Information
In March of 2018 the Village Board authorized the purchase of 799 Biermann Court for the adaptive reuse
as the new Police Headquarters. In that same time period, FGM Architects and Camosy Construction were
hired to design and construct the project. The first authorized construction budget by the Village Board
was $21,597,755 with an overall project budget of $29,468,186. After design development drawings were
completed, the projected construction budget grew a little to $21,820,395, as presented to the Village
Board at the October 2, 2018 Village Board Meeting. The most recent update to the Village Board occurred
at the February 5, 2019 Village Board meeting, which included a budget for "75% Construction Document
Completion" included an anticipated construction budget of $21,988,096.
This increased amount can be attributed to a number of additional scope items now included in the project
budget including an allowance to bury the communication lines along Kensington Road, the construction of
an additional 68 parking stalls for the adjacent property who currently lease parking on-site, the new
sanitary service that has to be constructed out to Business Center Drive, and the inclusion of the new code
required storm shelter. Even with the nearly $400,000 in increased construction budget costs, the overall
project budget of $29,468,186 will support this amount, due to the better than expected soft cost fees
that were budgeted from the beginning of the project.

Since the February 5, 2019 presentation to the Village Board, several more scope changes have been
requested by Public Works and Village Administration Departments. Public Works has requested some
upgrades to the generator for access during load bank testing, additional areas of in-pavement snow melt
systems, additional exhaust fans throughout the building above and beyond code compliance, and
redundant heaters in the sally port for long term viability and maintenance purposes. None of these items
are building code requirements, but can be considered as long-term investments in the maintenance and
support of the new building. Additionally, Information Technology and the Village Manager’s office decided
this building would be the new home for the Village’s main servers as the current home in Village Hall
lacks the proper mechanical systems required for the long-term viability and security of the equipment.
One final outstanding issue has been the IDOT requirement for the Village to install a left turn lane in
Kensington Road for westbound traffic to use. While the Village has contested this requirement, it is a
negotiation that has not proven fruitful to this point. In response to this, the Construction Manager has
added a line item in their overall budget to account for the new left turn lane.
As directed by the Village Board, Staff proceeded with opening project bidding on January 18, 2019. The
Village, in conjunction with the Police HQ construction manager, Camosy Construction, advertised 21 bid
packages in order to get a final cost of the new Police HQ. Those bids were accepted at the Village Hall on
February 20, 2019 and were opened over the afternoon. Ninety-one (91) companies responded overall to
the request for bids, with an average of 4.3 bidders per package. The demolition package of work
(item 2.10 in the GMP attachment) was authorized by the Village Board on February 5, 2019, and that
work is currently underway. When compiling all the bids for each package, staff is encouraged with the
results as the bids came in below the estimated budget.
The final guaranteed maximum price (GMP) as offered by Camosy Construction for the Police Headquarters
is $21,900,000 which includes a project contingency of $814,897.00. This GMP includes all of the
additional scopes of work mentioned previously, and also those summarized below:
?Communication line burial along Kensington
?Sanitary sewer installation to Business Center Drive
?Code compliant storm shelter
?The increased parking area to service the neighboring business
?The new fortified IT server room for Village use
?The increase in snow melt, generator upgrades, and Public Works miscellaneous requests
?A radio antenna relocation budget (previously unbudgeted)
?The design and construction of the left turn lane within Kensington Road
It is clear that the efforts of the Construction Manager, Architects, and Village Staff to control the overall
costs of this project have paid off. The Police Headquarters will reflect all the needs and requests of the
Police Staff, the needs for the long term maintenance of the building by Public Works, and the IDOT
request a left turn lane on Kensington al fall within the original overall project budget parameters. In fact,
the new project budget is more than $94,000 under the original, as proposed in early 2018, prior to the
start of design. As a reminder, the contingencies outlined in the overall project GMP are fully refundable to
the Village in case they are not used. Therfore, potential exists to be even further under budget at the end
of the construction process.
Alternatives
1. Motion to authorize the Village Manager to amend the Construction Management contract with Camosy
Construction to include a guaranteed maximum price of $21,900,000.00 for the new Police Headquarters
to be located at 911 E. Kensington Road.
2. Action at discretion of Village Board.
Staff Recommendation
As the project includes additional services and is still under the original total project budget, staff
recommends approval of a motion to authorize the Village Manager to amend the Construction
Management contract with Camosy Construction to include a guaranteed maximum price of
$21,900,000.00 for the new Police Headquarters to be located at 911 E. Kensington Road.

It is clear that the efforts of the Construction Manager, Architects, and Village Staff to control the
overall costs of this project have paid off. The Police Headquarters will reflect all the needs and
requests of the Police Staff, the needs for the long term maintenance of the building by Public Works,
and the request for safety purposes by IDOT to include a left turn lane on Kensington all within the
original overall project budget parameters. In fact, the new project budget is more than $94,000 under
the original as proposed in early 2018 prior to the design even beginning. As a reminder the
contingencies outlined in the overall project GMP are fully refundable to the Village in case they are not
used. So the potential exists to be even further under budget at the end of the construction process.
At the Village Board meeting on March 5, 2019 staff will be requesting for the Board to authorize the
Village Manager to modify the contract for Construction Management services with Camosy
Construction to include the GMP of$21,900,000.00
