APPROVAL OF MINUTES 2.1 Minutes of the Regular Meeting of the Village Board - September 3, 2019 Motion by Paul Hoefert, second by Colleen Saccotelli to approve the minutes of the Regular Board meeting of September 3, 2019 Yea: Paul Hoefert, Richard Rogers, Colleen Saccotelli, Michael Zadel Final Resolution: Motion Carries 3. MAYOR'S REPORT 3.1 EMPLOYEE RECOGNITION — Public Works Department employees celebrating Quinquennial anniversaries The following Public Works employees were recognized and presented with a certificate of appreciation: David Ristow- celebrating 35 years George Eldredge- celebrating 25 years Michael Chen - celebrating 25 years Director of Public Works Sean Dorsey highlighted each of the honored employee's career with the Village. Mr. Dorsey noted Roman Ziemian, celebrating 25 years, was not present. Mayor Pro-Tem Hatzis congratulated and thanked the employees for their service to the Village. 3.2 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. This Ordinance will increase the number of Class F-2 licenses by one (1) BUONA BEEF LLC D/B/A BUONA located at 861 E. RAND ROAD Joe Buonavolanto, Jr.. owner of Buona Beef, stated the Mount Prospect location will be the establishment's 26th location and shared highlights from the menu. Mr. Buonavolanto expressed gratitude for the support he has received from the Village and is looking forward to a lasting community relationship. Yea: Eleni Hatzis, Paul Hoefert, Richard Rogers, Colleen Saccotelli, Michael Zadel Final Resolution: Motion Carries Ordinance No. 6475 3.3 1st reading of an ORDINANCE AMENDING CHAPTER 13 (ALCOHOLIC LIQUORS) OF THE VILLAGE CODE OF MOUNT PROSPECT. This Ordinance will increase the number of Class F-3-V licenses by (1) 1799 S. BUSSE RD. INC. d/b/a/ MORETTI'S RISTORANTE And decrease the number of Class F-3 licenses by one (1) 1799 S. BUSSE RD. INC. d/b/a/ MORETTI'S RISTORANTE located at 1799 S. Busse Road, Mount Prospect, IL. Moretti's representative Jim Early stated that while his business has enjoyed many years of growth, this past year has been challenging due to competition from third party delivery services. CONSENT AGENDA 5.1 List of Bills - August 28, 2019 - September 10, 2019 5.2 Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE AMENDING CHAPTER 11, 'MERCHANTS, BUSINESSES,OCCUPATIONS AND AMUSEMENTS," AND APPENDIX A OF THE VILLAGE CODE OF MOUNT PROSPECT, ILLINOIS. Ordinance No. 6471 5.3 Motion to accept the Suburban Purchasing Cooperative joint bid results for the purchase of one (1) 2020 Ford Explorer All-Wheel Drive Hybrid Pursuit Vehicle from Currie Motors in an amount not to exceed $42,000 Resolution: Accept the Suburban Purchasing Cooperative joint bid results for the purchase of one (1) 2020 Ford Explorer All-Wheel Drive Hybrid Pursuit Vehicle from Currie Motors and the purchase and installation of emergency lighting, a prisoner cage, police lettering, and communication equipment in an amount not to exceed $42,000. 5.4 Waive the rule requiring two readings of an ordinance and adopt an ORDINANCE AUTHORIZING THE SALE OF PERSONAL PROPERTY OWNED BY THE VILLAGE OF MOUNT PROSPECT This ordinance authorizes the sale of surplus vehicles and equipment utilizing GovDeals online auctions. Additionally, staff requests the second reading be waived. Ordinance No. 6472 5.5 Motion to waive the rule requiring two readings of an ordinance and adopt AN ORDINANCE MAKING CERTAIN AMENDMENTS TO THE ANNUAL BUDGET ADOPTED FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2019 AND ENDING DECEMBER 31, 2019. This ordinance adopts amendment #2 for the 2019 annual budget. OLD BUSINESS None 7. NEW BUSINESS 7.1 PZ-19-19 / 139-143 W. Prospect Avenue Suite 201 / 1st reading of an ORDINANCE GRANTING A CONDITIONAL USE FOR 139-143 W. PROSPECT AVENUE SUITE 201 Director of Community Development Director Bill Cooney presented the petitioner's plan to relocate the business from the Chase building to a space located on the second story above Mia's Cantina restaurant on W. Prospect Avenue. Mr. Cooney displayed the site plan and stated this operation does not require additional off-street parking. Mr. Cooney stated staff recommends approval of the petitioner's request for a conditional use. The Planning and Zoning Commission voted to approve the request by a vote of 6-0 on September 12, 2019. VILLAGE MANAGER'S REPORT Village Manager Michael Cassady announced next Tuesday's Committee of the Whole meeting will feature the Village's first discussion on recreational cannabis. Mr. Cassady stated there are resources available on the Village website to help residents understand the Recreational Cannabis Act. Mr. Cassady stated the meeting will begin at 6:00pm. 9. ANY OTHER BUSINESS Trustee Saccotelli expressed gratitude to the Village and the Human Services department for the success of Saturday's Celebration of Cultures event. 10. ADJOURNMENT There being no further business to discuss, Mayor Pro Tem Hatzis asked for a motion to adjourn. Trustee Zadel seconded by Trustee Rogers, moved to adjourn the meeting.
