DISCUSSION Subject 4.1 2018• ons Year in Review Access Public Type Discussion Public Content , 1 = Page 1 of 4 BACKGROUND The Communications Division of the Village Manager's Office was tasked with setting up, consolidating, and analyzing the communications efforts the Village uses to inform and engage the public. After almost two years, there is a solid year of data available to run analysis and, in some cases, enough data to compare to the previous year. DISCUSSION There is often a perception that the Village is not doing enough to inform and engage the public. No matter how much information we push, it seems there is someone who claims they did not know what is going on. The Village ulitilizes many different tools to inform the public of various news, events and information. Here is a thumbnail of what was utilized 2018 to inform and engage the public. Village Communications can be broken down into different four categories: 1. Website . Social Media . Direct Email 4. Print Website Analytics The Village purchased a third -party software program called SiteImprove that integrates with the website authoring software. In addition to giving us analytics, the SiteImprove software reports on broken links, misspellings, and ADA compliance. In a nutshell here is an overview of the Website Analytics for 2018. Website Visits - 3431496 Page Views - 939,676 Unique Visitors - 189,654 Returning Visitors - 13,106 Bounce Rate - 50.34% (amount of time only a single page is viewed divided by the number of entries on the site.) Referring sites, pages most visited and additional details are included in the COW meeting presentation on January 22. With analytics, its important to understand how these variables are defined. Here is how SiteImprove defines Visits, Page Views, and Visitors. Visits: A visit is defined - of page requests• .uely identified visitor with a time of no more than 30 minutes between each page request. Page Views: A page view is a count of how many times a page has been viewed on a website or the chosen group within the chosen period of time. All page views are counted no matter how many times a user has visited the website in the chosen period of time. https://www.boarddocs.com/il/vomp/Board.nsf/Public 1/18/2019 BoardDocst Pro Page 2 of 4 Unique Visitors: Unique visitors are identified as unique visitors if they did not have a persistent or session cookie from Siteimprove on their browser/device. Treat this metric with caution and look at trending rather than absolute values. Cookies are specific to browser and device which means that if a visitor is visiting your website using a different browser or device than before, or has deleted or never accepted the cookie, then that person will be seen as a new unique visitor even if that is not the case. Returning Visitors: A returning visitor is a user that has visited your website during the period selected, who has also visited your website at least one time prior to this period. So if you have 10 unique visitors on your website in January and five of them have been on your website in a period prior to the period you have selected, then you will have five returning visitors. Similar to unique visitors, this metric relies on cookie data, so treat this metric with the same caution and look at trending rather than absolute values. Bounce Rates cf4O 55% are average according to industry standard. It is not necessarily bad to have a visitor "bounce", or leave the site after visiting one page particularly ifthey find the information they are looking for onthe first attempt. Social Media Anallyticm The Village operates all social media streams via Hoobsuite online software for creation and publication of posts and tweets. Hootsuite is able to produce customized analytics for Facebook and Twitter. It does not cover Next Door. The Village's Facebook numbers are down compared to 2017. That is due to Facebook"s changing of its posting algorithms t* favor posts from people as opposed to businesses or government agencies. Dispite the algorithm change, the Village still fared well. For example, posts in 2018 averaged of 7.2 shares per post, compared to 7.35 shares per post in 2017. Facebook Analvtics Overview for all Villaae Paaes (includes Police. Fire. PW. etc. FacebookDaaes): • Impressions: Impressions are the number of times a post from your page is displayed. For example, if someone sees a page update in their Facebook newsfeed and then sees that same update when a friend shares it, that would count as 2 impressions. • Fans: A Facebook fan is a user who likes a particular Facebook page. Users who "Like" a page are able to receive updates from that page's administrator through status updates, posted content and event invitations. • Post Shares: A "share" is when someone selects a specific Village post and shares it to their own timeline. The Village performed much better on Twitter, with increases in every category. Twitter did not change algorithms during this timeframe. Twitter Analytics Overview for All Village Pages (includes Police, Fire, PW, etc.. Videos produced in 2018 58 Subscribers 261 Watch Time -43,4OOMinutes Views -15,6OO Village meetings are not included in the YouTube Analytics; however, views for these meetings are included in the annual budget. Participation requires address verifiation, as it is a private network. There are over 210,000 "neighborhoods" in the Nextdoor network worldwide. It breaks down the Village into eight neighborhoods and the Village, who is able to be a part of all neighborhoods as a public ageny, can post to them individually or all of them at the same time. A post from our municipal account also generates an email to the member. This is a social media site the Village will utilize more frequently in the coming year. Members - 51150 Households - 16% Posts - 32 Direct Email Analytics The Village uses a company called Campaign Monitor to send direct email newsletters (E -newsletters) to residents who sign up via the website. There are three main newsletters that are sent each month, MP News and Experience Mount Prospect Events and Experience Mount Prospect Business Deals. Subscribers - 21883 Campaigns Sent - 38 Emails Sent - 761076 Delivery Rate - 99.7% Open Rate 40.6% Unsubscribe Rate 0.1% (62) The Village excels at direct email campaigns. An open rate of over 40% is significantly higher than the industry average rate for government agencies, which is 21.2%. The click through rate (someone clicking on a story or item in the E -newsletter to view details on another webpage) is 5.8%, slightly below industry average of 8.6%, but .9% higher than last year. The bounce rate, or emails that "bounce" or are undeliverable, was an incredibily low .3% for Village campaigns (industry average is 9.35%). Print Analytics The Village sends out press releases, places ads in newspapers, publishes a print newsletter, and creates rack cards and posters to promote events. While electronic means of communication continue to grow in importance, print still has a place as a promotional tool. Press Releases - 60 Village Newsletter - 6 editions mailed out to 25,000 households per edition. Print Ads Placed in newspapers - 58 Rack Cards and Posters Printed - 41500 In 2018, the Village partnered with the Journal &Topics to produce weeklycontent,-• to support various Village events (Downtown Block Party, Lions Club Farmer's Market) as well as Village services, such as Village recycling. Communication Goals for 2019 Since there has been a consolidation of communication efforts through the Communications Division and a creation of a Communications Plan, there needs to be an effort to expand communication tools, implement the communications structure written in the plan and provide training for those who are tasked with communicating to stakeholders. The Communications Division now has a handle on the Village's two main social media platforms, Facebook and Twitter. In 2019, there is a desire to expand to the use of Instagram. Police already has established an Instagram account but has not done much implementation. The Communications Division would like to add a Village Instagram account and have all the other departments post their content through it. Instagram is a way of reaching a younger audience, many of whom are no longer on Facebook. Instagram is a photo and video sharing platform and the majority of the content revolves around positive experiences, which can be shared or "hashtagged" by members of the community. This is an excellent platform to push positive news stories and imagery for the Village for things like Fridays on the Green and Ribbon Cuttings. As mentioned previously, there are plans to expand the Village's presence on Nextdoor. Efforts will continue to expand the number of Facebook posts and Tweets, and provide training for the Village staff who contribute. Training is one of the best ways to get staff to be more prolific posters of content. Social Media Listening The Village has recently begun a social media listening plan in order to discover what issues may be brewing. This is a time consuming manual process, and there is no gurantee staff can catch every bit of news related to the Village that is posted on social media. In 2019, the Village contracted with Hootsuite for a third -party social media listening software called BrandWatch, to help automate the process. BrandWatch can search the web and alert staff if there notable social media activity on one of the Village sites, or if certain key words are used. There are several filters that can be set - it not only monitors social media, it also monitors websites, news outlets, and blogs. It cannot however, monitor private Facebook groups. Staff will evaluate the effectiveness of this software throughout 2019. The Communication Division has already begun a social media users group that meets regularly to discuss issues on social media posting and best practices. Staff is investigating the possibility of guest speakers who can speak on various subjects related to municipal social media. Staff is also looking for seminars and presentations relating to social media for the group to attend. The website is an area that can benefit from additional staff training. As staff changes occur, new team members need to be trained, and staff that doesn't touch the website on a regular basis will need to be retrained. Staff is setting up several courses taught by our internal website "super users", or those with the knowledge and permissions to make edits to all webpages. Courses will be set up for beginners, intermediate and advanced users. CONCLUSION The Village of Mount Prospect has moved rapidly to step up its ability to communicate with the public. While the Village has made great strides in communication, there is always room for improvement. Technology keeps changing and the way people gather information and communicate is ever evolving.
