Information
As rt of routine preventative maintenancecondition assessment work, Public Works crews recently performed
smoke testingin various portions of the separatesanitary sewer system. Smoke testing is a process utilized
identify leaks and structural defects in buriedpipes manholes not readily discernible thr visual inspection. In
summary, if smoke can escapestructure through a crack or defect, unwanted clear water (rain ter) can also
enter.
This process, corroborated by subsequent visual inspection,, identified nholes requiring tniv rehabilitation.
In the past,, this work has usually involved excavation, removal, and complete replacement of the defective structure.
This year
,, rss to utilize grouting and lining processin lieu complete replacement. scope of
proposedwork includes power washing the structure, grouting II joints, and applyingcementitious coating. video
depicting the process can be viewed at this link: https://www.youtube.com/manhole lining
The Village s not utilized this process in the past. However, the system has been successfully applied in Rolling
Meadows and Arlington Heights for several years. The anticipated life cycle of a lined manholeis 50-75 years; roughly
equivalent to a new manhole. Mostimportantly, the cost of lining is substantially cheaper than replacement. line
manhole (48"" diameter @ 9-foot h) i $1,400. For comparison,, the cost to remove replace a manholei
$3,,500.
The Municipal Partnering Initiative (MPI) has prepared let a two (2)-year manhole lining bid. Participation in this
joint bid satisfies the Village's public bidding requirements. A copy of this bid documentis attached.

Discussion
All bids were reviewed to ensure that the documents had all appropriate signatures and requisite bid security. The low
bidder, Culy Contracting of Winchester, Indiana had all appropriate documents, security and signatures. A copy of
their bid sheet is enclosed.
Culy Contracting has not previously worked for the Village. However, staff contacted their references and all indicated
acceptable performance. Some of their jobs included work for the Village of Arlington Heights and the City of Rolling
Meadows. In addition, they successfully lined over 600 vertical feet of manholes for the City of O"Fallon, Missouri and
over 262 manholes for the Fall Creek Regional Waste District in Pendleton,, Indiana.
Staff recommends accepting Culy Contracting bid for a 2-year contract for option #1. The work includes full power
washing of the interior of each manhole, grouting of all voids within the manhole, applying a cementitious coating to
the interior of the manhole and a pre/post manhole construction video inspection report.
Option #2 works cii in the bid documents includes a full depth epoxy liner applied over the cementitious coating.
Thee oxy coating is only beneficial for manholes that have high levels of hydrogen sulfide gas (H2S); an uncommon
condition in Mount Prospect sanitary sewer manholes. Consequently,, staff does not recommend incorporating this
scope of work in the Village's contract award.
Staff also requests a 10% contingency ($8,685.75) be applied to the contract award in order to address quantity
variances or unforeseen it conditions. A 10% contingency and option #1 work will bring the project award total to
$95f543.25 ($86,857.50 option #1 bid plus the $8,685.75 10% contingency).
Alternatives
