COMMITTEE OF THE WHOLE MINUTES
- September 11, 2018 -

ROLL CALL— CALL TO ORDER
The meeting was called to order at 7:04 p.m. in the Village Board Room of the Village Hall,
50 South Emerson Street, by Mayor Arlene Juracek. Trustees present included William
Grossi, Paul Hoefert, Richard Rogers, Colleen Saccotelli and Michael Zadel.
Staff present included Village Manager Michael Cassady, Assistant Village Manager Nellie
Beckner, Director of Communications Howard Kleinstein, Director of Community
Development William Cooney, Director of Building & Inspection Services William
Schroeder, Deputy Director of Building & Inspection Services Mark Rysavy, Deputy Fire
Chief John Dolan, Police Chief John Koziol, Deputy Police Chief Michael Eterno, Deputy
Police Chief Timothy Griffin, Director of Human Services Julie Kane, Director of Public
Works Sean Dorsey, Director of Finance David Erb and Management Analyst Alexander
Bertolucci.
2. APPROVAL OF MINUTES
2.1 Approval of Committee of the Whole Meeting Minutes of July 10, 2018
Motion by Trustee Zadel, second by Trustee Rogers to approve the Committee of the
Whole meeting minutes for July 10, 2018. Mayor Juracek called a voice vote and the
minutes were approved unanimously.
2.2 Approval of Joint Village Board and Finance Commission Workshop Minutes of August
14, 2018
Motion by Trustee Saccotelli, second by Trustee Hoefert to approve the Joint Village
Board and Finance Commission Workshop Minutes of August 14, 2018. Mayor Juracek
called a voice vote and the minutes were approved unanimously.

4. DISCUSSION ITEMS
4.1 Project Update: New Fire HQ — Station 13 — 111 E. Rand Road
Deputy Director of Building & Inspection Services Mark Rysavy reviewed the project
timeline which started November 2017 with a space needs analysis. He stated tonight's
presentation is a status report of where the project is at now. Mark Bushhouse from
Williams Architects reviewed the building's existing exterior, preliminary floor plans and
proposed elevations. Mr. Rysavy explained the project's next steps that include an open
house at 111 E. Rand Rd, an initial Budget discussion, construction targets in 2019 and
substantial completion April 2020.
The following responses from staff were provided to questions from the Village Board:
• Bunk walls will be seven to nine feet tall and provide complete visual privacy.

Staff is reviewing an alternative plan with an extended apparatus bay to house reserve
vehicles centrally in town instead of at the outlying fire stations to gain operational
efficiencies. It would also provide extra space for storage and training.
Public notice for the Fire HQ open house includes leafleting the neighborhood,
advertising at each Village building and the website, issuing a press release, posting
on social media, and having a poster at the upcoming Fire open house.
Fire Station 14 will respond up to Randhurst.

The following response was provided to questions from the public.
• 90% of calls for the tower ladder truck would have the truck going north and south on
Main St (Route 83). There is a drive aisle on the south side of the building that all the
emergency response vehicles will be able to use for calls requiring exit onto Rand Rd
(Route 12).
4.2 Project Update: New Police Headquarters — 911 E. Kensington Road.2018
Deputy Director of Building & Inspection Services Mark Rysavy reviewed the project
timeline which started November 2017 with a space needs analysis. He stated staff is in
second round of submittals with IDOT for access off of Kensington Rd. Mr. Rysavy stated
the first preliminary budget came in yesterday and it is meeting targets at this stage of the
project. The preliminary budget will be discussed in more detail at the October 2, 2018
Village Board Meeting. Louise Kowalczyk from FGM Architects provided an overview of
the Police HQ floor plan and changes to the Kensington Rd frontage portion of the building
to create a more municipal and welcoming entrance.
The following responses from staff were provided to questions from the Village Board:
• The Training Room will fit 70 people with tables and will be a great place for retirement
gatherings, training, and community engagement.
• The Lobby is a large area with tall ceilings that will bring in lots of light. The building
entrance will be welcoming and the building rear will have a more utilitarian
appearance.
• It is more cost conscientious to install additional lockers as the number of total officers
increase. The department currently has 83 officers and the locker areas will have room
for a total of 100 lockers allowing for future growth.
• Access from Biermann Ct. would be for employees and overflow parking for the
neighboring business. There are 44 visitor parking spaces that will be accessible from
Kensington Rd.
• The Kensington Rd. curb cut received positive review from IDOT and is in for
comments and permit.
• The storm shelter would be the gun range. While the gun range is an already hardened
structure there are significant costs to make the proposed range meet necessary
standards.
• Landscaping was not incorporated into the design yet.
• Staff will coordinate larger brick sample displays and paint samples to be placed onsite
to allow the Board to see the paint and brick colors as they would be applied to provide
for a more informed brick and color selection.

• The neighboring property has hundreds of parking spaces with a minimal night shift.
