Ed Marcin, Clear Channel Outdoor, Inc. Chairman Donnelly called the meeting to order at 7:02 pm. Commissioner Beattie made a motion seconded by Commissioner Mizwicki to approve the minutes from the Planning and Zoning Commission meeting on June 13, 2019. The minutes were approved 5-0. After hearing Case PZ-12-19, Chairman Donnelly introduced case PZ-11-19, 3401 S. Busse Road,this case is Planning&Zoning Commission Final. Mr. Harmon gave a brief description of the Subject Property stating that the Petitioner is seeking a variation to a legal nonconforming sign. Mr. Harmon explained that the Petitioner currently operates an existing billboard sign on the Subject Property, and that a noise barrier wall was put up to mitigate noise from 1-90,compromising the integrity of the billboard sign. The Petitioner proposes to raise the height of the billboard sign, and change the western facing sign from static to 100%electronic message center coverage. Planning and Zoning Commission -June 27, 2019 PZ-11-19 Joseph Donnelly, Chair 2 Mr. Harmon stated that the Petitioner, upon approval, would give the Village free air time on the digital sign. There would be fifteen, one-week periods where the Village message would rotate in an eight advertisement rotation for ten seconds, every eighty seconds, twenty four hours a day within the one week periods. Mr. Harmon further explained that Village Staff believes the Petitioner's variation request meets the standards and is therefore supportive of the request. He further stated, staff recommends that the Planning and Zoning Commission make a motion to adopt staff's findings as the findings of the Planning and Zoning Commission and MLovq the following motion: To approve a sign variation to a legal nonconforming sign for the property located at 3401 S. Busse Road, Case No. PZ-11-19, as shown on the plans drawn by Cornerstone Engineering, Inc dated April 16th, 2019, subject to the following condition: a. The Petitioner shall grant the Village one rotating ten second spot within an eight advertiser rotation available in fifteen (15)one week periods(Monday through Sunday) in a calendar year on the subject billboard. He stated that the Planning and Zoning Commission's decision is final for this case. There were no questions for staff. Chairman Donnelly swore in Amy Tesch,4000 S. Morgan Street, Chicago, IL 60669. Ms. Tesch gave a brief overview of her employer, Clear Channel Outdoor, and the variation request regarding the billboard sign. Ms.Tesch stated that the sign faces would be reduced in size from 20' x 60' to 14' x 48'. She stated that Clear Channel is committed to complying with Local, State, and Federal regulations regarding the billboard sign, and has received Federal Aviation Administration (FAA)approval to increase the height of the sign. She also stated that Clear Channel would give the Village annual community messaging space, and has given other municipalities community messaging space. Commissioner Mizwicki asked the frequency of the digital rotating advertisements. Chairman Donnelly swore in Ed Marcin,4000 S. Morgan Street, Chicago, IL 60669. Mr. Marcin stated that the advertisements are shown every 10 seconds, on an 80 second interval. Commissioner Griffin asked about the brightness of a digital sign as opposed to a regular sign. Mr. Marcin responded the brightness is similar and stated studies have been done in the past. He indicated the sign would abide Village regulations. Mr. Beattie asked about the orientation of the digital sign. Ms.Tesch confirmed the digital sign would be facing west. Mr. Beattie questioned why not place a digital sign on both sides. Ms. Tech responded because of the residential district. Ms. Tesch stated that the brightness meets Village regulations, and Planning and Zoning Commission -June 27, 2019 PZ-11-19 Joseph Donnelly, Chair 3 that they are only requesting a western digital sign face due to residential being on the eastern side of the sign location. Commissioner Mizwicki asked about other digital signs on major highways and in other Villages. Mr. Marcin gave an overview of Clear Channel Outdoor digital signs in neighboring communities. Mr. Marcin also stated that all rotations, brightness levels, and time between rotations comply with state regulations. Commissioner Mizwicki stated he believes a digital sign would be a distraction to drivers and could cause accidents. He also asked about the frequency of the display. Mr. Marcin responded digital signs have been out there for many years and installed in many states. They have not been shown to cause traffic accidents and the frequency of the display is regulated by the state. Chairman Donnelly made a motion seconded by Commissioner Otteman to approve the following motion: 1. To approve a sign variation to a legal nonconforming sign for the property located at 3401 S. Busse Road, Case No. PZ-11-19, as shown on the plans drawn by Cornerstone Engineering, Inc dated April 16th, 2019,subject to the following condition: a. The Petitioner shall grant the Village one rotating ten second spot within an eight advertiser rotation available in fifteen (15) one week periods(Monday through Sunday) in a calendar year on the subject billboard. UPON ROLL CALL AYES: Beattie,Szymczak, Griffin, Donnelly NAYS: Mizwicki The vote was approved 4-1 and the Planning and Zoning Commission's decision is final for this case.
