Procurement was made utilizing the State of Illinois Department of Central Management Services Joint Bid award to Morrow Brothers Ford of Greenfield, Illinois in the amount of $32,590. Public Content Information On January 31, 2019, police squad P-15, a 2017 Ford Utility Police Interceptor with 23,000 miles, was involved in an accident with another privately -owned vehicle. The damage to the Village's vehicle was extensive ($21,175). For reference, a picture of the damaged vehicle is attached. The owner of the other (private) car is at fault for the accident. The Village's insurance carrier, the Illinois Risk Management Association (IRMA), has determined the damage too costly to repair and declared the vehicle a total loss. P-15 was originally procured in 2017 at a cost of $30,516. IRMA is pursuing remuneration of the Village's insured loss. The State of Illinois has a joint purchase bid award for a like -kind replacement (a 2019 Ford Utility Police Interceptor). However, this vehicle is no longer available through the normal ordering process because Ford has shut -down its production lines to retool for its next model. Unfortunately, the next model year (2020) will not start production until later this summer. Furthermore, it will be extensively redesigned. This new design is expected to cost an additional $3,500 and our current police equipment may not fit inside the vehicle. Staff has located a new 2019 Ford Utility Police Interceptor in stock on the sales lot of Morrow Brothers Ford in downstate Greenfield, Illinois that will satisfy the police department's needs. Most importantly, Morrow Brothers holds the bid award for this vehicle from the State of Illinois Department of Central Management Services joint bid. Staff now seeks to ratify this purchase with the Village Board pursuant to purchasing policy. Alternatives 1. Ratify the Village Manager's emergency decision to purchase a replacement police vehicle through the State of Illinois joint bid. 2. Action at discretion of Village Board.
