JOINT REVIEW BOARD SPECIAL MEETING
MOUNT PROSPECT PROSPECT AND MAIN
TAX INCREMENT FINANCING DISTRICT
MONDAY, NOVEMBER 21, 2016
MOUNT PROSPECT VILLAGE HALL, THIRD FLOOR VILLAGE BOARD

I. Call Meeting to Order
Village of Mount Prospect Village Manager and Joint Review Board Chairperson Michael
Cassady called the meeting to order at 11:02 A.M.
Joint Review Board members Meesha Holmes (County of Cook) and Sann Knipple (Public
Member) spoke by telephone and stated that they were unable to be physically present at the
meeting for employment reasons. Chairperson Cassady permitted their attendance at the meeting
by telephone, as allowed by Section 2.104 of the Village of Mount Prospect Village Code, because
a quorum of Joint Review Board members were physically present and because qualifying
reasons for attendance by telephone were given by Ms. Holmes and Ms. Knipple.
II. Roll Call of Joint Review Board Members:
A roll call of Joint Review Board members for the proposed Prospect and Main Tax
Increment Financing District ("Prospect and Main TIF District") was taken, with the following
representatives being present in person, except as otherwise noted:

5. Harper College District 512 Bret Bonnstetter

8. Mount Prospect Park District Greg Kuhs
9. Public Member Sann Knipple (via telephone)
Also present: Bill Cooney, Village of Mount Prospect Community Development Director,
Nellie Beckner, Village of Mount Prospect Assistant to the Village Manager, Thomas P. Bayer,
Village of Mount Prospect Village Attorney, Geoffrey Dickinson and Michael Lampl, S.B. Friedman
Financial Advisers, Marilyn Genther and Dale Barbara Draznin Mount Prospect Public Library.
III. Approval of Minutes of Joint Review Board Special Meeting of November 7, 2016
Mr. Parisi moved, seconded by Mr. Kuhs, to approve the minutes of the Joint Review
Board special meeting held on November 7, 2016.

IV. Update on Proposed Mount Prospect Prospect and Main TIF District
Ms. Johnson commented that there was some concern about the length of time some of
the areas within the proposed TIF District had been designated within a TIF District. Ms. Johnson
stated that there was concern regarding reestablishing a TI F District within the overlapping areas
that had been within a TIF District for 30 years already.
Mr. Kuhs stated that he desired that the Joint Review Board review the effectiveness and
progress of the TIF District, to determine if the TIF District could be terminated early once its goals
have been achieved.
Ms. Knipple asked about the process for amending the TIF District, which Attorney
Thomas P. Bayer explained.
V. Public Comments
There were no public comments.
VI. Joint Review Board Question and Answer Period
Questions from the Joint Review Board were taken and answered under agenda item IV.
above.
VI I. Vote on a Recommendation to the Mount Prospect Village Board regarding the Prospect
and Main Tax Increment Financing District
Ms. Homes moved, seconded by Mr. Sweeney, that the Joint Review Board recommend
to the Mount Prospect Village Board that the Prospect and Main Tax Increment Financing District
be created.
Ms. Knipple commented that she believes there is a disconnect between the eligibility
criteria in the TIF District's planning documents and the redevelopment goals for the TIF District.
The motion passed on a roll call vote of five (5) in favor and three (3) against, with
members from the Village of Mount Prospect (Mr. Cassady), County of Cook (Ms. Holmes), Elk
Grove Township (Mr. Sweeney), Mount Prospect School District 57 (Mr. Parisi), and the Mount
Prospect Park District (Mr. Kuhs) voting aye, and with members from Harper College District 512
(Mr. Bonnstetter), Township High School District 214 (Ms. Johnson), and the Public Member (Ms.
Knipple) voting nay.
VIII. Adjournment
It was moved by Ms. Johnson and seconded by Mr. Kuhs that the Joint Review Board
meeting be adjourned.
The motion passed by unanimous vote.
