Action (Consent) Nov 20, 2018 Nov 20, 2018 Yes Water and Sewer Enterprise Fund Accept the lowest -cost, responsive bid from EESCO, of Woodridge Illinois, for procurement of 2018 SCADA System Control Equipment in an amount not to exceed $51,744.32. In the 2018 budget, funds are available to upgrade and replace some of the existing programmable logic controllers (PLCs). PLCs are industrial computers used to control mission critical water distribution and wastewater collection system functions such as turning pumps on, closing fill valves, monitoring fluid levels, and activating alarms when conditions a, warrant. In total, 19 PLCs are utilized throughout the Village -owed water and sewer systems. These devices facilitatC process automation that minimizes labor requirements, supports condition assessment and event reporting, and improves operational efficiency. Presently, 13 PLCs have reached the end of their anticipated 15 -year life cycle and are slated for replacement. These devices are all over 16 years old. Each device is in an "active mature" life cycle stage. An "active mature" designation means that the product is no longer manufactured and is the waning phase of technical support. Notably, replacement parts will likely be unavailable within the next few years. The remaining six (6) PLCs are newer and are not scheduled to be replaced for another 5-8 years. Staff proposes to purchase Allen-Bradley (a subsidiary of Rockwell Automation) CompactLogix 5370 controllers as replacement units. These units are the current line of products for small to medium-sized process control applications like the Village's supervisory control and data acquisition (SCADA) system for water and sewer operations. The Village's current SCADA system features Allen-Bradley controllers and software. Continued utilization of Allen-Bradley equipment offers substantial savings by avoiding costs to replace additional PLCs, change software, or replace additional input/output (1/0) modules. The anticipated life cycle of proposed replacement PLCs is 15 years. The bid package includes the PLCs referenced above along with an input/output module, communication module, power supplies, and other ancillary equipment. The bid documents were posted on the Onvia-DemandStar bid clearinghouse website. On October 29, 2018, the bids were publicly opened and read as required by Village Code. The following two (2) firm's submitted bids: Vendor Total Cost EESCO, Woodridge IL $51,744.32 HPI Energy Services, Houston TX $69,410.33 MOM The lowest cost bid was submitted by EESCO Distributors of Woodridge, Illinois. EESCO is an authorized Rockwell Automation distributor. The Village has satisfactorily procured Allen-Bradley controllers, 1/0 modules, equipment, and training from EESCO in the past.
