Expenditures in subsequent years will be at the contract rates, but limited to funds appropriated in the budget. Public Content Information As part of our annual preventative street maintenance program, streets that have been paved within the last five to six years are chosen for crack sealing repair. Typically within five to six years, the pavement develops transverse and longitudinal cracks, which permits water to get under the pavement and weaken the base thus causing additional pavement failures. In order to prevent further deterioration, the cracks are sealed in turn extending the life of the street for an additional ten to fifteen years. The contract being considered this year is a joint bid through the efforts of the Municipal Partnering Initiative (MPI). MPI is a collective of Cook County, Lake County, and DuPage County municipalities that have successful leveraged bulk purchasing and workload sharing to reduce the cost of many municipal services. The bid is similarly structured to the MPI bids that the Village has previously participated in. The length of this bid is for three (3) years with the option of two (2) annual extensions beyond the termination date by mutual, written agreement. This type of contract will subsequently result in more favorable pricing for the municipalities. Payment for the work performed under this contract is made directly to the contractor. No liability is established between the Village of Mount Prospect and the other participating agencies. The MPI project will include over 1.6 million pounds of sealant in 2019, encompassing crack sealing projects for the villages of Arlington Heights, Glenview, Kenilworth, Northbrook, Skokie, Mount Prospect and the cities of Evanston and Rolling Meadows. The contract is administered by the Village of Arlington Heights. The bid opening was held on Tuesday, March 12, 2019 at 11 a.m. at 33 S. Arlington Heights Road, Arlington Heights, Illinois. Three (3) contractors were present for the bid opening. Additionally, all three submitted a bid bond in the amount of 5% of the total bid as required in the bid proposal. Each bid was checked for accuracy. All bidders correctly signed their bids and bid bonds. Dundee, IL The three (3) year average price of $1.183 per pound submitted by Patriot Pavement represents a 1/2% increase over the 2016-2018 three year average price of $1.177. Pricing in years 2022 and 2023 will be equivalent to 2021 pricing. Patriot Pavement has previously performed this work for the Village and all work was performed satisfactorily. References were supplied as required and work checked. All references indicated that Patriot Pavement have satisfactorily performed projects of this scale and cope in an acceptable manner. Alternatives 1. Accept Municipal Partnering Initiative joint bid results for pavement crack sealing. 2. Action at discretion of Village Board. Staff Recommendation Staff recommends accepting the Municipal Partnering Initiative joint bid results for pavement crack sealing and award a three (3) year contract to Patriot Pavement of Des Plaines, Illinois in an amount not to exceed $65,820 in 2019. Staff also requests Village Board authorization to extend the contract up to two annual extensions (years 2022 and 2023) provided Municipal Partnering Initiative collectively elects to do so.
