A key component of the Village"s Strategic Plan is to create a complete pedestrian infrastructure network that promotes multi- modal transportation options. This project looks to enhance safety and efficiency for pedestrians crossing at traffic -signalized intersections under the jurisdiction of the Illinois Department of Transportation (IDOT) and Cook County Department of Transportation and Highways (CCDOTH). The project scope includes work at four intersections and is described below: rpm11111 Three (3) intersections in the downtown business district including Northwest Highway @ Main Street, Northwest Highway Emerson Street, and Main Street @ Prospect Avenue, are part of an interconnected traffic signal system under the jurisdictio of the Illinois Department of Transportation (IDOT). This system is also interconnected with the Union Pacific railroad gates a the Main Street (IL Route 83) and Emerson Street crossings. These intersections currently have pedestrian crossing signal However, a single push button at each corner limits the efficiency of the traffic signal timing by putting a call to multipl crossings. The objective is to install two separate push buttons at each corner such that a call is for a single crossing. Desig will include evaluating post locations and sidewalk ramps to assure they comply with ADA standards. An important componen of the project will be to coordinate efforts with IDOT as they will be resurfacing Northwest Highway through Mount Prospect i 2019. In addition, design work will also require coordination with the Union Pacific Railroad and the Illinois Commerc Commission. rem This stand-alone intersection is under the jurisdiction of Cook County Department of Transportation and Highways (CCDOTH). I currently has pedestrian crossing signals on the east leg of the intersection. The Village installed sidewalk this year alon Dempster Street west of Linneman Road. The objective is to install pedestrian crossing signals on the north leg of th intersection. Design will include a marked crosswalk that may necessitate relocating the stop line and loop detectors. It will als include evaluating post locations and sidewalk ramps to assure they comply with ADA standards. Funds for construction wi come from the Community Development Block Grant (CDBG) Program requiring a separate contract from the downtown work. https://www.boarddocs.com/il/vomp/Board.nsf/Private?open&login 1/16/2019 BoardDocs® Pro Page 2 of 3 Staff is seeking at this time to enter into a contract with a consulting firm for design and construction engineering to facilitatit construction of the pedestrian signal improvements at these four (4) intersections. Work must be performed under twit, separate contracts requiring two (2) sets of construction plans and potentially separate construction schedules depending on when permits are obtained from IDOT and CCDOTH. As permitted by the Village Purchase Policy, staff solicited Technical and Cost Proposals from four (4) engineering consulting firms to provide design and construction engineering services for the pedestrian signal project. Three (3) firms responded sending in Technical and Cost Proposals while one (1) firm declined due to scheduling conflicts. Each firm was asked to submit as part of their proposal the following information: 1. Resumes of key personal and related experience on similar type projects 2. Summary of the firm"s approach to the project 3. Project schedule 4. Staff hour estimate and cost proposal for major phases of work Tasks that are identified to be performed include: MGM=o • Perform field survey • Incorporate pedestrian signals into traffic signal timing plans • Prepare two sets of construction plans, specifications, and cost estimates • Comply with ADA design requirements • Provide bidding assistance • Provide construction layout • Provide construction inspection and supervision for two separate contracts • Attend construction meetings • Prepare pay estimates, punch -list, and as -built drawings The consulting firms" Technical and Cost Proposals were reviewed on the basis of their understanding of our goals and thei methodology of the design process. They were rated (with a maximum score of 100 points) according to these specifi III categories: project team, relevant experience, project approach, project schedule, work effort, and proposal content. Cos proposals were requested from all of the firms to perform the tasks as identified in the Request for Technical and Cos Proposals. All three (3) firms were then invited to be interviewed by Village staff. The rankings are: Sam Schwartz Engineering has put together a very strong project team with experience in design for numerous municipal transportation projects. They recently completed the Mount Prospect Downtown Transportation Study and have unique knowledge of the relationship between vehicles, trains, pedestrians and bicyclists in our downtown. The downtown study produced an improved traffic signal timing program, an evaluation of the train impact on traffic flow, an evaluation of the potential impact on future downtown redevelopment, and strategies of short-term and long-term improvements. Patrick Engineering, a subconsultant for Sam Schwartz Engineering, is currently the lead consultant on the Rand/83/Kensington Intersection Phase I Study and will provide construction engineering services on this pedestrian signal project. Together, the firms have a very experienced professional engineering staff with a thorough understanding of the project coordination, communication and documentation needs to successfully accomplish the project within the proposed schedule. It is staff's opinion that Sam Schwartz Engineering will provide the best product at an appropriate number of hours dedicated to design anl# construction engineering. Alternatives 1. Accept recommended proposal for design and construction engineering services. 2. Action at discretion of Village Board.
