During the routine bridge inspections in 2017, it was observed that repairs were needed to the See Gwun Bridge. Tho -04'
repairs include concrete beam repair, substructure repair and deck sealing. Plans and specifications were prepared t!

The contract time for this project is 30 days. The bridge will remain open to vehicular traffic throughout most of thc
project. However, final curing will require complete closure of the deck for a period of 48 hours. Once a detailed schedult
is established, appropriate stakeholders, including the park district, school districts, residents, and public safety personnel
will be advised of the bridge closure dates. In addition, notice will be posted on the roadway, Village website, and social
media outlets.

A Notice to Bidders was posted on the Demandstar by Onvia website and published in a local newspapel
The bid opening was held on October 9, 2018 at 1:00 PM. Six (6) contractors submitted bids for this project. The bids
ranged from a low of $39,400 by Path Construction to a high of $172,574.00 by Martam Construction, Inc. Below is a
summary of the bids:

All bidders submitted a bid bond in the amount of 10% of the total bid as required in the bid proposal packet. All bids werc
checked for their accuracy. One error was found, but it did not change the order of the bids. All bidders correctly signed
their bids and bid bonds.
The low bidder, Path Construction Company, is qualified to complete the work involved with this project and meets the
requirements of the contract documents. They previously completed the Lincoln Street Bridge Rehabilitation Project and
constructed the Northwest Highway Streetscape Improvements. Their work on both of these Village projects was
acceptable. In addition, reference checks indicate satisfactory performance on projects of similar scope in other
communities.
Staff recommends including a 10% contingency in the project award to allow for quantity variances and unanticipated
conditions. In this instance, a 10% contingency added to the lowest cost bid would result in a total contract award of
$39,400.00 (Base Bid: $39f4OO.00 + Contingency: $3,940.00 = Total Recommended Award: $43,340.00).
