Information
A key component of the Village's Strategic Plan is to create a complete pedestrian infrastructure network that
promotes multi-modal transportation options. Also, supporting safe and effective active transportation (bike and
pedestrian) is a goal of the Greenest Region Compact, 'Collaborating for Sustainable Communities', which the Village
is a signatory. This project looks to enhance safety for pedestrians crossing at uncontrolled intersections under the
jurisdiction of the Illinois Department of Transportation (IDOT). The project scope includes work at two intersections
and is described below:
Central Road &Pine Street
Central Road is a four-lane arterial road that has an average daily traffic (ADT) of 17,700 vehicles in the
segment that includes the Pine Street intersection per 2014 IDOT traffic counts. Pine Street is a local road with
an ADT of less than 1,000 vehicles. The intersection is controlled with STOP signs on Pine Street and has
crosswalks across the north and south legs only. The Village's 2017 Central Road Pedestrian Crossing Study
recommends a new crossing at this intersection. Design will include evaluating a refuge island and associated
road work, pavement markings, signage, lighting, sidewalk ramps, and adjustments to existing infrastructure.
Estimated construction cost for this work is $175,000.
Central Road &Cathy Lane
Central Road is a four-lane arterial road that has an ADT of 21,300 vehicles in the segment that includes the
Cathy Lane intersection per 2014 IDOT traffic counts. Cathy Lane is a local road with an ADT of less than 1,500
vehicles. The intersection is controlled with STOP signs on Cathy Lane and has crosswalks across the north,
south and west legs. The existing crosswalk across Central Road has pedestrian push buttons to active flashing
yellow beacons in advance of the crossing. The objective per the Village's 2017 Central Road Pedestrian
Crossing Study is to replace the crosswalk across Central Road including removing the yellow flashing beacons.
Design will include evaluating a refuge island and associated road work, pavement markings, signage, lighting,

sidewalk ramps, and adjustments to existing infrastructure. Estimated construction cost for this work is
$125,000.
Staff is seeking at this time to enter into a contract with a consulting firm for design and construction engineering to
facilitate construction of the crosswalk improvements at these two intersections. Preliminary concepts for both
crossings were included in the Village's Central Road Pedestrian Crossing Study (attached); note these designs are
preliminary and subject to change as a result of this proposed construction engineering work. All work will require
review and approval from IDOT.
Request for Proposals (RFP).
Proposals were solicited from three (3) consulting engineering firms. Three (3) submittals were received. Each firm
was asked to submit the following information:
1. Resumes of key personnel and related experience on similar type projects
2. Summary of the firm's approach to the project
3. Staff hour estimate and cost proposal for major phases of work
4. Project schedule
Tasks required in the scope of work include:
1. Design Engineering
• Perform field and topographic survey
• Prepare construction plans, specifications, and cost estimates
• Comply with IDOT and ADA design requirements
• Present at Transportation Safety Commission Meeting
• Provide bidding assistance
2. Construction Engineering
• Provide construction layout
• Provide construction inspection and supervision
• Attend construction meetings
• Prepare pay estimates, punch-list, and as-built drawings
The proposals were reviewed on the basis of their understanding of our goals and their approach to the design
process. They were rated (with a maximum score of 100 points) according to these specific categories: background
of firm, capacity to perform work, understanding of the project, related experience, project schedule, and work
effort. Table 1 below summarizes this analysis; Table 2 details the cost proposals:

Discussion
Gewalt Hamilton Associates of Vernon Hills, Illinois (GHA) has put together a very strong project team with
experience in the design of numerous municipal transportation projects. They are currently working on crosswalk
projects for the Village at Central Road & Emerson Street as well as Main Street (IL Route 83) & Busse Avenue. The
firm also served as the Village's consultant on the Kensington Road Project in 2011. Similar to the proposed 2019
Central Road Crosswalk Project, all of these past projects required extensive coordination with the Illinois Department
of Transportation (IDOT). GHA has an experienced, professional engineering staff with a thorough understanding of
the project coordination, communication and documentation necessary to successfully complete the project within the
proposed schedule. In addition, the firm also submitted the lowest cost proposal.
Alternatives
1. Accept proposal for 2019 Central Road Crosswalks Project design and construction engineering.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends that the Village Board accept the proposal from Gewalt Hamilton Associates, Inc. of Vernon Hills,
Illinois to provide design and construction engineering services for the 2019 Central Road Crosswalk Project in an
amount not to exceed $83,764.
