Information
On May 18, 2019, Public Works sweeper 4504 (2017 Elgin Pelican Three Wheeled Sweeper) was involved in an
accident. The damage to sweeper 4504 was extensive (approximately ). Subsequently., the Village's
insurance carrier, Illinois Risk Management Association (IRMA) has declared the vehicle total financial loss.
Street sweeper 4504 is operated by Public Works staff to clean approximately 150 centerline miles of Village-
owned/maintainedstreets. On average,, all Village streets are swept once every two ( ) weeks. Some areas, such as
the downtown and commuter areas are swept more frequently. Additionally, staff utilizes two ( ) sweepers urin
special events and after accidents on a regular ai c autumn, the entire Villageis swept once each week i
conjunction with the Village's leaf collection program from c r through December. Additionally, during leaf
season, a third sweeper is rented in order to keep pace with the volume work. During the winter months,, streets
are swept as weather permits. Due to the high utilization of sweeper vehicles, staff recommends immediate
replacement of 4504.
Discussion
ourcewell (formally National Joint Powers Alliance ( J )) has a joint purchase bidr (Attachment A) available
for a desired replacement sweeper. The proposed replacement is a 2019 Elginroom Bear, truck chassis sweeper.
Currently, Elgin (sweepermanufacture) has two ( ) 2019 Broomr sweepers in production for a September
delivery date. One ( ) of these units is currently available for purchase. This is fortuitous; the typical delivery time for
new sweeper is nine ( ) months. The ElginBroom r (Attachment ) is a four wheel version of the Elgin Pelican
sweeper that is beingreplaced.

The new proposed Elgin Broom Bear has one of the most powerful and reliable single engine packages in the industry.
The diesel engine has better fuel economy and is cleaner burning due to tighter Tier 4 Final EPA
standards/technology. The dump hopper has a larger capacity of 4.5 cubic yards compared to 3.5 cubic yard capacity
of the current Elgin Pelican. Additionally, thew ter capacity is larger at 360 gallons compared to 220 gallons of the
Pelican platform.
Staff has evaluated the benefits of the truck style chassis and has determined the larger debris hopper, increased
water capacity, and the ability to travel at speeds greater than 18 miles per hour create greater efficiencies in the
sweeping operation. In addition, the suspension is much more effective making operation of the unit easier for end-
users. These factors positively impact sweeping operation by reducing travel time to the section, reducing to the
number of return trips to unload debris and fill thew ter tank.
The anticipated service life of sweeper vehicles is 12 years.
Funding,
The purchase of the new sweeper will cost $267,,586.00. Currently, there is $123,,736.51 existing in the Vehicle
Replacement Fund that can be used towards the purchase of the new sweeper. The remaining $143,849.49 would be
new money. The existing funds are derived from three (3) sources:
1. IRMA determined the current value of the totaled sweeper was $153,385 less the $100,000 deductible provides
the Village $53,385 in funds available for the purchase of the new sweeper.
2. In addition, the totaled sweeper was purchased in 2017 with the Village contributing lease payments to the
Vehicle Replacement Fund. The current Vehicle Replacement Fund balance for the totaled sweeper is
$35,297.09., which will be utilized for the purchase of the new sweeper.
3. Finally, in 2020 Public Works is scheduled to replace flusher truck 2750. Staff has made the decision to replace
the flusher truck with a combination flusher and vacuum truck. This decision will allow staff to sell or trade in
the existing vacuum truck 2725 reducing the fleet by one vehicle. The current combined Vehicle Replacement
Fund balance for flusher 2750 and vacuum truck 2725 is $485,,054.42. The cost to purchase the new
combination flusher/vacuum truck is $450,000. This leaves an excess fund balance of $35,054.42 to be utilized
towards the purchase of the new sweeper.
As stated the total funds available for the purchase of the new sweeper in the Vehicle Replacement Fund is
$123,753.51. The available funds are summarized in the table below.

• The control console, located between the operator stations, provides quick, easy access. All sweep function
switches have tactile-feel surfaces, so operators can work the panel while keeping their eyes focused
forward,for increased productivity and safe operation.
• Dual free-floating gutter brooms that adjust to variable road surfaces, a sweep path of 120 inches (3,048 mm)
with an additional extension of up to 144 inches (3,657 mm)when both brooms are pinned to outer
points, and a powerful free floating direct drive main broom, ensure reliable and complete pickup of debris.
• Superior dust control is maintained with in-cab zone controlled, dual diaphragm water pumps and a
360 gallon (1,363 Q water tank for long sweep times between refills.
• The 4.5 cubic yard (3.4 cu meter) hopper features a double-scissor lifting mechanism that is center
mounted for greater stability and trouble free operation. Dumping height is variable up to 11 feet,
2 inches (3,404 mm) and an 11 inch (279 mm)side shift enables a cleaner more efficient unloading of
material. Optional 5.4 cubic yard (4.1 cu meter) hopper available.

The main broom is attached to a fully floating trailing arm to better
conform to road contours. Performance is optimized using mechanical
main broom suspension that dynamically adjusts to various road
conditions while on-the-go.Lift and lower functions are controlled from
the cab. Main broom arm bearings are sealed, can be re-lubricated
and are self-aligning for self-adjustment when experiencing an uneven
load which decreases wear and increases main broom life.

way motion and protection against damaging impacts. Pneumatic lift
and extension control enhances performance while sweeping within
a 10 foot (3,048 mm) wide path. Steel plate disc construction adds
durability. Broom speed is controlled by hydraulic motors. Broom
speed is constant and matched to the conveyor speed for optimal
loading performance. Automatic settings control down-pressure,
digging-pressure and wear-control. In-cab side broom pressure
' gauges and down-pressure control are standard.

A steel roller chain drives an 11-flight,squeegee-type conveyor to

4 sprockets, which last longer. Conveyor speed is constant and

Conveyor operating height can be raised from the cab up to
3 inches (76 mm) to avoid larger debris and other obstacles.
Conveyor bearings are sealed and self aligning for longer life.

and main brooms is in-cab zone controlled.The self-priming diaphragm pumps(run dry type,40 psi) provide effective
dust control.Three spray nozzles are positioned on each side broom and three on the main broom. Dual water pumps
are standard.
Elgin's exclusive Memory Sweep feature allows the operator to resume all previous sweeper settings, even broom
tilt if so equipped, with one touch control. This feature enhances operator productivity and reduces operator
fatigue. Memory Sweep incorporates a multiscreen display that indicates engine hours and water tank level as
well as system diagnostics. This screen also displays optional features such as broom tilt angle and broom hours.

LIMITED WARRANTY
ELGIN SWEEPER COMPANY warrants each now machine manufatured by it against defects in material and workmanship provided the
machine is used in a normal and-reasonable manner. This warranty is extended only to the original.user-purchaser for a period of twelve
(12)months from.the date of delivery to the original user-purchaser.
ELGIN SWEEPER.COMPANY will.cause to be repaired or replaced,as the Company, may elect., any part or part of such machine which
it
the Company's examination discloses to be defective in material or workmanship.
Repairs or
replacements are to be made at the selling Elgin distributor's location or at other locations approved by ELGIN SWEEPER
COMPANY.
The ELGIN SWEEPER COMPANY warranty shall.not apply to.-
I. Ma'
jor components or trade accessories such.as but not limited to,trucks,engines,tires or batteri.es that have a separate warranty by
the original.manufacturer.
2. Normal ad just eats and maintenance services.
3. Normal.wear parts Such.as but not limited to,broom filters,broom wire, shoe runners and rubber deflectors.
4. Failures resulting frorn.the machine being operated in a manner or for a purpose not recommended by ELGIN SWEEPER
COMPANY.
5. Repairs,modifi-cations or alterations without the consent of ELGIN SWEEPER.COMPANY which.,in.the Company's sole
judgment,have adversely affected the machine's stability or reliability.
6. Items subjected to misuse,negligence, accident or improper maintenance.
The use in.the product of any part other than parts approved byELCAIN SWEEPER.COMPANY may invalidate this warranty.
.ELGIN SWEEPER.COMPANY reserves the right to eten-nine, in its sole discretion, if the use of non-approved parts operates
to invali-date the warranty.
Nothing contained in.this warranty shall make ELGIN SWEEPER.COMPANY liable for loss, injury, or damage of any kind
to any person or entity resulting from any defect or failure in the machine.
TO THE EXTENT LIMITED BY LAW,THIS WAI rliy IS IN'LIEU OF ALL OTHER WARRANTIES, EXPRESS OR.
IMPLIED, INCLUDING WITHOUTLIMITATfON., ANY IMPLIED WARRANTIES OFMERCHANTABILITY AND
FITNESS FOR A PARTICULAR PURPOSE.
This warranty is also in lieu of all other obligations or liabi.lities on the part Cif I1 SWEEPER.COMPANY, including but
not limited to, liability for incidental and consequential damages on.the part of the Company or the seller.
ELGIN SWEEPER COMPANY makes no representation that the,machine has the capacity to perform.any functions other
tban as contained in the Company's written.literature,catalogs or specifications accompanying delivery of the machine.
No person or affi.1-i-ated company representative is authorized to give any other warranties or to assume any other liability on
behalf of ELGIN SWEEPEAR COMPANY in connection with the sale, servicing or repair of any machine manufactured by
the Company.
ELGIN SWEEPER COMPANY reserves the right to make design changes or improvements in tis products without imposing
any obligation upon itself to change or improve previously manufactured products.
