Recommended Action Accept the proposal for design and construction engineering services to construct the Maple
Street Parking Deck as submitted by Walker Consultants of Hoffman Estates, Illinois in an
amount not to exceed $248,500.

Plans for the Maple Street Lofts redevelopment project include design and construction of a 268 -space, multi-
level parking garage. This facility will be designed and constructed in conjunction with the redevelopment project, but
will be owned and operated by the Village. The Village is responsible for costs associated with designing and
constructing the deck.
The parking spaces provided by this new deck are intended to replace the Maple Street surface parking lot. A portion
of the land presently occupied by the Maple Street Parking Lot will be redeveloped with a mixed-use building with
rental apartments and commercial space, as well as a portion of rowhomes with related improvements such as
underground stormwater detention. Attachment A depicts the location of the proposed Maple Street Parking Deck as it
relates to the project's site plan. Attachment B presents a potential layout concept.
Request for Proposals (RFP).
To design this deck, staff requires technical assistance from a qualified parking facility design and construction
consultant. Accordingly, staff prepared a detailed request for proposals (RFP) necessary to solicit these services. A
copy of this RFP is enclosed as Attachment C. Parking facility consultants were asked to submit a technical proposal
detailing the firm's background, key personnel, and approach to the project. In addition, each firm was also asked to
submit a separate cost proposal indicating work effort anticipated and a not -to -exceed fee. The required scope of
work included topography and field data collection; preparation of plans and bid documents; and construction
management/inspection (Phase 2 and Phase 3 engineering).
Two (2) technical proposals and two (2) cost proposals were received. Each proposal was evaluated based on the
background of the firm, related project experience, proposed services and scope of work, schedule, work effort, and

proposal content. Table 1 below summarizes this analysis:

Each firm was also asked to submit a cost proposal as well. Table 2 below summarizes staff's analysis of costs:

The highest rated, and lowest -cost proposals, were submitted by Walker Consultants of Hoffman Estates, Illinois
(Walker). Walker is a global consulting firm that specializes in the design and construction of parking facilities. The
firm was started in 1965 and presently has over 300 employees in 18 domestic and one (1) international office. The
firm has designed and constructed parking facilities in all 50 states and 20 foreign countries. The firm maintains a
regional office in Hoffman Estates, Illinois.
Staff conducted interviews with representatives from Walker and Desman Design Management. Although both firms
fielded exceptional project teams, it is the opinion of staff that Walker submitted a more qualitative proposal and
assembled a uniquely qualified project team that will better serve the Village's needs. Notably, Walker designed and
constructed comparable decks in Libertyville and Palatine. Reference checks with both of these communities yielded
positive endorsements and complimentary comments about the firm's performance.
In addition, Walker has had several projects, including recent developments in Glen Ellyn and Elgin, that incorporate
the shared use of an adjacent building foundation. This component differentiates the project and requires a high level
of communication, planning, and coordination with third -party contractors and designers.
Most importantly, Walker has ample experience working in public/private partnerships as advocates for government
agencies. Consequently, staff is confident the firm will represent the interests of the Village well while working to
deliver a cost-effective, aesthetically pleasing parking facility.
It is staff's opinion that Walker understands the proposed project, has prepared a thorough proposal based on
extensive and unique experience, and is best qualified to perform the work. Staff has also concluded that Walker has
allocated sufficient work effort (1,508 hours) and their average hourly rate ($165) is competitive.
Alternatives
1. Accept proposal for Maple Street Parking Deck design and construction engineering services submitted by Walker
Consultants of Hoffman Estates, Illinois.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the proposal for design and construction engineering services to
construct the Maple Street Parking Deck as submitted by Walker Consultants of Hoffman Estates, Illinois in an amount
not to exceed $248,500.
