Accept proposal from Dinges Fire Company for the purchase of (7) Bullard Thermal Imaging
Cameras for a price not to exceed $53,795
The Fire Department is requesting Village Board approval to purchase seven (7) Bullard QXT Thermal Imaging Cameras
from Dinges Fire Company for an amount not to exceed $53,795.00.
Thermal Imaging Cameras (TIC) are a firefighting tool that can detect or see emitted heat energy through a variety of
filters, including smoke and dust. The camera functions by detecting heat signatures in the environment and provides a real
time view of differences in temperatures which allow firefighters to find fire victims during search and rescue operations.
The camera is also used for finding fires, fire extension, equipment failures, outdoor search and rescue, hazardous material
incidents, and even personnel accountability.
TICs were introduced to the fire service over 20 years ago. This purchase of the TICs is part of our CIP replacement plan
and will be Mount Prospect"s 4th generation of cameras. Historically, the price per unit was in the range of $10,000. Prices
of TIC cameras have since decreased with TICs now priced in the range of $7,000 to $8,000 per unit. Companies have
begun to offer cameras that either have multiple functions or just simple on/off devices with limited functions. The
committee tested each of the cameras, and were drawn to the simple •' •' cameras due to ease of use in the high stress,
low visibility situations we encounter when using them.
On January 17, 2019, the tool committee met to review demonstrations of the three thermal imaging cameras from MSA,
Bullard, and Scott. Below is a comparison of each model.

smaller shape, rugged housing design and takes up less space in the vehicles. In addition, the sleek profile is conducive to
fire operations.
In 2019, the TIC capital improvementbudget $54,000. Staff intendsto purchase. - allocation.
Alternatives2021, there is also $54,000 budgeted for TIC cameras. Due to the price and quantity staff is requesting to purchase in
2019, we will only need to purchase 3-4 more cameras in 2021. If the 2019 purchase is approved, staff will adjust the CI�"
in 2021 to reflect the reduction of revenue needed.
