, project approach, project schedule, work effort, and proposal content. Cost proposals were requested from all firms to perform the tasks as identified in the Request for Technical and Cost Proposals. A summary of these costs is provided below. Bono Consulting,, Inc. has put together a very strong project to with experience in the design of single family home drainage plans. They have prepared over 30 site plans for single family development projects in Mount Prospect which the Village staff has approved for permit. They have demonstrated a clear understanding of the principles needed to effectively minimize flooding risks on private property. Staff recommends to take advantage of the reasonable cost per site and award the contract up to the available eta of $95,000, which will provide the ability to complete an additional 15 site plans (total of 61 sites) which will reduce the site plan backlog to 18 sites. Alternatives 1. Accept Bono Consulting proposal for Private Property Drainage site plan design. 2. Description of process to accompli Private Property Drainage inagPlans—Mount Prospect-9.12.19 that this is not a boundary survey nor is it a comprehensive topographic survey of the entire yard. There may be some low spots between the grid shots and our survey is not intended to pick up every shallow depression on the site. We were not planning to photo document the site nor locate.eveary landscape planting. We have assumed that we can perform the survey work without being required to schedule the exact date and time with the resident. We have assumed the lots are a standard size of 50 by Io. Some lots in the village are sig iflcantly larger and may require additional time to sin-vey. Atter the topo survey is completed, either by BCI for the Group A sites or by the Village for the Group B saes,vire will prepare a simple drainage improvement plan for the site.The fist option would be to design an overland dram* age s vale from the rear yard around the side of the house and out to the street. If the rear yard is lover than the front sidewa ,then overland flow will not work. to that event we will design a rain garden with an area drain in the rear yard and show a storm sewer connection out to the Village sever main. The Village example shows the sever line to be directionally bored. From our experience,that will be approximately twee the cost of a conventionally excavated sewer trench. If the residents are paying for the inaprovement,they would most likely prefer the excavated trench. We will provide a draft drainage plan to the Village, address your comments and finalize } the plans. If there is a significant change to the plans from the review,for example to move the serer or swale to the opposite side of the house,haat would be an additional service. After the plan has been finalized we will prepare a summary of quantities for each site. W recommend that this task be eliminated. We will also identify any other agency peas that may be required to construct the impr vement .If the street is under the,jurisdiction of EDOT or Cook County Dept. of ffigh vays,then a permit grill be required for any work in the riga of way. If the storm sewer is under the jurisdiction of IIT or Cook County Dept. of Highways a surer connection would most likely not be allowed. If the site is in the floodplain the work would need a pern it from the Metropolitan Water Reclamation District. to .projected number of hours to complete the project by site type. The assistance has consisted of : 1. Staff consults with the resident to obtain a general scope of the problem. 2. Staff performs a detailed survey of the site and adjacent properties as necessary. 3. Staff provides a drainage site plan designed to minimize the flooding on the site. The Village has prepared over 300 drainage plans in the past 20 years. Due to the increased storm frequency and intensities however, a backlog of sites has developed. The Village is seeking a consulting engineering firm to prepare the design plans to reduce the backlog. The Village Staff will continue to initiate contact with the resident and assess the site to determine if a drainage plan is necessary. The Village will provide a base map (Exhibit C)from our GIS to the consultant to be used as the base sheet for each of the drainage plans. The base maps will be in AutoCAD format. The Village will also provide typical details utilized in the program. At a minimum,the following tasks shall be included in the consultant's scope of services. Additional tasks, at the consultant's recommendation,will be considered by the Village. 1. Coordinate a Project Kick-Off Meeting with Village Staff. 2. Perform a detailed field survey of topography, utilities, and right-of-way features of the site and adjacent sites as necessary. 3. Prepare the draft drainage plans on the provided base maps and submit to Village Staff for review. 4. Revise the plans per Village Staff comments and submit the final plans. 5. Prepare a summary of quantities for each of the final plans and submit to the Village with the final plans. 6. Identify any other agency permits that will be required to construct the improvements for each of the final plans. There are typically 2 design solutions. If the yard can drain by gravity to the street or to a storm drain, a grading plan is created. If there is no gravity outlet for the yard, then a plan is created that consists of a rain garden, area drain, 6" PVC pipe directionally bored, a catch basin with restrictor and a connection to the storm or combined sewer system. A typical Grading Site Plan is provided as Exhibit C and a typical Drainage Site Plan is provided as Exhibit D. Additionally, the Village Staff has been working on this backlog for some time, so plans are in various stages of completion.
