Expenditures in subsequent years will be limited to funds appropriated for this purpose in future budgets. Public Content The Village owns and operates various water, sewer and storm water pumping sites. These sites include five (5) water booster stations, one (1) elevated tank, three (3) Northwest Suburban Municipal Joint Action Water Agency (NSMJAWA) receiving stations, two (2) sanitary lift stations,, eight (8) relief -pumping stations, two (2) levee pump stations, a remote sensing station, three (3) weather stations and a Public Works Facility master site. These geographically disparate facilities are monitored and controlled using a Supervisory Control And Data Acquisition (SCADA) system. SCADA is a system of industrial computer software,, hardware., communications devices, sensors, human/machine interfaces, reports, and alarm protocols that are utilized to perform essential water and sewer system operations such as initiate pumps or close fill valves. Sustained, secure, and effective operation of this system requires routine,, proactive maintenance, software and firmware updates, hardware replacements or repairs,, system diagnostics,, programming, report writing., and integration of new or replaced equipment and sensors. To perform this work, staff requires assistance from a qualified data integration and industrial computer maintenance contractor. uest for Prot)osals Staff prepared a detailed request for proposals (RFP) necessary to solicit these services. A copy of this RFP is attached. Firms were asked to submit a technical proposal detailing the approach to the project. Each proposal was evaluated based on the background of the firm, related project experience., scope of work, work effort and proposal content. Table 2 below summarizes staff"s analysis of costs. Concentric Integrations performs SCADA integration and maintenance services for several communities in northeast Illinois. Some of these communities include the City of Chicago, as well as the Villages of Buffalo Grove, Woodridge and Huntley. In additiorif Concentric Integration has provided SCADA integration and maintenance services to the Village for over 15 years. During this time., concentric has assisted with a variety of projects. Some of these projects include the integration of booster pumping stations, lift and relief stations,, various weather stations, Levee 37, and building technology devices installed in municipal buildings. Desired services also include updating equipment and the installation of newly purchased equipment. The contract will begin in February of 2019. Background The Village owns and operates various water, sewer and storm sites. These sites include five water booster stations, one elevated tank, three JAWA receiving stations, two sanitary lift stations, eight relief -pumping stations, two levee pump stations, a remote sensing station, three weather stations and Public Works SCADA master site. The Village of Mount Prospect current software is MTPRO — factory talk view SE and uses Win911 for the alarming software. Problem Statement The Village seeks a qualified integrator to provide support services for the Villages SCADA operations for the next three years. Project Scope A typical year for the Villages requires around 200 hours of integration and assistance. This includes regular operation and maintenance, capital improvement projects, daily and after hours trouble shooting with Village staff and development of bid specs for SCADA equipment. The consultant will provide professional support services and provide, at a minimum, the following: 1. Project Management. 2. Proactive Maintenance 3. Technology & SCADA budget Planning 4. Third -Party support renewals 5. Improvements 6. Consulting and Design 7. Parts and Materials 8. Installation of recently purchased SCADA System control equipment. These projects include four (4) lift /relief station rehabilitations projects, two (2) Booster pump station master control center (MCC) Replacements and Booster pump station variable -frequency drive replacements. Technical Proposal The Consultant's technical proposal shall be organized so that the outline generally follows the format of this request for proposals. The proposal shall cover the approach and the methodology the Consultant intends to use in carrying out the project. The technical proposal should also include statements setting forth the Consultant's line of business, organizational structure, summary of past experience, and specific descriptions of at least three (3) projects completed in the Chicago metropolitan area that are similar in subject, size, and complexity to the scope of services specified herein. These descriptions must include contact information for reputable references that can attest the Consultant's representations. Each price quote should include a breakdown by personnel classification and estimated number of hours spent by each. Price proposals should be submitted as a distinct document in a separate sealed envelope marked: Cost Proposal for Professional Services Support Service Agreement - SCADA Proposals due February 1, 2019 Present Work Load A complete tabulation of the Consultant's current project workload is to be included. Each project shall be identified by name, type, size, duration, and personnel assigned. Personnel Professional resumes, including education, work experience, professional credentials, and employment status (e.g. full-time, part-time, years with the firm, job description) for each individual to be assigned to the project described herein should be provided. Disqualification of Proposals More than one proposal for the same work described herein from an individual, firm or partnership, a corporation or an association under the same or different names, will not be considered. Reasonable grounds for believing that any party is interested in more than one proposal for the work contemplated will cause the rejection of all proposals in which said party is interested. If there are reasonable grounds for believing that collusion exists among the parties submitting proposals, the proposals of the participants in such collusion will not be considered. Licenses Each party submitting a proposal shall possess all necessary federal, state, and local licenses as are required by law, and shall furnish satisfactory proof to the Village upon request that the licenses are in effect during the entire period of the Contract. Award of Contract The award of any Contract may be made to the Consultant who submits the proposal which is in the best interest of the Village as evaluated by Village staff. Such evaluations will include the experience of the Consultant, capability of the Consultant, and other factors deemed by Village staff to be in the best interest of the Village. In addition, the Village reserves the rights to accept or reject any and all proposals, to waive any informality in any proposals, and to accept any proposals considered advantageous to the Village. Since the scope is negotiated upfront, we are able to establish this price at the beginning of the contract. ■ Retained Services denotes a variable scope determined by the Owner. When this service is selected, our senior level design staff intentionally review the system architecture to determine the risk and benefit of both inaction or selected improvements.
