Information
A key component of the Mount Prospect Strategic Plan is to improve the Village’s infrastructure including identifying lighting needs within the
current residential street light system. The Randview Highlands neighborhood is located immediately south of Kensington Road and west of Main
Street (IL Route 83). The area includes Prospect High School and Fairview Elementary School. The neighborhood currently has ComEd-owned

street lights only at intersections providing limited nighttime visibility. The block between Highland Street and Kensington Road is twice as long
(1320’) as a typical block further limiting light in the neighborhood.
Construction of Phase I improvements on Forest Avenue, Fairview Avenue, Prospect Manor Avenue, and Eastwood Avenue between Highland
Street and Kensington will be completed this spring.
Phase II street light improvements this fall are targeted for four streets between Highland Street and Kensington Road to provide improved
nighttime visibility and safety in the neighborhood. The project limits include Elmhurst Avenue, Russel Street, Pine Street, and Wille Street.
Staff is seeking at this time to enter into a contract with a consulting firm for design and construction engineering to facilitate construction of the
lighting improvements for Phase II on Elmhurst Avenue, Russel Street, Pine Street, and Wille Street
Request for Proposals
Staff solicited requests for Technical and Cost Proposals from four (4) engineering consulting firms to provide design and construction engineering
services for the street lighting project. Three (3) firms responded sending in Technical and Cost Proposals while one (1) firm declined due to
scheduling conflicts. Each firm was asked to submit as part of their proposal the following information:
1.Resumes of key personal and related experience on similar type projects
2.Summary of the firm’s approach to the project
3.Staff hour estimate and cost proposal for major phases of work
4.Project schedule
Tasks to be performed include:
Design Engineering
?Perform field survey
?Prepare construction plans, specifications, and cost estimates
?Coordinate design with utility companies
?Provide bidding assistance
Construction Engineering
?Provide construction staking
?Provide construction inspection and supervision
?Attend construction meetings
?Prepare pay estimates, punch-list, and as-built drawings
RFP Results
The consulting firms’ Technical and Cost Proposals were reviewed on the basis of their understanding of our goals and their methodology of the
design process. They were rated (with a maximum score of 100 points) according to these specific categories: company background, experience,
scope of work in proposal, schedule, work effort, and proposal content. Three (3) firms were then invited to be interviewed by Village Staff. The
rankings are:

Discussion
Hampton, Lenzini and Renwick, Inc. (HLR) has put together a very strong project team with experience in design and construction engineering for
numerous municipal street light projects, including in the Village of Mount Prospect. They have a very experienced professional engineering staff
with a thorough understanding of the project coordination, communication and documentation needs to successfully accomplish the project within
the proposed schedule. It is Staff’s opinion that Hampton, Lenzini and Renwick, Inc. (HLR) will provide the best product at an appropriate number
of hours dedicated to design and construction engineering.
Alternatives
1. Accept proposal for Randview Highlands Streetlight Improvements Project Phase II design and construction engineering.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends the Village Board accept the proposal from Hampton, Lenzini and Renwick, Inc. (HLR) to provide design and construction
engineering services for the Randview Highlands Street Lighting Project Phase II for a not to exceed amount of $36,335.
