The Prospect Meadows Subdivision is bounded by Forest Avenue to the west,, Kensington Road to the south, Elmhurst
Avenue to the east and Rand Road to the north. A map depicting the area is attached.
The subdivision has limited storm sewer and relies on ditches for storm water drainage. There is a major drainage
divide through the Prospect Meadows Subdivision along Prospect Manor Avenue. The west portion of the Prospect
Meadows Subdivision drains westerly toward Forest Avenue and the Village of Arlington Heights.
Inconsistencies in the flow lines of several of the ditches has created local summits that reduce the capacity of the
ditches and low areas that collect and hold water long after the rain has ended.
The existing 12,11, storm sewer along the west side of Forest Avenue has deteriorated to the in that a minimal
amount of storm water is flowing through the pipe. The scope of this project is to construct a storm sewer system
aIon g Forest Avenue that will replace the existing 12" storm sewer.
The proposed solution is the installation of a storm sewer system that will range in size from 36"" in diameter at the
Kensington Road storm sewer to 18ff in diameter at the cul-de-sac. The grades will not allow the 36" pipe enough
cover to be extended all the way to the cul-de-sac. Based on the size and slope of the Kensington storm sewer the
discharge from the new sewer can be approximately 20.01 cubic feet per second (cfs) vs 2.5 cubic feet per second
(cfs) for the existing 12ff storm sewer. The project also includes re-establishing the ditches along the east side of
Forest Avenue. The ditch flow will drain to flared end sections that are connected to the proposed storm sewer system
on the west side of Forest Avenue. The bid specifications and plans prepared to implement this solution are attached.
Another component to this project is to address a traffic concern. Forest Avenue is one of the three north -south
streets in the neighborhood. Five (5) east -west streets terminate at Forest Avenue creating T -intersections. There are

currently no STOP signs on Forest Avenue except at Kensington Road. The terminating streets have STOP signs
creating one-way stop controlled intersections.
In addition to local traffic, motorists traveling to and from the high school and the subdivision south of Kensington
Road use Forest Avenue. A traffic study in 2009 showed typical speeds for a neighborhood street. However, recent
concerns from residents prompted the Public Works Department Engineering Division to gather updated traffic data,
which showed higher speeds that qualify for traffic calming measures per the Village Traffic Calming Program.
Recognizing the speeding concerns and the benefit of a planned construction project, the Public Works Department
Engineering Division developed traffic calming measures to be incorporated in the project.
The scope of proposed work includes a series of realigned intersections (bump outs) along with speed feedback
devices. In combination, the traffic calming measures are expected to slow traffic on Forest Avenue along all four (4)
blocks. A concept plan detailing these proposed improvements is enclosed.
This plan was discussed at the April 8., 2019 Transportation Safety Commission and approved by a vote of 6-0. The
Commission also recommended Staff evaluate the feasibility of installing sidewalk along the west side of Forest
Avenue. Staff will do so prior to construction. A post -study will be performed one year after construction and be
presented to the Transportation Safety Commission. A copy of the April 8,, 2019 Transportation Safety Commission
meeting minutes is attached.
A Notice to Bidders was posted on the Demandstar website by Onvia,, on March 26,, 2019. Sealed bids were receiveli
and opened on April 15,, 2019.
Five (5) contractors submitted bids for this project. The bids ranged from a low of $665,866.50 by Mauro Sewer
Construction, Inc to a high of $873,328.00 by DiMeo Brothers Construction, Inc. The engineer"s estimate for the
project is $603,341.77.
All bidders submitted a bid bond in the amount of 1096 of the total bid as required in the bid proposal packet. All bids
were checked for their accuracy. All bidders correctly signed their bids and bid bonds. Below is a summary of the bids:
The low bidder, Mauro Sewer Construction., Inc. is qualified to complete the work involved with this project and meets
the requirements of the contract documents. Mauro Sewer Construction, Inc. has worked on previous projects in the
Village, such as o sanitary sewer project in Meadows Park. Their wmd« was completed to the satisfaction of the
Village. Acopy ofMouro'sbid submittal isenclosed.
It is 6taff"s opinion that rebidding the project will not result in lower bid prices. The primary item that was higher in
price than anticipated was 38^ diameter storm sewer pipe. Staff discussed this issue with contractors and suppliers,
and determined the bid prices for the large diameter pipe is accurate for 2019 work.
Staff recommends including a 1096 contingency in the project award to allow for quantity variances and unanticipated
conflicts. For this project a 1096 contingency added to the lowest bid would result in a total contract award of
$732,453.15. (Base Bid: $665,866.50 + Contingency: $86,588.85 =lota| Recommended Award: $732,453.15)
