Commissioner Beattie made a motion seconded by Commissioner Fitzgerald to approve the minutes from the Planning and Zoning Commission meeting on February 28 2019. The minutes were approved 7-0. Chairman Donnelly introduced case, PZ- 05-19 1400 Willow Lane.This case is Planning and Zoning Commission final. Mr. Harmon gave a brief description of the Subject Property and a summary of the proposal stating that the Petitioner is seeking a variation to construct a screened porch that is setback 18.80 feet from the rear property line. Mr. Harmon stated that perthe Petitioner,the screened porch out of the required rearyard setback would require the removal of hardscaping surrounding the current deck and two mature trees, while a concrete walk would need to removed and relocated. The Petitioner also states there would be no egress to the front of the property from the enclosed deck if the design were to comply with Village regulations, and that the property is unique in that the property faces Robert Drive, but has a Willow Lane address. Planning and Zoning Commission- March 14, 2019PZ-05-19 Joseph Donnelly, Chair Mr. Harmon further stated, Staff believes the Petitioner's variation request does not meet the standards and is therefore not supportive of the request. There are alternative options, including reducing the size of the screened porch to meet setback requirements, or placing the screened porch on another area of the property that does not encroach into the required setbacks set forth in the R-1 Single Family Residential District section of the Village Code, and therefore would not need a variation. There are numerous corner lots in the Village that have similar existing conditions as the Subject Property, all of which must comply with current Village regulations. Mr. Harmon stated that the Village received many calls and letters of support for the project. He stated the Planning and Zoning Commissions decision is final for this case. Commissioner Filippone asked why the porch isn't considered an accessory structure. Ms. Arguilles stated because the proposed screened porch will be attached to the house it is considered part of the accessory structure. Chairman Donnelly swore in Katherine Burton 1400 Willow Lane Mount Prospect, IL. Ms. Burton gave a brief description of the project and explained that she intends to replace a deteriorating deck with the screened in porch. She gave multiple reasons as to why she is proposing the screened in porch in the location stating that it would be too cost prohibitive to change the plans due to the removal of hardscaping that currently exists. Ms. Burton showed some pictures of the current concrete and hardscaping that would have to be removed if the screened porch was built to the side of the home. There was some general discussion between the board and staff as to the details of the code. Mrs. Burton stated that she had letters in support from her neighbors. Hearing no public comment from the audience, Chairman Donnelly brought back the discussion to the board.There was general discussion regarding the various alternative design changes that could help the project become code compliant. After discussion between the commissioners it was determined that the case would be continued to the April 11th, 2019 meeting to give the Petitioner a chance to discuss with her architect other alternatives that will keep her in compliance. Commissioner Beattie made the motion seconded by Commissioner Filippone and the motion was voted on to continue to the April 11, 2019 meeting.
