Information
In the current budget, funds are allocated to replace aged and deteriorating Village-owned water main. This work is
pursuant to the findings discussed in the 2017 Water Rate Study, and the Village has been diligently working toward
implementing recommendations within the study. This year's proposed project is scaled to continue a multi-year
process of reducing the life expectancy of water mains from over 600 years to approximately 130 years. The
improvement will increase the reliability and sustainability of the water distribution system.
This proposed project included replacing the existing 12" cast iron water main that runs down Northwest Highway
from Maple Street to Fairview Avenue with a 16" Ductile iron water main. A map of the area is depicted in attachment
A.
The recommendation for this upgrade is derived from a 2008 hydraulic analysis study of the water system.
Completing this improvement will improve conveyance of water to and from the existing elevated tank (near
Northwest Highway and Maple Street) thereby improving operation of the entire water system. In addition, the work
would improve water pressure, volume, and fire flow in the downtown area.
The Village's engineering consultant, Robinson Engineering, prepared four (4) cost estimates for the proposed project,
which vary in scope of work as outlined below. A spreadsheet summarizing these estimates is attached:
1. The first estimate (Estimate #1) was to replace the water main within the IDOT right-of-way on
Northwest Highway. However, due to additional engineering required by IDOT, the water main is to be
encased in a steel sleeve, located at a 10' minimum depth, require significant traffic control, flowable fill

for the abandoned 12" pipe, and thicker pavement. The engineer's estimate to complete this work was
$3,493,464.00.
2. The second estimate (Estimate #2) included using both the IDOT right-of-way and Union Pacific
Railroad right-of-way. The Union Pacific's permit requirements have a minimum of a 6-month plan review
period which will have a significant impact on IDOT's plan to finish Northwest Highway's resurfacing
project by June of 2020. The requirements also call for 1/3 of the new water main to be encased in a
steel sleeve, significant traffic control, a Union Pacific easement flagger, and thicker pavement
replacement. The engineers estimate for this work is $2,863,828.00.
3. The third scenario (Estimate #3) evaluated the feasibility of acquiring conveyance improvements by over
sizing existing mains on Village-owned streets instead of IDOT right-of-way. Analysis indicates that
similar hydraulic improvements are attainable utilizing local roads. This work would add 1,300 linear feet
of 16" ductile iron water main giving us an engineer's estimate of $1,890,723.00.
4. The final estimate (Estimate #4) is to rehabilitate the existing 12" water main utilizing cured-in-place
pipe (CIDP) lining for water mains technology. The estimate to complete this works was $1,565,200.00.
The existing 12" water main on Northwest Highway is at least 70 years old and located entirely within an IDOT right-
of-way. Staff is recommending moving forward with rehabilitating this water main using (CIPP) methods due to its
age, location, and failure rate. Staff then intends to pursue hydraulic improvements by oversizing water main
replacements on Village streets as part of future water main replacement projects.
The CIPP project will install 3,700LF of 12-inch water main lining. Ancillary work will include the removal and
replacement of 12-inch main line valves; installation of access pits; fire hydrant removal and replacement; and
temporary by-pass piping for service connections. Once the new main has been lined, it will be pressure tested and
disinfected in accordance to AWWA standards. The contractor shall then connect new water services by open cutting
the road and auguring to the existing b-box.
The lining process is completed by first cleaning and televising the existing water main. All barnacles attached to the
interior of the pipe, will be removed. When lining the pipe, the contractor will insert a flexible lining tube consisting of
two concentric, tubular felt or woven polyester jackets with a watertight polymeric membrane bonded to the interior
that has been saturated with a thermosetting resin. The liner will be inserted into the water main either by direct
inversion (ASTM F1216) using a head of water or by pulling the tube into place by winching and inflating it by
inversion of a calibration hose (ASTM F1743). The thermosetting resin shall then be cured by circulating hot water or
steam through the tube to cure the resin into a hard impermeable pipe. This process is similar to the CIPP process
the Village has utilized to repair sewer mains since the 1980's. This proposed project will be the Village's first water
main lining project.
Water main rehabilitation utilizing CIPP is an infrastructure renewal methodology approved by the Illinois
Environmental Protection Agency (IEPA). It has been successfully utilized in several public water systems throughout
northeast Illinois including the Villages of Arlington Heights, Glenview, and Buffalo Grove.
Bid Results
The Village's engineering consultant for this project, Robinson Engineering, prepared detailed Plans, Specifications and
bidding documents necessary to facilitate contractual performance of this work. A copy of the bid documents and
project plans are attached.
The bid documents were sent to five (5) area firms who have experience in water main lining projects. The work was
publicly advertised as required.
On August 6, 2019, a non-mandatory pre-bid meeting was held at public works to give contractors an opportunity to
ask questions. Five (5) prime contractors attended the pre-bid meeting.
On August 12, 2019, the bids were publicly opened and read aloud as required by Village Code. The following three
(3) firm's submitted bids:

All bids were reviewed to ensure that the documents had all appropriate signatures, and bid security. All bids were
submitted with requisite documents, security, and signatures.
Based on the review of the bids, reference checks and past projects, the lowest responsible bidder is Sheridan
Plumbing Inc. of Bedford Park, IL. (Sheridan). In addition, reference checks indicated that Sheridan has satisfactorily
completed similar work in other communities. It is the opinion of staff that Sheridan is qualified to successfully
prosecute this proposed project.
Since the project includes underground work, there is a possibility of unforeseen repairs. Staff is requesting a 10%
contingency ($167,737.00) to address any of these unforeseen issues should they arise. A 10% contingency would
bring the project award total to $1,845,112.00 (the $1,677,375.00 base bid plus the 10% contingency of
$167,737.00).
Alternatives
1. Accept lowest cost, responsive bid for 2019 Northwest Highway Water Main Lining Project.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the lowest responsible bid submitted by Sheridan Plumbing Inc of
Bedford Park, Illinois to construct the 2019 Northwest Highway Water Main Lining Project (Northwest Highway from
Maple Street to Fairview Avenue) for an amount not to exceed $1,845,112.00.
