Commissioner Beattie called the meeting toorder at7:OO pm. Commissioner Beattie made motion
seconded by Commissioner Fi|ippone to defer approval of the minutes from the Planning and Zoning
Commission meeting on January 10, 2O19tothe February 14 1», 2019 Planning and Zoning Commission.
The deferral of the minutes was approved 4-0 with Commissioner Mizvvioki and Commissioner Griffin
abstaining, Chairman Donnelly introduced case PZ-24-18asG18E. Golf Road.
Mr. Shallcross gave a brief description of the Subject Property and the surrounding parcels. He stated the
requested proposal is for a Conditional Use to allow an adult daycare facility at the Subject Property, He
summarized Staff's comments regarding the proposal and stated that the proposed use isconsistent with
the Comprehensive Plan as it furthers services available to seniors and is compatible with surrounding
uses.
Mr. ShaUorosssummarized the Conditional Use standards asthe following:
� The conditional use will not have a detrimental impact onthe public health, safety, morals,
comfort orgeneral welfare;

• The conditional use wi I I not be injurious to the use, enjoyment,or va I ue of other properties in the
vicinity orimpede the orderly development ofthose properties;
� • There is adequate provision for utilities, drainage, and design of access and egress to minimize

congestion onVillage streets; and
• The request is in compliance of the conditional use with the provisions of the Comprehensive
Plan Zoning Code, and other Village Ordinances.
Mr. ShaUcross stated, per the Petitioner, the adult daycare will not be a detriment to wrendanger the
welfare of the public. The daycare center will provide quality care and a safe place for seniors in the
community togoduring the day, and itwill utilize anexisting community gathering space,The Petitioner
states that the center will not generate traffic and will operate in harmony with the adjacent properties.
Mr. ShaUcnoss stated that Staff believes the Petitioner's conditional use request complies with the
conditional use standards and is supportive of that request. Other departments reviewed the Petitioner's
proposal and did not object to the use, subject to the One safety concerns being addressed before
occupancy is granted. The proposed use will not be a detriment or endanger the welfare of the general
public.The proposed use complies with the Comprehensive Plan and furthers services available to seniors
in the communi1y.
He explained that Staff finds the adult daycare center meets the conditional use standards subject to
complying with the conditions listed below and that granting such requests would be in the best interest
of the Village. Based on these findings, Staff recommends that the Planning and Zoning Commission make
amotion toadopt staff's findings asthe findings ofthe Planning and Zoning Commission and recommend
ofthe following motion:
"To approve a conditional use for an adult daycare center at618 E. Golf Road, subject tothe following
conditions:
1. Provide architectural plans which include:
a. Abuilding code analysis reflecting existing and proposed conditions;
b. All egress, uses, types of construction, occupant load, and any necessary changes due to
the change inuse group per the International Building Code (IBC);
2. An inspection from the Illinois Department of Aging shall be performed prior to granting occupancy;
and
3. [nmp|iancewhhd| Deve|opment, Fire, 8ui|ding, andotherViUagecodesandnaDu|ations."
The Village Board's decision isfinal for this case.
Commissioner Beattie had a question regarding the building code analysis and why it was needed.
Mr. Shallcross explained that the proposal triggers a change in use group and that fire safety is a concern.
The building analysis will ensure that the fire code will bemet.

Mr. Kim gave a brief description of the business model and talked about the other two locations in Chicago
and Wheeling,

There was general questions regarding the membership and how the clients are selected to join the
program.
Commissioner Beattie asked the Petitioner if they are prepared to meet the Fire Code and requirements
set forth bvthe Fire Department.

Mr. Kim stated that they have to abide by the fire code which is required bvthe State of Illinois.
Mr. Kim further stated that the program is fully subsidized by Medicaid.
There was gene/e| discussion between the Petitioner and the Commissioners about hours of operation
and the transportation logistics.
Hearing no further questions for the Petitioner, Chairman Donnelly opened the hearing to the public.
Citizens tobeheard:

entity.
Mr. K|rn stated that they have visited the Church several times and are aware of the traffic patterns on
Golf Road. He also stated that the Church is fully aware that the business is for-profit and will be a taxable
entity.
Mr. Goodwin clarified that only a few participants actually drive themselves, and the main goal is to have
majority if not all be bused in which will not have a huge impact on the traffic.
There was general discussions about the clientele ofthe business. Mr. Kim stated that majority uftheir
clients are Korean Americans but the business is available to all nationalities.
Another Citizen came tothe podium; Chairman Donnelly swore in:
O'BrienMichael Concerned about further expansion into the greenspaceand the profit
revenue ofthe business.
Mr. Kinn stated they aren't planning on expanding into the greenspoce and that they are a for-profit
business that has financial support from the Illinois Department ofAging.
Another representative of the Petitioner (didn't state her name) gave a brief description of the Illinois
Department ofAging program that funds the services ofthe business.
Another Citizen came tothe podium; Chairman Donnelly swore in:

business grows.
Mr. Kinn stated that the business will be open Monday thru Friday, and stated they will not begrowing
past capacity ofthe building which ia5Uparticipants.
Mrs. 4rguiUeainterjected that the zoning onthe property issingle family residential and that commercial
properties inthe future wouldn't be able to open on the subject property without going through the
zoning process.
� Commissioner Fi|ippone asked if the business has any issues currently outstanding with the other

locations.

Mr. Goodwin stated that there is currently no outstanding litigation at the Chicago or Wheeling locations.
Mr. Kim stated that the Chicago location is the smallest with about 25 members and the Wheeling location
isthe largest with 45-S5members,
Hearing no further comments Chairman Donnelly closed the public portion of the hearing. Commissioner
Beattie made amotion seconded byCommissioner FiUppone tnapprove the following motion:
"To approve a conditional use for an adult daycare center at618 E. Golf Road, subject tothe following
conditions:
1, Provide architectural plans which include:
e. Abuilding code analysis reflecting existing and proposed conditions;
b. All egress, uses, types of construction, occupant load, and any necessary changes due to
the change inuse group per the International Building Code /|BC\;
2. An inspection from the Illinois Department of Aging shall be performed prior to granting occupancy;
and
3. Compliance with all Development, Fire, Building, and other Village codes and regulations."
UPON ROLL CALL: AYES: Beattie, Mizwicki, Fi|ippone, Srymozak, Griffin, Donnelly

The vote was approved 6-0 with a positive recommendation to the Village Board for final decision.
