Chairman Donnelly called the meeting to order at 7:01 pm. Commissioner Fitzgerald made a
motion seconded by Commissioner Otteman to approve the minutes from the Planning and Zoning
Commission meeting on August 23, 2018. The minutes were approved 4-0 with Commissioner
Beattie abstaining. Chairman Donnelly introduced case, PZ -16-18 as 431 Lakeview Court and
stated this case is Village Board final.
Mr. Shallcross gave a brief description of the Subject Property and summarized the Conditional
Use request. He explained the comments from the Fire Department requiring an egress plan
including occupant loads, travel distance, egress widths, and common path of travel distances.
He further stated, per the petitioner, The MPI Sports Development Center will be a benefit to the
public by providing a safe and controlled environment for the teaching and advancement of sports
development for clubs and organizations. The Petitioner states that the MPI Sports Development
Center will have no negative impacts on adjacent properties nor will it impair property values.
Minor flooring changes and the construction of locker rooms will be required and granting a

conditional use for a sports teaching facility will not prevent other sites to orderly develop. The
Petitioner states that the MPI Sports Development Center will be a benefit to the community and
will help bring participants from around the Chicagoland area to the Village of Mount Prospect to
participate at a leading training facility.
Mr. Shallcross stated, Staff believes the sports training and teaching establishment meets the
conditional use standards subject to complying with the conditions listed below and that granting
such request would be in the best interest of the Village. Based on these findings, Staff
recommends that the Planning & Zoning Commission recommend approval of the following
motion:
"To approve a Conditional Use permit for a sports training and teaching establishment at 431
Lakeview Court, subject to the following condition:
1) Compliance with all applicable Village Code requirements, including, but not limited
to, fire code, lighting regulations, sign code regulations, and building regulations."
The Village Board's decision is final for this case.
The Planning and Zoning Commission had no questions for Staff.
Chairman Donnelly swore in Scott Richards of 11246 Fleetwood Street, Huntley Illinois.
Mr. Richards introduced himself as the Project Manager of the project and gave a brief overview
of the proposal.
Chairman Donnelly asked if the proposed use was mostly to be utilized by children.
Mr. Richards confirmed that the purpose of the space is to be used by children. The majority of
the teams are of adolescent age through early high school.
Chairman Donnelly asked if Mr. Richards was amenable to the conditions recommended by staff.
Mr. Richards stated he was fine with the conditions.
Commissioner Beattie asked if tables and physical therapists would be hired to provide services to
organizations who rent the space.
Mr. Richards stated that no physical therapists will be employed at the Subject Property.
Commissioner Beattie asked for a description of the material used in the hockey skills training
area.
Mr. Richards stated that the proposed flooring is a rubber material commonly used in hockey
training facilities. He stated that it allows athletes to practice shooting while not needing to skate
to do so.

Commissioner Fitzgerald asked if the company would ever need to expand into adjacent vacant
space in the building due to growth.
Mr. Richards stated that the one hundred (100) students listed in the supplemental materials
provided were a best case scenario that would likely be built to over time. He stated that ideally
the adjacent vacant spaces would be filled with other tenants before MPI Sports would ever need
to expand.
Commissioner Fitzgerald asked about other users who might lease the vacant spaces in the
building.
Mr. Richards stated that potential users include warehouse businesses and storage facilities that
would not require a zoning request to be approved. Mr. Richards stated that build -outs of other
vacant spaces in the building are forthcoming to accommodate new tenants.
Hearing no further discussion from the board, Commissioner Beattie made a motion seconded by
Commissioner Fitzgerald to approve the following motions:
A conditional use permit for a sports training and teaching establishment at 431
Lakeview Court, subject to the following condition:
a. Compliance with all applicable Village Code requirements, including, but not
limited to, fire code, lighting regulations, sign code regulations, and building
regulations.
UPON ROLL CALL
Ayes: Otteman, Fitzgerald, Beattie, Szymczak, Donnelly
Nayes: None
The motion was approved 5-0 with a positive recommendation to the Village Board. The Village
Board's decision is final for this case.
Commissioner Beattie made a motion seconded by Commissioner Otteman and the meeting was
adjourned at 7:1 Ipm.
