Recommended Action Approve purchase of four (4) LUCAS automatic chest compression devices from Physico Control
with AFG Grant Funding for a total amount not to exceed $51,880. Village's cost match
responsibility is not to exceed $4,756.

The Fire Department is requesting Village Board approval to purchase four (4) automatic chest compression devices from
Physico Control for a total amount not to exceed $51,880. The purchase is possible due to the Assistance to Firefighters
Grant (AFG) that was awarded to the Fire Department in 2018.
The automatic chest compression devices provide CPR compression to patients in cardiac arrest. These devices deliver
continuous CPR to the patient and allow paramedics to perform other functions during a cardiac arrest. The devices have
recently been approved by the Northwest Community Emergency Medical Services System (NWC EMS) for use during CPR
type emergencies. At this time, the devices are not mandatory, but we anticipate that they may become mandatory in the
future. The devices will be placed on all front line ambulances and the fourth device will be placed on Tower 13, thereby
giving an extra set of hands to apparatus being manned with only two personnel.
The Fire Department compared and reviewed the three Northwest Community Emergency Medical Services (NWC EMS)
approved automatic chest compression devices. The three compression devices were the LUCAS devices (Physico Control)
with a total proposal of $51,880, the ROSC-U device (Bound Tree) with a total proposal of $39,600 and the Life Line ARM
(AED Professionals) device with a total proposal of $47,805.
The Fire Department applied for an Assistance to Firefighters Grant (AFG) in 2018 and was awarded funding in 2018/2019.
The grant allows for the purchase of four (4) automatic chest compression devices.
The funding for these devices would be from the Fire Department"s Paramedic Equipment general line item. The -
•' . of these devices is 6-10 years, although it is dependent on use and maintenance. The average maintenance costs
are estimated at $290 per year, per device at this time. The Fire Department"s Equipment Maintenance account would be
able to absorb the additional cost of maintenance and battery replacement. No increase in either account would be expected
for the future.

The Fire Department reviewed and tested the functions and features of all three chest compression devices. Based on the
review, the LUCAS device (Physico Control) is being recommended for purchase based on feedback received during testing

1. The LUCAS device has a proven track record and has been on the market the longest compared to the other reviewed
devices.
. The suction cup on the LUCAS device stabilizes the piston and helps with recoil during compression. This helps draw
blood back into the heart of the patient. No other devices included this option.
. LUCAS provides data feedback on compression ratio, compression rate, compression count, and a visual timeline via
Bluetooth.
4. It has a smaller design when compared to other devices that will allow for easier storage on ambulance and tower
ladder.
. Device can be stored in an outside or inside compartment of apparatus when compared to other devices that are not
allowed to be stored in outside compartments of apparatus.
6. Eight NWC EMS Fire Department's currently use LUCAS devices. LUCAS is the most commonly used compression
device in the system. This allows for greater interoperability between neighboring departments with the LUCAS
device.
7. LUCAS device is a two part device and rated highly on durability. Other devices had more than two parts and were
not rated as high on durability.

The LUCAS chest compression system provides benefits to cardiac arrest patients by delivering consistent, high-quality
chest compressions even under difficult conditions and for extended periods of time. The device will allow our team to work
more efficiently without having to compromise our own safety especially during transport. The Fire Department strongly
recommends purchasing the LUCAS devices (Physico Control) based on positive feedback, overall functionality, regional
medical system use, and interoperability.
Alternatives
1. Accept proposal from Physico Control to purchase four (4) LUCAS Automatic Chest Compression Devices for a total cost
not to exceed $51,880.

Staff Recommendation
Staff recommends the Village Board authorize the purchase of four (4) LUCAS Automatic Chest Compression Devices from
Physico Control not to exceed $51,880. The Village of Mount Prospect is responsible for an amount not to exceed $4756
with the balance coming from the FEMA AFG grant award. Funds are to be requested from FEMA when we are ready to place
the order and should arrive a few weeks after that.
