COMMITTEE OF THE WHOLE MINUTES

Village Hall, 50 S. Emerson Street
1. ROLL CALL— CALL TO ORDER
The meeting was called to order at 7:04 p.m. in the Village Board Room of the Village Hall,
50 South Emerson Street, by Mayor Arlene Juracek. Trustees present included William
Grossi, Eleni Hatzis, Richard Rogers, Colleen Saccotelli and Michael Zadel. Trustee Paul
Hoefert was absent.
Staff present included Village Manager Michael Cassady, Assistant Village Manager Nellie
Beckner, Village Clerk Karen Agoranos, Director of Communications Howard Kleinstein,
Director of Human Services Julie Kane, Jill Heinking, Chief of Police John Koziol and
Management Analyst Alexander Bertolucci.
2. APPROVAL OF MINUTES
Trustee Grossi, seconded by Trustee Zadel moved to approve the minutes of the Joint
Village Board and Finance Commission meeting of April 23, 2019. The minutes were
approved by unanimous voice vote.

4. DISCUSSION ITEMS
4.1 School District 214 Micro -Internship Student Presentation
Assistant Village Manager Nellie Beckner provided a brief overview of the pilot program
that partnered the Village with District 214 to support the College and Career Pathways
Program. The program LEAP (Learning, Experience, Apprenticeships and Pathways) was
developed as a result of this partnership. This micro -internship offers District 214 students
hands-on experiences in the community while developing young talent to benefit Mount
Prospect area businesses and industry in the future.
Ms. Beckner stated ten students were selected to participate in this inaugural program,
teaming students together in five pairs. Students committed to work four full days during
the course of three months, February through April, in three departments throughout the
Village: 1) Human Services, 2) Village Administration and 3) Information Technology.
Each student shared their experiences and provided a summary of the project they
participated in.
Jack Kenny and Mason Wille — Village Administration
Mr. Kenny and Mr. Wille, under the direction of Management Analyst Alex Bertolucci,
worked on Police Union negotiations. Researching neighboring municipalities, the
students developed a model for a proposed wage increase, discussed a proposal to offer
new benefits that include student loan repayment program, K-9 specialty pay, hazardous
pay and health club membership and proposed a Retirement Health Savings Program.
Students stated they gained valuable experience while learning how to manage time.

Staff and the Board commended Mr. Kenny and Mr. Wille on their impressive presentation.
Syliva Barszczewski and Kisa Jafri — Human Services Department
Ms. Barszczewski and Ms. Jafri summarized their experience working on ways to improve
the Food Pantry. Under the direction of Village Public Health nurse Jill Heinking, the
students identified a need to offer healthier food options to patrons and well as a way to
meet the needs of those with dietary restrictions.
Through research and data collected from a survey of patrons, the students provided the
following recommendations to the food pantry:
• Offer refrigerated items
• Increase use of social media to spread the word
• Provide a list of recommended food for a healthy diet
• Community garden
The Board thanked the students for their good ideas and hope to see some implemented
in the future.
Lily Sena Keya and Lucy Hermann — Village Administration
Ms. Keya and Ms. Hermann worked on Village Sustainability programs and explored ways
to increase awareness among our residents. The students recommended a re -design of
the Village website to offer additional information on Sustainability in a clear and organized
manner.
The students also suggested adding information to caution residents about the hazardous
effects of the incorrect disposal of cooking oil waste. The students interviewed fourteen
restaurants and determined many are recycling this waste by proper means. The students
recommended quarterly collection events to recycle cooking oil waste and added
companies such as Green Grease Environmental can help do this.
Bennett Hitesman and Lia Scala — Village Administration
Mr. Hitesman and Ms. Scala worked on Village utilization of Social Media. The students
suggested the Village increase their use of Instagram and stated the Village of
Schaumburg has a great Instagram site that is effective and engaging for residents.
The students suggested the following:
• do not use stock photos
• engage residents with an Instagram photo challenge
• use hashtags with every Instagram post
• provided suggestions of other Instagram accounts the Village should follow
The students stated it was great to see the benefits of social media in the real world.
Josh Westgor and Tim Choma — Information Technology
Under the direction of Village IT staff members Andrew Schaeffer and Debbi Kaczorowski,
Mr. Westgor and Mr. Choma assisted with technology upgrades including:
• Windows 10
Installed wireless access points
Inventoried old technology
Labeled computers and printers

The students also stated they assisted with the installation of new computers
including a new smartboard and the donation of old technology.
The students stated they learned about networking, sub -netting, virtual work
environment and the importance of communication with employees especially who
may not be well -versed in technology.
Ms. Beckner provided a final wrap-up and thanked all those who participated. Ms.
Beckner stated the students worked many hours outside the four days they spent
at the Village and were all very committed.
