Accept the lowest cost, responsive bid for the 2019 and 2020 parkway tree removal contract in an
amount not to exceed $155,000 in 2019. Expenditures in 2020 will be limited to the amount
authorized for this purpose in the annual budget. Staff also recommends that the Village Board

dead, dying, diseased, infested, or structurally unsound parkway trees to ground level. As in the past, staff also sought prices
for emergency tree work in the event of a major storm. Finally, provisions were included to extend the contract for a third year
(2021) at the same • prices as 2020 if both the contractor and Village agree.

13 invitational bids were mailed and notice was placed on the Village"s website. Seven (7) bids and one (1) "No -Bid" letter were

draw comparisons between various submittals, bidders to use our estimated quantities to calculate an extended cost.
Bid results for removal of an estimated 9,510 diameter inches each year plus an estimated 20 hours of emergency work were

The lowest bidder, Landscape Concepts Management, Inc., has not worked for Mount Prospect in the past. However, staff
contacted their references and all were satisfactory. Also, staff interviewed the firm's head of tree operations to clarify their
capabilities and make certain their leadership held a thorough understanding of the specifications and Village performance
expectations. Pursuant to this discussion, staff is confident the firm can successfully complete the work at prices indicated.
Tree quantities and sizes utilized in the bid documents are estimated and can vary based on found field conditions and weather,
as could the total number of hours for emergency services. Therefore, staff recommends awarding a contract for the budgeted
amount for contractual tree removals, which is $155,000.

Staff recommends that the Village Board accept the lowest cost, responsive bid for the 2019 and 2020 parkway tree removal
contract in an amount not to exceed $155,000 in 2019. Expenditures in 2020 will be limited to the amount authorized for this
purpose in the annual budget. Staff also recommends that the Village Board authorize a one (l) -year contract extension
(2021) if performance is satisfactory and the contractor agrees to hold pricing.
